REGULAR MEETING OF THE CITY COUNCIL

The meeting was called to order by Mayor Battaglia at 7:35 PM.
The Pledge of Allegiance to Flag recited.
'Mayor Battaglia asked for a moment of silent prayer.
Present: Councilmen Richard A. Battaglia, F. Frank Mammini,
Terry J. Mirri and Warren Steinkamp.

call only. Present at 7:40 PM.
Mayor Battaglia asked if there was a motion approving the
Minutes of the Regular Meeting of April 2, 1975, Adjourned
Regular Meeting of April 8, 1975 and Regular Meeting of April 16,
1975.
Councilman Mammini moved, seconded by Councilman Steinkamp
and regularly~carried that the Minutes of the Regular Meeting
of April 2, 1975, Adjourned Regular Meeting of April 8,
1975 and the Regular Meeting of April 16, 1975 be approved
as submitted.
Councilman Steinkamp moved, seconded by Councilman Mammini
that the claims as submitted be approved fo~ payment. The
City Manager explained certain claims in answer to Councilman
Mammini's inquiry. Councilman Padreddii appeared present
at the meeting at 7:40 PM and remained for the duration
of the meeting. The motion as made and seconded was then
unanimously adopted.
Staff Report, dated May 7, 1975, recommending Council take
action on the following claim: Harold Fontenot,
South San Francisco, alleging injuries sustained when tripped
by break in the sidewalk on California Avenue.
The City Attorney requested that this claim be denied and re-
ferred to his office rather than to the City's insurance
carrier. Councilman Mammini moved, seconded by Councilman
Steinkamp and regularly carried that the claim be denied
and referred to the City Attorney.

Staff Report, dated May 7, 1975, recommending Council approve
and read for the first time an ordinance amending Section
13o301(d), Automatic Sprinkler Systems, of the Uniform
Fire Code.
After an explanation by the City Attorney, Mayor Battaglia
ordered the title of the ordinance read. The title of
the ordinance was read.
City Attorney Noonan then explained the ordinance and
advised the Council regarding procedure for introduction.
Councilman Mammini moved that reading of the ordinance
in its entirety be waived and that the ordinance be introduced
and read for the first time by reading title only, seconded
by Councilman Mirri and passed by a unanimous vote.'
Councilman Mammini moved that the ordinance entitled, AN
ORDINANCE AMENDING THE UNIFORM FIRE CODE - 1973 EDITION AS
AMENDED, AND PARTICULARLY SECTION 13.301(d), the entire
reading of which has been duly waived, be introduced,
seconded by Councilman Mirri and passed by the following
roll call vote.
Roll Call Vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii
and Warren Steinkamp. Noes, none. Absent, none.
Public Hearing -- 1973 Uniform Code for the Abatement of
Dangerous Buildings.
Staff Report, dated April 2, 1975, recommending Council
set May 7, 1975 for public hearing to consider the adoption
of the 1973 Uniform Code for the abatement of dangerous
buildings, and also recommending first reading and introduction
of ordinance regulating abatement of dangerous buildings
and adopting by reference the uniform code for the abatement
of dangerous buildings.

Mayor Battaglia declared the continued public hearing
opened. The Director of Public Services suggested that the
Public Hearing be closed and the matter be continued to a
later date since staff was not prepared to report on the
matter tonight. There being no objections, Mayor Battaglia
declared the public hearing closed and the ordinance
continued to a later date.

Staff Report, dated April 2, 1975, recommending Council
set May 7, 1975 for public hearing to consider the adoption
of the 1973 Edition of the Uniform Housing Code and also
recommending first reading and introduction of an ordinance
regulating housing standards and adopting by reference the
Uniform Housing Code, 1973 Edition.

HOUSING CODE, 1973 EDITION.
Mayor Battaglia declared the continued public hearing
opened. The Director of of Public Services suggested that
the Public Hearing be closed and the matter be continued
to a later date since staff was not prepared to report on
the matter tonight. There being no objections, Mayor
Battaglia declared the public hearing closed and the
ordinance continued to a later date.
Public Hearing -- Sewer Rentals and Charges.
Staff Report, dated April 2, 1975, recommending amendment to
Ordinance No. 396, which pertains to amending the sewer
rentals and charges.
The Public Hearing was declared opened by the Mayor. After
a brief explanation by the Director of Public Services,
Mayor Battaglia asked if there was anyone who wished to
speak on the matter.
Mr. John Bernal, 1061 Silver Hill Road, Redwood City,
representing Folger Company spoke in opposition requesting
a continuance until further meetings could be held on the
matter.
Mr. Bob McAdams of Millbrae representing Reichold Chemical
read a letter from their legal counsel in opposition
requesting that it be made part of the records and further
that the matter be continued for further study.
Comments were also made by Mr. Mario Bregante of 560 Miller
Avenue.
City Attorney Noonan then made replies to the letter from
Reichold Chemical Company.
Further discussion followed at which time Mr. Larry West
of 497 Forest View Drive, South San Francisco, commented
on the proposed fee change.
A recess was declared by Mayor Battaglia at 8:32 PM for the
retaping of the television cameras.
The meeting was recalled to order by Mayor Battaglia at
8:50 PM with all Council present.

