ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO
HELD WEDNESDAY, APRIL 30, 1975
TIME: 7:30 PM.

Council Conference Room.
CALL TO ORDER: ...... The meeting was called to order by Mayor Battaglia at 7:40 PM.
ROLL CALL:
Present: Councilmen Richard A. Battaglia, F. Frank Mammini,
Terry J. Mirri, Leo Padreddii and Warren Steinkamp.
Absent: None.
PURCHASE OF
14,000 GVW
TRUCK CHASSIS
Staff Report, dated May 7, 1975, from the Director of Parks and
Recreation recommending Council authorize the staff to purchase
from the State of California a 14,000 GVW Truck chassis in the
amount of $5,192.

After a brief explanation by the City Manager, Councilman
Steinkamp moved, seconded by Councilman Padreddii and regularly
carried that the recommendation of the City Manager be accepted
to purchase a truck chassis for watering.
AWARD OF CONTRACT- Staff Report, dated April 30, 1975, from the Director of Public
PUBLIC SAFETY Services recommending the Council make a motion recommending
FACILITY the City of South San Francisco Public Facilities Corporation
award the contract for the subject project to the low bidder,
Harvis Construction Co. of South San Francisco.

AMENDING CLASS
SPEC. - ASSOC.
CIVIL ENGR.
After an explanation by the Director of Public Services brief
discussion followed after which Councilman Steinkamp moved that
we accept the recommendation of staff and recommend to the
Public Facilities Corporation the award of the contract to the
low bidder Harvis Construction Company for $3,357,234. After
further discussion Councilman Mammini seconded the motion which
was regularly carried. Councilman Padreddii voted no.
Staff Report, dated April 30, 1975, recommending Council adopt
a resolution approving the amended class specification for
Associate Civil Engineer.
After a brief explanation by the City Manager, Councilman
Mammini introduced a resolution entitled, A RESOLUTION AMENDING
THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN BY ADDING
THE CLASS OF ASSOCIATE CIVIL ENGINEER.
Roll Call Vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii
and Warren Steinkamp. Noes, none. Absent, none.

Assistant to the City Manager, Mike Wilson, at this time discussed
with Council the following items.
WORKSHOP - ENVIRON- On May 10, 1975 there would be a half-day session workshop
MENTAL COORDINATING sponsored by the Environmental Coordinating Council. He requested

that if there was anyone interested in attending to let him know
so arrangements could be made.
The next item concerned Senate Bill #189. After an explanation
by the Assistant to the City Manager he recommended that Council
oppose passage of Senate Bill #189 since it would be a loss of
revenue to the City.
AB #167
The next bill concerned Assembly Bill #169 regarding residential
users of electricity. After an explanation by the Assistant
to the City Manager it was his recommendation that this matter
be revised and further analysis be conducted.

BARGAINING
Staff Report, dated April 30, 1975, recommending Council move
to oppose SB #275 as amended, and to authorize staff to forward
communications to the State Legislature expressing our concerns.
After an explanation by the Assistant to the City Manager he
again recommended that the bill be opposed in its present form.
SB #522 & AB #302 The Assistant to the City Manager then explained Senate Bill #522
IMPASSE & OVERTIME and Assembly Bill #302 their contents and effect on the City.

LABOR DISPUTES
AB #306 & #307
OVERTIME
The next bill concerned Assembly Bill #331 which Mike Wilson
reported would prohibit public agencies or local agencies to
use public funds to prepar~ publish or purchase advertising
regarding labor disputes.
After an explanation by the Assistant to the City Manager
concerning Assembly Bills 306 & 307 he requested staff be
authorized to forward communications to the different legislatures,
subcommittees or local legislators in this regard. Councilman
Mammini so moved, seconded by Councilman Steinkamp and regularly
carried.
Mayor Battaglia at this time brought to Council's attention the
following items.
SEWER RENTAL
CHARGES
A letter received from the Peninsula Manufacturers Association
requesting a continuance in the matter of the ordinance
concerning sewer rental charges to the second meeting in May.
The Mayor stated that he had forwarded a reply that due to
the time schedule the matter would be heard at the meeting of
May 7, 1975 as scheduled.
PARKING SPACE-
BART STATION
OUTDOOR EDUCATION
PR OGRAM
A request from Mayor Kyriakis of Daly City for support of
additional parking space at the Bart Station.
Support to the stand taken by the Council of Mayors in opposition
to the outdoor education program.

5/29/75
Councilman Padreddii at this time brought to Council's attention
the conflict regarding the Special Study Meeting scheduled for
May 14, 1975 with the Parks and Recreation Commission. After
some discussion and there being no objections Mayor Battaglia
cancelled the Special Study Meeting.
Council next discussed the matter of a budget meeting. There
being no objections the budget meeting was scheduled for
May 29, 1975 at 7:00 PM.
