Mayor Pro Tem Battaglia called the meeting to order
at 7:40 PM.
Pledge of Allegiance to the Flag recited.
Mayor Pro Tem Battaglia requested a minute of silent
prayer.
Present: Councilmen Richard A. Battaglia, F. Frank
Mammini, Leo Padreddii and Warren Steinkamp.
Absent: Councilman Terry J. Mirri.
Mayor Pro Tem Battaglia asked if there was a motion
approving the Minutes of the Regular Meeting on
Wednesday, November 6, 1974 and the Minutes of Special
Meeting on Wednesday, November 13, 1974.
Councilman Mammini moved, seconded by Councilman
Steinkamp and regularly carried that the Minutes of
the Regular Meeting on Wednesday, November 6, 1974
and the Minutes of Special Meeting on Wednesday,
November 13, 1974 be approved as submitted.
Mayor Pro Tem Battaglia asked if there was a motion
approving the regular bills of December 4, 1974.
Councilman Steinkamp moved, seconded by Councilman
Padreddii and regularly carried that the regular bills
of December 4, 1974 be approved for payment.
Staff Report, dated November 25, 1974, recommending the
City Council authorize the City Manager to execute a
letter agreement with Marshall Stevens, Inc. for the
appraisal of City owned property~ improvements and
equipment at a cost of $8,150; and authorize annual
updating service at a cost of $1,050 a year.
The Director of Administrative Services briefly explained
the reason for the agreement followed by discussion after
which Councilman Padreddii moved, seconded by Councilman
Mammini and regularly carried that the recommendation of
the Director of Administrative Services be approved and
accepted.

Staff Report recommending the City Council adopt a
resolution authorizing the staff to advertise for
bids for one (I) Four Wheel Street Sweeper.
After an explanation by the Director of Administrative
Services, Councilman Steinkamp introduced a resolution
entitled: A RESOLUTION APPROVING SPECIFICATIONS AND
CALLING BIDS FOR ONE (I) FOUR WHEEL STREET SWEEPER.
Roll Call Vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Leo Padreddii and Warren
Steinkamp. Noes, none. Absent, Councilman Terry J. Mirri.

AWARD OF CONTRACT
FOR FIRE HOSE
Staff Report, dated November 25, 1974, recommending award
of contract for fire hose to L.N. Curtis & Sons.
The Director of Administrative Services summarized the
bids received recommending award to L.N. Curtis and Sons.
Councilman Mammini then introduced a resolution entitled:

Roll Call Vote was as follows: Ayes, Councilmen Richard A.

ORD. REDUCING BUSINESS Staff Report, dated November 26, 1974, recommending
LICENSE FEE FOR ASTROLOGY, introduction of an ordinance amending Ordinance 261 by
ETC. reducing Business License Tax for astrology, etc. from
Ist Reading/Introduction $100 a day to $500 a year.
After explanation by the Director of Administrative Services
Mayor Pro Tem Battaglia ordered the title of the ordinance
read. The title of the ordinance was read.
City Attorney Noonan then explained the ordinance and
advised the Council regarding procedure for introduction.
Councilman Mammini moved that reading of the ordinance
~,n its entirety be waived and that the ordinance be
introduced and read for the first time by reading title
only, seconded by Councilman Padreddii and passed by a
unanimous vote.
Councilman Steinkamp moved that the ordinance entitled,
AN ORDINANCE AMENDING ORDINANCE NO. 261 DESIGNATED AS THE
SOUTH SAN FRANCISCO BUSINESS LICENSE ORDINANCE, the
entire reading of which has been duly waived, be introduced,
seconded by Councilman Padreddii and passed by the
following roll call vote.

Staff Report, dated December 4, 1974, recommending Council
adopt ordinance which amends certain definitions contained
within Ordinance No. 647, Employee/Employer Relations.
After explanation by the City Manager, Mayor Pro Tem
Battaglia ordered the title of the ordinance read. The
title of the ordinance was read.
City Attorney Noonan then explained the ordinance and
advised the Council regarding procedure for introduction.
Councilman Steinkamp moved that reading of the ordinance
in its entirety be waived and that the ordinance be
introduced and read for the first time by reading title
only, seconded by Councilman Mammini and passed by a
unanimous vote.
Councilman Steinkamp moved that the ordinance entitled,
AN ORDINANCE AMENDING ORDINANCE NO. 647, PASSED MARCH 19,
1973, ENTITLED "AN ORDINANCE OF THE CITY OF SOUTH
SAN FRANCISCO ESTABLISHING A PROCEDURE FOR THE FORMATION
OF, RECOGNITION OF, AND COMMUNICATIONS WITH EMPLOYEE
ORGANIZATIONS", the entire reading of which has been
duly waived, be introduced, seconded by Councilman
Mammini and passed by the following roll call vote.
Roll Call Vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Leo Padreddii and Warren
Steinkamp. Noes, none. Absent, Councilman Terry J. Mirri.

