The meeting was called to order by Mayor Padreddii
at 7:38 PM.
The Pledge of Allegiance to the Flag was recited.
Present:
Councilmen Leo Padreddii, Emanuele N. Damonte,
William A. Borba, Terry J. Mirri and
Richard A. Battaglia.
Absent: None.
Sherri Howard, Director of the Bicentennial Footlight
Follie% explained the show they would be presenting the
coming weekend after which some members of the group
performed for Council. The Mayor thanked Ms. Howard
and the members of the group for their performance
urging everyone to attend.
The City Clerk canvassed the votes of Council on each
of the Boards and Commissions declaring the following
as having been selected:
Recreation Commission - Lura Sellick, Henry Vom Steeg
and Frank Prendergast were re-appointed. John Tamburini
and Alfred Banfield received new appointments. The
terms for all five Commissioners will expire December 31,
1976.
Personnel Board - Larry Coleman and Antoinette Fraschieri
were re-appointed to terms which will expire December 31,
1976. Jack Jones will be allowed to interview at a
later date before an appointment is made to fill the
third vacancy on the Personnel Board.
Parking Place Commission - Dennis Rosaia was appointed
tO a term ending December 31, 1976.
Housing Authority - Victor Feudale was re-appointed to
a term ending December 31, 1976.

Mayor Padreddii called for a motion to approve the
claims deleted from the original list. Councilman
Damonte moved, seconded by Councilman Mirri and regularly
carried.
Councilman Borba stated, "Mr. Mayor I want the record
to show that I did not participate in the vote."
Mayor Padreddii ordered the claims amended to delete the
claims listed by Councilman Borba and called for a
motion to approve the claims as amended. Councilman
Borba so moved, seconded by Councilman Damonte and
regularly carried.
.. Mayor Padreddii asked if there was a motion approving the
Minutes of the Special Meeting of June 5, 1976, Special
Meeting of June 6, 1976, Special Meeting of June 7,
1976, Special Meeting of June 8, 1976, Special Meeting
of June 9, 1976, Regular Meeting of July 7, 1976 and
Regular Meeting of July 21, 1976.
Councilman Borba moved, seconded by Councilman Battaglia
and regularly carried that the Minutes be approved as
submitted.
Staff Report, dated August 18, 1976, recommending that
Council adopt the resolutions prepared by the City Attorney
fixing revenue to be raised and setting the tax rate for
the General Fund and Common Greens areas in Stonegate
Ridge, West Park, West Park 3 and Willow Gardens.

In answer to Councilman Borba's question the Acting Finance
Director explained the amount of revenues required and
tax rates for each of the districts. Further explanation
was made by the Director of Parks and Recreation after
which discussion followed between members of the Council
and Staff. Offering comments in this regard was James
Brusco of 638 Palm Avenue.
Councilman Battaglia introduced a resolution entitled: A

Staff Report, dated August 18, 1976, recommending Council
take separate action on each of the following claims:
Claim filed by Law Offices of Dorsey Redland on behalf of
Connie Morales alleging injuries and damages resulting
from automobile accident on City Street.
Councilman Battaglia moved, seconded by Councilman Borba
and regularly carried that the claim be rejected and
referred to the office of the City Attorney and the
City's Insurance Carrier; and Notice be given to claimant
in accordance with Government Code Section 913, 915.4
and other related sections of the Government Code.
Claim filed by Ronald E. Winthal on behalf of his daughter,
Sabrina, alleging personal injuries sustained at Scouts
Cabin at Orange Park when blackboard fell on claimant.
Councilman Borba moved, seconded by Councilman Battaglia
and regularly carried that the claim be rejected and
referred to the office of the City Attorney and the
City's Insurance Carrier; and Notice be given to claimant
in accordance with Government Code Section 913, 915.4
and other related sections of the Government Code.
Staff Report, dated August 18, 1976, recommending that
Council authorize the Purchasing Officer to proceed with
the advertisement and sale of the Surplus City vehicles
and equipment by sealed bid.
Councilman Borba moved, seconded by Councilman Battaglia
and regularly carried that the recommendation of the
Acting City Manager be approved and accepted.
Staff Report, dated August 18, 1976, advising Council that
the receipt and opening of bids for the Repair of Tower
Ladder, Replacement of Shingle Roof and the Installation
of Safety Hooks at City Hall would take place on Wednesday,
August 18, 1976 and that the recommendation for award
would be provided at the Council meeting that evening.
Councilman Borba introduced a resolution entitled: A
RESOLUTION OF AWARD OF CONTRACT TO REPAIR TOWER LADDER,
REPLACE SHINGLE ROOF, INSTALL SAFETY HOOKS (WINDOWS) AT
CITY HALL.
The Acting City Manager explained the bids commenting
that the total bid exceeded the budgeted amount by $1,783.00.
and explained the reason for the excess.

