OF THE CITY OF SOUTH SAN FRANCISCO
NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State
of California, that the City Council of the City of South San Francisco will hold
a special meeting on Wednesday, June 25, 1975, at 7:00 PM in the Council Conference
Room, City Hall, 400 Grand Avenue, South San Francisco, California for the following
purposes:
1. To consider Operating Budget and ratification of Memorandum
of Understanding with labor organizations.
at the Joint Sewer Plant.

SPECIAL MEETING OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO
HELD WEDNESDAY, JUNE 25, 1975
TIME:
7:00 PM.
PLACE:
Council Conference Room, City Hall.
CALL TO ORDER:
The meeting was called to order by Mayor Battaglia at
7:05 PM.
ROLL CALL:
Present: Councilmen Richard A. Battaglia, F. Frank Mammini,
Terry J. Mirri, Leo Padreddii.
Absent:
Councilman Warren Steinkamp. Present at 7:21 PM
and remained for duration of meeting.
OPERATING BUDGET:
The City Manager stated that labor negotiations were still
going on and there was no action for Council to take at
this time. He further stated the matter of a report on
the operations of Tillo Products at the Sewage Treatment
Plant would be held until the arrival of the City Attorney.
The City Manager then briefly commented on the Operating
Budget which was before the City Council this evening.
Speaking on the matter of the budget was Mr. William C.
Hern, Executive Director of the Peninsula Manufacturers
Association who was given permission to read his letter
of June 25, 1975, copies of which he distributed to the
members of the City Council and to Staff.
OPERATING BUDGET
(CONT' D. ):
Councilman Steinkamp appeared present at 7:21 PM and
remained for the duration of the meeting.
The City Manager at this time reviewed the following
budgets, during which time discussion took place
between members of the City Council, Staff, William Hem
of Peninsula Manufacturers Association and Mr. Teglia,
a resident of the City: City Council, City Attorney,
City Manager, City Clerk, Personnel, Administrative Services.
RECESS:
Mayor Battaglia declared a recess at 9:02 PM.
RECALL TO ORDER:
The meeting was recalled to order at 9:10 PM with all
City Council members present.
OPERATING BUDGET
(CONT'D.):
Continuing on with the budget the Director of Administrative
Services reviewed the budgets of the Parking Place Commission
and the Finance Division.
The City Manager next reviewed the budgets of the City
Treasurer and Purchasing.
The Director of Administrative Services reviewed the budget
of the City Garage.
The City Manager then reviewed the Non-Departmental Budget.
After some discussion on each of the above-mentioned budgets
the City Manager reviewed the Fire Department budget. Dis-
cussion followed between the members of the City Council,
City Manager and Fire Chief.
RECESS'
Mayor Battaglia declared a recess at 10:47 PM.
RECALL TO ORDER:
The meeting was recalled to order by Mayor Battaglia at
10:56 PM with all Council present.
OPERATING BUDGET
(CONT'D.):
Continuing on with budget discussions the next budget was
that of the Police Department. Discussion followed
concerning the need for another Lieutenant in place of a
Police Officer. Speaking on the need of a Lieutenant
in place of a Police Officer were Staff members from the
Police Department. After discussion this position was
allowed.
TILLO PRODUCTS - The City Council at this time took up the matter of the
SEWAGE TREATMENT PLANT: Tillo Products operations at the Sewage Treatment Plant.
The City Manager in detail explained the work which was

TILLO PRODUCTS - heavy equipment had already started and that the cost would

Council continued with budget discussions taking up that
of the Public Services Department which was in detail
explained by the Director.
The budget of the Parks and Recreation Department was then
reviewed. Discussion followed during which time the
Director replied to some of the inquiries of Mrs. Roberta
Teglia concerning Staff development and activities at the
Orange Memorial Swimming Pool.
After a review of the Library Budget the City Manager
reviewed with the City Council the anticipated revenues
for the coming fiscal year. After some discussion and
there being no objections the Special Meeting was adjourned
to Monday, June 30, 1975 at 7:00 PM.

Time of adjournment was 1:05 AM.
