Mayor Battaglia called the meeting to order at
7:31 PM.
Pledge of Allegiance to the Flag recited.
Mayor Battaglia asked for a moment of silent prayer.
Present: Councilmen Richard A. Battaglia, F. Frank Mammini,
Terry J. Mirri, Leo Padreddii and Warren Steinkamp.
Abs en t: None.
Mayor Battaglia asked if there was a motion approving
the Regular Bills of July 16, 1975.
Councilman Mammini moved, seconded by Councilman Steinkamp
and regularly carried that the Regular Bills of July 16,
1975 be approved for payment as submitted.
Mayor Battaglia asked if there was a motion approving the
Minutes of Special Meeting on June 25, 1975, Minutes of
Adjourned Special Meeting on June 30, 1975 and Minutes of
Regular Meeting on July 2, 1975.
Councilman Mammini moved, seconded by Councilman Steinkamp
and regularly carried that the Minutes of the Special
Meeting on June 25, 1975, Minutes of the Adjourned Special
Meeting on June 30, 1975 and the Minutes of the Regular
Meeting on July 2, 1975 be approved as submitted.
Public Hearing -- Sewer Rental Charges.
Staff Report, dated July 8, 1975, recommending Council adopt
a resolution concerning sewer rentals and charges for 1975-76.
Mayor Battaglia declared the public hearing open. The
Director of Administrative Services briefly explained the
matter. There being no written or oral protests registered
Mayor Battaglia declared the public hearing closed.
CoUncilman Steink~mp introduced a resolution entitled: A
RESOLUTION ADOPTING REPORT OF ANNUAL SEWER RENTALS AND
CHARGES FOR 1975-76 PURSUANT TO ORDINANCE NO. 396, AS AMENDED.

CLAIM OF IAN McGREGOR
Staff Report, dated July 16, 1975, recommending Council take
action on the claim as filed by Boccardo, Blum, Lull, Niland,
Teerlink & Bell, San Francisco, in behalf of Ian McGregor,
South San Francisco, alleging personal injuries sustained
as a result of stepping into hole in tennis court at Brentwood
Park.
Councilman Mammini moved, seconded by Councilman Steinkamp
and regularly carried that the claim be rejected and referred
to the city's Insurance Carrier and to the office of the
City Attorney; and Notice be given to claimant in accordance
with Government Code Sections 913, 915.4 and other related
sections of the Government Code.

Councilman Steinkamp int,roduced a resolution entitled:

Roll Call Vote was as follows: Ayes, Councilmen Richard A.

Staff Report, dated July 16, 1975, recommending Council
accept the tiling in the shower rooms at Orange Memorial
Park pool and release the bonds for the project.
Councilman Mammini moved, seconded by Councilman Steinkamp
and regularly carried that the recommendation of the
Director of Parks and Recreation be approved and accepted.
Staff Report, dated July 16, 1975, recommending Council
authorize the staff to solicit proposals on qualified
firms to prepare the plans and specifications for the
development of the proposed Marina.
Councilman Steinkamp moved, seconded by Councilman Padreddii
that the recommendation of the Director of Parks and
Recreation be approved and accepted. Councilman Mammini
suggested that prior to the City taking this action it
first obtain the funds. Discussion followed between
Council and members of the staff during which time the
City Manager and Director of Parks and Recreation explained
the reasons why the City was following this procedure.
Councilman Mammini then moved that the recommendation be
disapproved until the City had the funds. There being no
second to the motion, Mayor Battaglia stated that the motion
died for a lack of a second. Motion as made by Councilman
Steinkamp and seconded by Councilman Padreddii was regularly
carried. Councilman Mammini voted no.
Public Hearing -- Sidewalk Repairs.
Staff Report, dated July 16, 1975, recommending Council review
the report from the Director of Public Services on the cost
of repairs of the sidewalk, reopen and continue a public
hearing to hear all protest and adopt a resolution confirming
this report and confirming assessment against real property.
Mayor Battaglia declared the public hearing opened asking
if there were any protests. No protests having been made
Mayor Battaglia declared the public hearing closed. Councilman
Steinkamp then introduced a resolution entitled: A
RESOLUTION CONFIRMING REPORT OF DIRECTOR OF PUBLIC SERVICES
AND CONFIRMING ASSESSMENT AGAINST REAL PROPERTY.

Steinkamp. Noes, Councilman Leo Padreddii. Absent, none.
Councilman Padreddii and Mirri at this time each qualified
why they voted as they had.
Staff Report, dated July 16, 1975, recommending adoption of
a resolution concerning signal and channelization at the
intersection of E1 Camino Real and Ponderosa Road and
designating areas as "No Parking" zones.
After a brief explanation by the Director of Public Services
Councilman Padreddii introduced a resolution entitled:
A RESOLUTION ESTABLISHING NO-PARKING ZONES ON PORTIONS OF
EL CAMINO REAL AT THE PONDEROSA ROAD INTERSECTION AND ON
PONDEROSA ROAD AT THE INTERSECTION WITH EL CAMINO REAL,
AND AMENDING RESOLUTION 3812, ADOPTED NOVEMBER 4, 1963,
AS AMENDED.
Roi1 Call Vote was as follows: Ayes, Councilmen Richard A.
Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii
and Warren Steinkamp. Noes, none. Absent, none.
Staff Report, dated July 16, 1975, recommending Council
award the contract for installation of additional pathway
lighting in the Wes~ Park Nos. 1 and 2 Common Greens -
Project No. PR-~74-11 - to Coast Electric Company, Redwood
City, who submitted the lowest responsible bid in the amount
of $13,429.00.