At the request of Mayor Battaglia, Mr. Howard Hoffman
of the firm of Jenks and Adamson explained in detail the
study which his firm made for the City and the reasons why
the rate increases were necessary.
Mr. H. Wilson of 116 Casey Drive representing the Dubuque
Packing Company requested a continuance of the matter.
After further discussion Mayor Battaglia ordered the title
of the ordinance read. The title of the ordinance was read.
City Attorney Noonan then explained the ordinance and
advised the Council regarding procedure for adoption and
passage. Councilman Steinkamp moved reading of the ordinance
in its entirety be waived and that the ordinance be passed
and adopted by reading title only, seconded by Councilman
Mammini and passed with Councilman Padreddii voting no,
stating that he felt further study should be made as was
requested.
Mention was made that due to Councilman Padreddii's no vote
it would be necessary to.read the ordinance in full. After
brief discussion between the members of the City Council,
Councilman Padreddii changed his no vote to yes, stating
he did so it would not be necessary to read the ordinance
in full.
Councilman Mammini moved that the ordinance entitled,
AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING
ORDINANCE NO. 396, AS AMENDED, ENTITLED "AN ORDINANCE OF
THE CITY OF SOUTH SAN FRANCISCO PROVIDING FOR SEWER RENTAL
AND CHARGES IN SAID CITY, PROVIDING THAT SUCH SEWER RENTALS
AND CHARGES SHALL BE COLLECTED ON THE MUNICIPAL TAX ROLLS
AND SHALL BECOME A LIEN UPON THE~ESPECTIVE PARCELS OF REAL
PROPERTY" AND REPEALING CERTAIN SECTIONS AND SUBSECTIONS,
the entire reading of which has been duly waived, be passed
and adopted, seconded by Councilman Mirri and passed by the
following Roll Call Vote.
Roll Call Vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri and Warren
Steinkamp. Noes, Councilman Leo Padreddii. Absent, none.
Staff Report, dated May 7, 1975, recommending Council adopt
a resolution authorizing the City Manager to execute Street
Lighting Agreements with Pacific Gas and Electric Company
on E1 Camino Real at Kaiser Hospital.
The Director of Public Services briefly explained the work
to be performed after which in answer to Council's inquiry
Doug Wigton, Manager of the local Pacific Gas & Electric
Company, explained the installation.

Roll Call Vote was as follows: Ayes, Councilmen Richard A.

Staff Report, dated May 7, 1975, recommending Council adopt
a resolution approving the plans and specifications and
advertising for bids for the installation of the Arroyo
Storm Line Reconstruction, Project SD-74-5, on Arroyo
Drive west of Alta Mesa Drive.
After a brief explanation by the Director of Public Services
Councilman Mammini introduced a resolution entitled: A
RESOLUTION APPROVINGPLANS AND SPECIFICATIONS, AUTHORIZING
THE WORK AND CALLING BIDS FOR ARROYO STROM LINE RECONSTRUCTION -
PROJECT SD-74-5.
Roll Call Vote was as follows: Ayes, Councilmen Richard A.

After a brief explanation by the Director of Public Services
discussion followed between members of the City Council, Staff
and Mrs. Deborah Carson, representing the Westborough
Homeowners Association.

of the television cameras.

After a brief explanation by the Mayor, Mayor Battaglia
moved, seconded by Councilman Padreddii and regularly carried
that the City drop this item until such time as the residents
of Westborough come before Council with a request that the
Water District become part of the City.
Staff Report, dated May 7, 1975, recommending Council set a
date for a public hearing to consider amendments to the Zoning
Ordinance to establish palmistry as a use within the C-2
Central Commercial and C-3 Heavy Commercial Districts.
City Attorney Noonan requested that the hearing be set for
June 4, 1975. There being no objections Mayor Battaglia
so ordered.

SETTING PUBLIC HEARING
TO UPDATE ZONING MAP
Staff Report, dated May 7, 1975, recommending Council schedule
a date for a public hearing to consider an amendment to
the Zoning Ordinance, Section 2.2, to provide for the
updating of the City's official zoning map.
City Attorney Noonan requested that the hearing be set
for June 4, 1975. There being no objections Mayor Battaglia
so ordered.

Staff Report, dated May 7, 1975, recommending Council review
and approve by motion the recommendations made by the
Planning Commissionapproving the request of the J.C. Penney
Company for an on-site freestanding advertising sign.
At the request of the Director of Public Services the
City Planner briefly explained the matter after which
Councilman Mammini moved, seconded by Councilman Padreddii
and regularly carried that the recommendations of the
Planning Commission be approved and accepted.
Letter from Mayor Battaglia requesting the Governor for
continuance of the Criminal Justice Funding Program.
JUSTICE FUNDING PROGRAM The City Manager briefly explained the reasons for the
continuance of the funds after which there being no
~/~ objections it was so ordered that the letter be forwarded
to the Governor.

The City Manager at this time brought to Council's attention
a letter which had been prepared supporting Senate Bill #839
with regard to State Compensation Insurance. After an
explanation by the City Manager, Councilman Mammini moved,
seconded by Councilman Steinkamp and regularly carried that
the letter be approved.
Mayor Battaglia recessed the meeting at 10:30 PM to an
Executive Personnel Session.
The meeting was recalled to order by Mayor Battaglia at
11:30 PM with all Council present. The'Mayor announced
that the purpose of the meeting was to instruct staff on
labor negotiations.
Councilman Mirri requested staff to investigate the lumber
and assorted materials stacked on the lot across the street
from the Kaiser Hospital on E1 Camino Real.
Councilman Padreddii requested staff to obtain information
on the matter of a full-time Mayor. The City Manager
stated that he would submit a report in this regard.
There being nothing further from Council and nothing under
Good and Welfare, Mayor Battaglia adjourned the meeting to
Thursday, May 8, 1975 at 7:00 PM in the Conference Room.