Staff Report, dated December 4, 1974, recommending the
City Council pass the resolution of intention to~ter
West Park 3 Parks and Parkways Maintenance District
boundaries to include Greenview Commons area.
City Manager requested that the pu~ic hearing date
be scheduled for December 30, 1974. There being no
objections Mayor Pro Tem Battaglia so ordered with the
time of the meeting at 5:30 PM. Councilman Mammini then
introduced a resolution entitled: A RESOLUTION OF
INTENTION TO ALTER BOUNDARIES OF WEST PARK 3 PARKS AND
PARKWAYS MAINTENANCE DISTRICT, FIXING TIME AND PLACE OF
HEARING THEREOF AND PROVIDING FOR NOTICE THEREOF.
ANNEXATION 1974-1.
Roll Call Vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Leo Padreddii and Warren
Steinkamp. Noes, none. Absent, Councilman Terry J. Mirri.
Staff Report recommending that the two vacant Police Cadet
positions be reclassified to Steno-Clerk positions in the
Police Department.
After an explanation by the City Manager discussion followed
between members of the City Council and Staff regarding the
reclassification. It was moved by Councilman Mammini,
seconded by Councilman Padreddii and regularly carried that
the resolution be tabled. Councilman Warren Steinkamp
voted no.
Public Hearing -- Appeal of Home Savings and Loan Company
on Use Permit No. 294 for an off-site subdivision
directional sign on Westborough Blvd.
Staff Report, dated December 4, 1974, stating it is the
recommendation of the Planning Commission that Use Permit
No. 294 be denied.
Mayor Pro Tem Battaglia declared the public hearing
opened after which City Planner David Hale explained the
recommendation of Staff. Speaking in behalf of the
applicant was Mr. Herb Goodman representing Home Savings
and Loan Company. After hearing the discussions Mayor
Pro Tem Battaglia declared the public hearing closed.
Councilman Steinkamp then moved, seconded by Councilman
Mammini and regularly carried that the recommendation of
the Director of Public Services be approved and accepted.
Public Hearing -- Oroweat Baking Company, Use Permit No. 156.
Staff Report, dated December 4, 1974, recommending the
City Council make a motion that UP 156, as amended, be
further amended to include the terms and conditions for
screening of a storage silo and noise abatement for the
baking plant vicinity of Spruce Avenue on the terms and
conditions set forth in the Planning Commission's

ASSESSMENT
The Public Hearing was declared opened by the Mayor
Pro Tem. After an explanation by the City Planner,
Mayor Pro Tem Battaglia asked if anyone present wished to
speak on the matter.
Mr. J. Christenson of Oroweat Baking Company stated they
were prepared to proceed with the recommendations and
requested permission to post a surety bond in lieu of
cost. This request was approved. There being no one
else to speak on the matter the public hearing was declared
closed.
Councilman Steinkamp then moved, seconded by Councilman
Padreddii and regularly carried that the recommendation
of the Director of Public Services be approved and
accepted and the amended Use Permit be approved.
Staff Report, dated December 4, 1974, recommending the
City Council adopt a resolution accepting the bids and
award the contract for resurfacing parking lots at
Oyster Point Marina to Lowrie Paving Co.
After a brief explanation by the Director of Public
Services, the City Manager requested the matter be continued
to later in the meeting pending the arrival of the Director
of Parks and Recreation who was presently attending
another meeting. There being no objections it was so
ordered.
Staff Report, dated December 4, 1974, recommending the
City Council adopt a resolution accepting completion and
directing the Engineer-of-Work to file "Notice of
Completion" for the Antoinette Lane Street Opening Project
Assessment District.
After an explanation by the Director of Public Services
Councilman Mammini introduced a resolution entitled:
A RESOLUTION ACCEPTING COMPLETION AND DIRECTING ENGINEER
TO FILE NOTICE OP COMPLETION - ANOTINET-FE LANE STREET
OPENING PROJECT ASSESSMENT DISTRICT.

