Meeting was called to order by Mayor Mirri at 8:10 PM.

APPROVAL OF MINUTES:
__Mayor Mirri asked if there was a motion approving the Minutes
of the Regular Meeting of June 3, 1974.
APPROVAL OF BILLS:
Councilman Battaglia moved, seconded by Councilman Steinkamp
and regularly carried that the Minutes of the Regular
Meeting of June 3, 1974 be approved as submitted.
Mayor Mirri then asked if there was a motion approving the
regular bills of June 17, 1974.
CORRECTIONS TO
BILLS OF 6/3/74:.
Councilman Steinkamp moved, seconded by Councilman Battaglia
and regularly carried, that the regular bills of June 17,
1974 be approved for payment.
Mayor Mirri asked if there was a motion approving correction
to claims list of June 3, 1974. Adjusted total from
$369,770.68 to $369,767.88.
Councilman Steinkamp moved, seconded by Councilman Battaglia
and regularly carried that the corrections to claims list of
June 3, 1974 be approved as submitted.

Staff Report, dated June II, 1974, recommending adootion of
a resolution for Supplemental Budget Appropriation 1973-74.
The Director of Administrative Services explained the reason
for the resolution after which Councilman Steinkamp
introduced the resolution entitled: A RESOLUTION APPROVING

The City Manager explained the rooms that were to be done
after which Councilman Steinkamp introduced the resolution
entitled: A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING CALL FOR BIDS FOR CARPETING IN THE PERSONNEL
OFFICE, CONFERENCE ROOM AND SECOND FLOOR OF CITY HALL.
Roll Call vote was as follows: Ayes. Councilmen Richard A.
Battaglia, Terry J. Mirri, Leo Padreddii, and Warren
Steinkamp. Noes, none. Absent, Councilman F. Frank Mammini.
Staff report regarding Public Safety Complex alternatives.
City Manager Alario remarked that this was an information
report at this time requesting that Council set a study
meeting.
After discussion and there being no objections, the matter was
scheduled for the evening of Wednesday, July I0, at 7:00 PM.
The Mayor invited the public to attend and offer their
comments.
The next item was the claim against the City as filed by
Patricia Ann Pratchios alleging damages to her vehicle while
being pushed by police car.
Councilman Steinkamp moved, seconded by Councilman Battaglia
and regularly carried, that the claim be rejected and referred
to the City's insurance carrier and to the office of the
City Attorney; and Notice be given to claimant in accordance
with Government Code Sections 913, 915.4 and other related
sections of the Government Code.
Application for Leave to Present Late Claim as filed by
Richard E. Peritz, Attorney, in behalf of Scott Barragan,
a minor, and Frank Barragan, father of minor, together
with a claim against the City as filed by Richard E. Peritz,
Attorney, for Scott Barragan, a minor, alleging personal
injuries as a result of a collision between plaintiff's
bicycle and a motor vehicle were continued to next meeting
by motion introduced by Councilman Steinkam~, seconded by
Councilman Battaglia and regularly carried.
Staff Report, dated June 3, 1974, submitting survey on
veterans' monument. Brief discussion followed at which
time Councilman Battaglia suggested the shelter to be
constructed for the senior citizens near the City Hall be
dedicated to the veterans as earlier recommended.

Staff Report recommending adoption of a resolution authorizing
execution of an agreement with Castellanos Associates.
Councilman Steinkamp introduced the resolution entitled:
A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH
CASTELLANOS ASSOCIATES - RELOCATION ASSISTANCE AND PROPERTY
MANAGEMENT.
At the request of Mayor Mirri the City Manager explained the
work which was to be performed and the payments and cost
to the City.

