PLACE: CALL TO ORDER :, PLEDGE OF ALLEGI- ANCE TO FLAG: SILENT PRAYER: ROLL CALL: EXPLANATION OF MEETING: CERTIFICATION OF CANVA SS: RESO. NO. 32- 76 CANVASS. RETS. AND DECLARING RESULTS OF GEN. MUN. ELEC. MARCH 2, 1976 7:30 PM. South San Francisco High School Auditorium. The meeting was called to order by Mayor Battaglia at 7:35 PM. The Pledge of Allegiance to the Flag was recited. The Mayor asked for a moment of silent prayer. Present: Councilmen Richard A. Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, none. Absent: None. Mayor Battaglia stated, "The City Council meets tonight in compliance with the Elections Code of the State of California, Section 22932, and the Government Code of the State of California, Section 36801. The first section requires that the Council meet the first Tuesday after the election to canvass the returns and to install the newly elected officers. The Code section requires that the Council declares elected the persons having the highest number of votes given for each office. The Council will, therefore, consider and pass a resolution reciting the facts of the election and the results of the election. The second section requires that the Council at this meeting choose one of its number as Mayor and one of its number as Mayor pro tempore. The Council will receive the certifi- cation from the City Clerk, after which a resolution declaring the results of the election will be considered by the Council." City Clerk Rodondi at this time stated that, in addition to the semi-official canvass of record of votes cast at the polling precincts made in his office on the evening of the General Municipal Election, a canvass was made by the County Clerk when the voting machines were returned to the warehouse, reading the Certificate of the County Clerk. Councilman Padreddii introduced a resolution entilted: A RESOLUTION CANVASSING RETURNS AND DECLARING RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF SOUTH SAN FRANCISCO ON MARCH 2, 1976. RESO. NO. 32-76 CANVASS. RETS. AND DECLARING RESULTS OF GEN. MUN. ELEC. MARCH 2, 1976 (CONT ' D. ) ,,5'-~ ,~ 0 STATEMENT OF ELECTION RESULTS: OATH OF OFFICE ADMINISTERED: ELECTION OF MAYOR AND MAYOR PRO TEM: COMMENTS: Roll Call Vote was as follows: Ayes, Councilmen Richard A, Battaglia, F. Frank Mammini, Terry J. Mirri, Leo Padreddii and Warren Steinkamp. Noes, none. Absent, none. In accordance with Section 22933 of the Elections Code, after the results of the election are declared, the City Clerk entered a statement of the result. The statement was as follows: (a) the whole number of votes cast in the City; (b) the names of the persons voted for; (c) for what office each person was voted for; (d) the number of votes given at each precinct to each person; and (e) the number of votes given in the City to each person. Mayor Battaglia administered the oath of office to City Clerk Elect Arthur A. Rodondi. City Clerk Rodondi then administered the oath of office to the following persons: City Treasurer Elect John J. Bonalanza; Councilmen Elect William A. Borba, Emanuele N. Damonte and Terry J. Mirri. Councilmen F. Frank Mammini and Warren Steinkamp at this time briefly commented on their years of service with the City after which they extended their congratulations to the newly elected Council members. After the Councilmen Elect had been seated Mayor Battaglia stated that it would be in order at this time to nominate and elect a Mayor and Mayor pro tem for the next year. Councilman Borba moved, seconded by Councilman Damonte that Councilman Padreddii be elected as Mayor for the following year. Councilman Borba moved nominations be closed. Motion as made and seconded was regularly carried. Councilman Mirri then moved, seconded by Councilman Padreddii that Emanuele N. Damonte be elected as Mayor pro tem for the following year. Councilman Borba moved nominations be closed. Motion as made and seconded was regularly carried. Outgoing Mayor Battaglia then extended his thanks and appreciation for the privilege of having served as Mayor during the last year, reciting some of the accomplishments which had been made during his tenure of office. NO. 33-76 COMMENDING F. FRANK MAMMINI RESO. NO. 34-76 COMMENDING WARREN STEINKAMP COMMENTS: Mayor Padreddii at this time on behalf of Mrs. Battaglia presented to Councilman Battaglia several gifts from his wife. He likewise presented to the outgoing Mayor a plaque in honor of his service as Mayor for the past year. Mayor Padreddii then presented to outgoing Councilmen F. Frank Mammini and Warren Steinkamp resolutions from the North County Council of Cities, reading these in full, as well as plaques for their years of service as Mayor and Council members. Councilman Battaglia introduced a resolution entitled: A RESOLUTION COMMENDING F. FRANK MAMMINI. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, William A. Borba, Emanuele N. Damonte, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, none. Councilman Battaglia introduced a resolution entitled: A RESOLUTION COMMENDING WARREN STEINKAMP. Roll Call Vote was as follows: Ayes, Councilmen Richard A. Battaglia, William A. Borba, Emanuele N. Damonte, Terry J. Mirri, and Leo Padreddii. Noes, none. Absent, none. Prior to presenting Councilmen F. Frank Mammini and Warren Steinkamp with their resolutions, Mayor Padreddii read the resolutions in full. Mayor Padreddii then called on the newly elected officials for a few words. Councilman Borba at this time moved that Council rescind the provision of severance pay to those in management positions and that a separate audit of the City be conducted. Mayor Padreddii requested that no action be taken on either of these matters at this time and that they be placed on the next agenda. This was agreeable to Councilman Borba. Mayor Padreddii at this time acknowledged the following persons who were present: Thomas Mellon, Chief Administrative Officer, representing Mayor Moscone of San Francisco. San Mateo County Supervisors: Edward Bacciocco, Jr., William H. Royer, James V. Fitzgerald. John Dillon of the South San Francisco School Board. Assemblyman John Foran. 3/9/76 Page 7 COMMENTS (CONT' D. ): ADJOURNMENT: Mayor Padreddii announced that upon adjournment of tonight's meeting a champagne reception would be held at the New Southern Restaurant inviting those present to attend. Leah Blackburn of the Information and Referral Center expressed her thanks for the help received from former Mayor Battaglia, members of the City Council, City Manager Alario and Director of Parks & Recreation Dick Milkovich. Motion for adjournment was made by Councilman Mirri, seconded by Councilman Battaglia and regularly carried. The meeting was adjourned at 8:25 PM. RES~ECTFULLt~SUB~TED : Arthur A.