Staff Report, dated July 16, 1975, recommending Council
accept the removal or demolition of existing structures
at 910 and 940 Grand Avenue on the Public Safety Site by
Myron Demolition and Excavation as complete in accordance
with the approved plans and specifications, Project No.
PB-74-2.
Councilman Steinkamp moved, seconded by Councilman Mammini
and regularly carried that the recommendation of the
Director of Public Services be approved and accepted.
Councilman Padreddii abstained.
ACCEPTANCE OF MODIFI-
CATIONS OF 2ND & 3RD
FLOORS OF CITY HALL
Staff Report, dated July 16, 1975, recommending Council
accept the modifications of second and third floors of
City Hall as complete in accordance with the approved
plans and specifications, Project No. PB-73-6.
Councilman Steinkamp moved, seconded by Councilman Mammini
and regularly carrimd that the recommendation of the Director
of Public Services be approved and accepted.
In answer to Councilman Mammini's inquiry, Staff explained
the work completed and some additional work proposed.
Motion as made and seconded was regularly carried.
CITY'S NEW BUS SYSTEM -
ROUTES & SCHEDULES
Staff Report, dated July 16, 1975, recommending approval
of the proposed routes and schedules for the City's
new bus system.
City Planner, David Hale, in detail from the display map
explained each of the routes in detail giving the time
in between each pickup and the fares which were to be
charged. Discussion then followed between the members
of the City Council and Staff.
RECESS:
Mayor Battaglia declared a recess at 8:30 PM for the
retaping of the television cameras.
RECALL TO ORDER:
The meeting was recalled to order at 8:48 PM with all
Council members present.
There being no further disucssion on the subject matter
Councilman Steinkamp moved, seconded by Councilman Padreddii
and regularly carried that the recommendation of the
Director of Public Services be approved and accepted.

NOTICE TO RESIDENTS
Staff Report, dated July 16, 1975, concerning proposed
construction of San Francisco Water Line and recommending
Council instruct staff to mail notices to the owners of

those parcels in South San Francisco on which construction
is to occur and request written response regarding the
property owners' concern so that same may be forwarded
to San Francisco Water Department.
The Director of Public Services briefly commented on the
matter, explaining the work to be done and indicating
from a map the course of the water line to be installed.
Further discussion followed between members of the City
Council and Staff during which time the City Engineer
further explained the matter.
Councilman Steinkamp then moved, seconded by Councilman
Ma~mini and regularly carried that Staff be directed to
mail the notices as recommended.
There being no items from Staff, Mayor Battaglia asked if
there were any items from Council.
Councilman Mammini discussed the matter of authorizing
Staff to solicit proposals on qualified firms to prepare
plans and specifications for the development of the
proposed Marina and which had been acted on earlier
in the meeting.
He stated that he wished to propose a motion not to hire
the architects to do the job until the City was assured
through contract with the State of the specific amount of
money that is going to be allowed for the Marina. He
further commented that once that was known then the City
could go ahead and hire the architect. Councilman Mirri
seconded the motion.
Discussion then followed between Council and Staff.
Mayor Battaglia requested a roll call vote which was as
follows: Ayes, Councilmen F. Frank Mammini, Terry J. Mirri,
and Warren Steinkamp. Noes, Councilmen Richard A. Battaglia,
Leo Padreddii. Absent, none.
Councilman Mirri next discussed the matter of the new
position of Public Information Officer stating that he
had the greatest respect for the person who was hired and
had nothing against her. He continued that this was not
a priority item and the money budgeted could have gone for
the salary of a Police Officer to assist in curbing the
growing vandalism within the City.
Lengthy discussion followed between members of the City
Council. Comments were received as well from Mrs. Foggerty,
Fernando Teglia and Deborah Carson.

ADJOURNMENT
Mayor Battaglia recessed the meeting at 9:30 PM to an
Executive Personnel Session.
The meeting was recalled to order by Mayor Battaglia at
10:24 PM with all Council present.
Mayor Battaglia announced that the purpose of the meeting
was to instruct Staff on labor negotiations.
Councilman Mammini moved, seconded by Councilman Padreddii
and regularly carried that the meeting be adjourned.
Councilman Steinkamp requested that the adjournment be
in memory of Mrs. Diane McKenzie, wife of the former
City Manager, and that a resolution be prepared in her
memory.
Time of adjournment was 10:25 PM.