Staff Report, dated December 4, 1974, recommending to
determine from the information submitted and from any
additional information presented at the City Council
meeting whether or not to have the final reading of an
ordinance to rezone this property from R-3 Multiple
Residential to R-I Single Family Residential - Callan
Parcel at Westborough Boulevard and Oakmont Drive.
AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING
ORDINANCE NO. 353, AS AMENDED, ENTITLED "ZONING ORDINANCE
OF THE CITY OF SOUTH SAN FRANCISCO" PASSED AND ADOPTED
AUGUST I0, 1954, AND ESTABLISHING ZONING DISTRICT CLASSI-
FICATION FOR THE PROPERI~¢ HEREIN DESCRIBED WESTBOROUGH
10.365 ACRES.
An explanation was made by the City Planner who reported that
Staff had been in continual contact with the owner and
that there had been some developments. He stated it
was Staff's recommendation the ordinance not have its
second reading and adoption at this time and it be held
until after the Planning Commission had it before them at
their meeting of January 14, 1975. Mayor Pro Tem Battaglia
moved, seconded by Councilman Padreddii and regularly
carried that this matter be tabled until after the Planning
Commission Meeting on January 14, 1975.
Staff Report, dated December 4, 1974, recommending the
City Council make a motion favoring the City's financial
participation on the subject project with the California
Department of Transportation and the South San Francisco
Unified School District in an amount not to exceed $19,250.
The Director of Public Services explained in detail the
proposed signalization at Ponderosa Road and El Camino Real.
A recess was declared by Mayor Pro Tem Battaglia at 8:37 PM
for the retaping of the television cameras.
The meeting was recalled to order by Mayor Pro Tem Battaglia
at 8:55 PM with all Council present. Absent, Councilman
Terry J. Mirri.
Discussion then followed between members of the City Council,
Staff, Mrs. Celia Murphy and Skp Henderson after which
Councilman Padreddii moved, seconded by Mayor Pro Tem
Battaglia and regularly carried that the recommendation of
the Director of Public Services be approved and accepted.
Councilman Steinkamp voted no.

Staff Report, dated December 4, 1974, recommending
the City Council set the first meeting in January, 1975
as the date for a public hearing to consider the
amendments to Ordinance No. 353, as amended.
There being no objections Mayor Pro Tem Battaglia set the
public hearing for the first meeting in January, 1975.
The City Manager commented that the Harbor District had
again deferred the project stating that the bid expired
on December 5, 1974.
An explanation was made by the Director of Parks and
Recreation concerning the meetings which had been held
and the next one which was to be held.
Councilman Mammini suggested that an extension of time
be requested from Lowrie Paving Company.
There being no objections, action on the award was
deferred.
The City Manager requested that Council and Staff meet
with the Harbor District regarding this matter.
The City Manager reported in this regard stating that it
was the recommendation of Staff that this request be
denied. He further commented that hopefully the Bus System
would be in effect to provide transportation. Further
that to grant the request could set a precedent for other
such requests.
Councilman Mammini moved, seconded by Councilman Steinkamp
and regularly carried that the recommendation of Staff be
approved and accepted.
The City Manager reported on the City's Christmas lighting
decorations and the meetings with the representatives of the
Pacific Gas & Electric Company. He further commented on
the citizens participation and booklets which were to be
distributed in this regard. Mayor Pro Tem Battaglia
suggested that Council together with staff meet with the
Pacific Gas and Electric Company.
Mayor Pro Tem Battaglia at this time read a resolution
received from the City Council of Menlo Park regarding the
upgrading of passenger service by the Southern Pacific
Railroad Company. It was the request of the City Council
of Menlo Park that support be given this resolution.
Mayor Pro Tem Battaglia stated that if there were no
objections. Support would be given this resolution at
the County Council of Mayors Meeting. No objections
being registered it was so ordered.

ADJOURNMENT
There being no items from Council and there being nothing
under Good and Welfare, Councilman Steinkamp moved,
seconded by Councilman Padreddii and regularly carried
that the meeting be adjourned.
The meeting was adjourned at 9:25 PM.