SALARY PLAN FOR
F.Y. 1974-75
The City Manager requested Council to make one correction
to the list. The list should include Jr. Civil Engineer at
Range 57 which through an oversight had not been included.
Councilman Steinkamp introduced the resolution with correction
as requested by the City Manager: A RESOLUTION ESTABLISHING
THE SALARY PLAN FOR FISCAL YEAR 1974-75.
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, Terry J. Mirri, Leo Padreddii and Warren

PARKS & RECREATION The bids received were declared by the Director of
AWARD OF CONTRACT Administrative Services, Stan Bara, who recommended award

230 AND 409 GRAND AVE. resolution entitled: A RESOLUTION OF AWARD OF CONTRACT FOR

Staff Report recommending acceptance of Westborough Park,
Phase II.
Councilman Steinkamp moved, seconded by Councilman Padreddii
and regularly carried that the recommendation be approved
and accepted.
Staff Report, dated June 17, 1974, from the Assistant
Personnel Officer recommending that the City Council delegate
to the City Manager the authority to determine whether a
Public Safety employee is disabled and eligible for disability
retirement.
Councilman Battaglia introduced the resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH
SAN FRANCISCO DELEGATING THE CITY MANAGER TO MAKE DETERMINA-
TIONS UNDER SECTION 21023.6 OF THE GOVERNMENT CODE REGARDING
DISABILITY RETIREMENT.
A'brief explanation was given by the City Manager as to
what this entailed, after which Roll Call vote was as
follows: Ayes, Councilmen Richard A. Battaglia, Terry J.
Mirri, Leo Padreddii, and Warren Steinkamp. Noes, none.
Absent, Councilman F. Frank Mammini.
Councilman F. Frank Mammini was present at 8:35 PM and remained
for the duration of the meeting.
Staff Report, dated June 17, 1974, recommending Council
adopt a resolution approving plans and specifications and
authorizing a call for bids on design and installation of
an air conditioning and heating system at the Grand Avenue
Library, the Police Building and the first and second
floors of the City Hall.
The City Manager briefly explained the work which was to
be done after which Councilman Steinkamp introduced the
resolution entitled: A RESOLUTION APPROVING PLANS AND
SPECIFICATIONS, AUTHORIZING THE WORK AND CALLING BIDS FOR
LIBRARY, POLICE BUILDING AND CITY HALL - AIR CONDITIONING,
HEATING AND MODIFICATIONS.
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,
and Warren Steinkamp. Noes, none. Absent. none.
Staff Report, dated June 17, 1974, recommending Council

Councilman Steinkamp introduced the resolution entitled:

Director of Public Services, Frank Addiego, explained the
work which was to be performed after which Councilman
Steinkamp introduced the resolution entitled: A RESOLUTION
APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING THE WORK
AND CALLING BIDS FOR CEILING AND LIGHTING RENOVATION ON
SECOND AND THIRD FLOORS OF CITY HALL.
Roll Call vote was as follows: Ayes, Councilmen Richard A.

After an explanation by the City Manager Councilman
Steinkamp introduced the resolution entitled: A RE~OLUTION
APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING THE WORK
AND CALLING BIDS FOR MODIFICATION OF SECOND AND THIRD
FLOORS OF CITY HALL.
Roll Call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii,
and Warren Steinkamp. Noes, none. Absent, none.
Staff Report, dated June 17, 1974, recommending Council
adopt a resolution authorizing Stipulation for Entry of
Judgement as to Parcel 572, Tracts I, II, and I11.
Councilman Steinkamp introduced a resolution entitled: A
RESOLUTION AUTHOIRZING EXECUTION OF STIPULATION FOR ENTRY
OF JUDGMENT AS TO PARCEL 572, TRACTS I, II AND III, IN THE
CASE ENTITLED "COUNTY OF SAN MATEO, ETC. VS. MARINO DONATI,
CITY OF SOUTH SAN FRANCISCO, ET AL."
Discussion followed at which time Councilman Mammini
commented he recalled at the time the property known as the
"hole" was discussed with the County they had agreed they
would hold from the time of date of the agreement for some
three or four years for the City without selling it,
with the right of the City to fill as they saw fit and
then be able to purchase the piece of property at a very
reasonable amount of money and he did not see this as a
part of this agreement. Mention was made that this was a
verbal agreement.
After further discussion Councilman Steinkam~ stated he
would amend his resolution to include the stipulation
that the City has a minimum of a 3-year time period to
procure the ~'hole".

Councilman Mammini commented that there be included ~'and
at the specified amount the City discussed at a previously
held meeting with the County.'~ Further discussion followed
at which time the City Attorney explained the particular
law case the City had before it and to what the City was
agreeing.
He then remarked that in order not to prevent the filing
of the Stipulation the Council consider a motion that
would precede the resolution and say just exactly what the
City wanted.
After brief discussion Councilman Steinkamp withdrew his
resolution.
Councilman Mammini then moved, seconded by Councilman
Steinkamp and regularly carried that unless the City has
an agreement regarding the "hole~' at Junipero Serra and
Westborough Boulevards that the resolution not be passed
or accepted. City Attorney Noonan commented it would
not be filed.
Staff Report, dated June 17, 1974, recommending the Council
approve the Agreement to retain Maurice A. Garbell as
Contractor to prepare the Noise Element of the General
Plan. Director of Public Services explained the proposal
commenting that the proposal of Mr. Garbell was the best~
after which Councilman Steinkamp moved, seconded by
Councilman Mammini and regularly carried that the recommenda-
tion of the Director of Public Services be approved and
accepted and award agreement to Mr. Maurice A. Garbell
and that included in the motion a provision that inasmuch
as the State mandates these matters the persons responsible
for such studies pay for them.
Mayor Mirri read the resignation of Mr. Joseph W. Manjarrez
from the Park and Recreation Commission, effective July I,
1974, after which the City Attorney was requested to
prepare a resolution commending him for his many years of
service.
The Director of Public Services at this time brought up
the matter of the work which had been performed on the
upper reaches of Colma Creek in the vicinity of Oak Avenue.
He stated that the work had been performed by B. Fontana
and Sons and inspection of the work had been made and found
to be in accordance with the plans and specifications
and recommended that the City accept the nroject with the
10% retention to be retained for the required time and
then be released if no liens were filed.

Mayor Mirri recessed the meeting at 9:02 PM for the
retaping of the television cameras.
The meeti'ng was recalled to order by Mayor Mirri at
9:09 PM with all Council present.
Councilman Mammini moved, seconded by Councilman Padreddii
and regularly carried that the recommendation of the
Director of Public Services with regard to the acceptance
of the work on the upper reaches of Colma Creek be approved
and accepted.
The request of Councilman Mammini for permission to leave
the country was granted.
Councilman Steinkamp inquired as to what progress was
being made on the widening of A, B, and C Streets and
the connecting streets.
The Director of Public Services briefly explained the
progress to date, discussion followed concerning the
matter of this widening after which the Director of
Public Services stated he would again make a presentation
at a future meeting concerning the progress.
Councilman Battaglia at this time requested a moment
of silence at the conclusion of tonight's meeting in
memory of Nick Manuel who devoted so much of his time to
committee work for the City.
Councilman Steinkamp suggested tonight's meeting be
adjourned in his memory.
Councilman Padreddii requested information as to the
progress being made on the shelter area in the City park.
Mayor Mirri stated that plans were being formulated
and that the City would meet with the senior citizens.
Councilman Padreddii stated that he had been approached
by a member of the City Council of the City of San Bruno
with the request that we allow the residents of that City
to use the City's public library.
He commented such use was employed in other neninsula
cities.
At the request of the City Manager the matter was
referred to City staff and the Library Board with a
report to be submitted at the second meeting of July,

__There being no further items from Council Mayor Mirri
asked if anyone present wished to offer anything under
Good and Welfare. No items were offered.
Mayor Mirri then recessed the meeting to an Executive
Personnel Session at 9:25 PM.
The meeting was recalled to order by Mayor Mirri at I0:10 PM
with all Council present.
Mayor Mirri at this time announced that the Council had
made a selection in the appointment of the Chief of Police
and the next Chief of Police was Captain ,lames L. Datzman.
There being no further business for Council the meeting
was adjourned to Wednesday, June 19, 1974 at 7:00 PM.
The meeting was adjourned by Mayor Mirri at I0:1t PM.