Discussion followed at which time Councilman Battaglia
asked how many firms submitted a bid. The Acting City
Manager replied that 25 firms had been contacted but
that only one firm had submitted a bid.
Councilman Battaglia then moved, seconded by Councilman
Damonte that the bid be rejected and the City go out
to bid again. Further discussion followed at which time
John Yarberry in charge of Building Maintenance commented
on this matter.
Motion as made and seconded was regularly carried. Mayor
Padreddii voted "no". Councilman Borba then withdrew his
resolution.
Mayor Padreddii declared a recess at 9:22 PM.
The meeting was recalled to order at 9:43 PM with all
Council present.

prepared by the City Attorney:

has been duly waived, be introduced, seconded by Councilman
Borba and passed by the following roll call vote.

Staff Report, dated August 18, 1976, recommending Council
conduct the public hearing, close the public hearing and
adopt a resolution authorizing the execution of the
Second Amendatory Cooperation Agreement between the City
of South San Francisco and the Housing Authority of the
City of South San Francisco.
Mayor Padreddii declared the public hearing opened. The
City Engineer gave a staff report after which he explained
the loan and water line agreement. Discussion followed
between members of the City Council, Staff and Marco Senaldi,
Housing Authority Commissioner, after which Councilman
Battaglia introduced a resolution entitled: A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO
APPROVING THE DEVELOPMENT, CONSTRUCTION AND OWNERSHIP OF
LOW-RENT HOUSING PROJECTS, OF NOT TO EXCEED 40 DWELLING
UNITS AND APPROVING THE FORM OF COOPERATION AGREEMENT
BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND THE HOUSING
AUTHORITY OF THE CITY OF SOUTH SAN FRANCISCO AND AUTHORIZING
ITS EXECUTION.

Councilman Battaglia moved, seconded by Councilman Borba
and regularly carried that the recommendation of the
Director of Public Services be approved and accepted.
Staff Report, dated August 18, 1976, recommending that
Council set a date for a public hearing to consider an
amendment to Sections 4.132(c) and 4.142(b) of Ordinance
No. 353, as amended, relating to the City's General
Parking Requirements.
After an explanation by the Acting City Planner and there
being no objections Mayor Padreddii scheduled the public
hearing for September 15, 1976.
Staff Report, dated August 18, 1976, recommending Council
set a date for a public hearing to consider an amendment
to Section 4.42 of Ordinance No. 353, as amended, related
to the use permit hearing requirements in the PCM Zone
District.
There being no objections Mayor Padreddii scheduled the
public hearing for September 15, 1976.
Staff Report, dated August 18, 1976, recommending that
Council set the date for a public hearing to review,
consider and make the final determination on the Environ-
mental Impact Report for the North Bayside System Unit
Solids Management Program.
After a brief explanation by the Acting City Manager and
there being no objections Mayor Padreddii set the public
hearing for September 15, 1976.

Clarification of Property Ownership.
After a brief explanation by the Acting City Manager and
some comments by Councilman Mirri the Acting City Manager
stated that a written report would be submitted for the
next Council meeting.
Councilman Battaglia introduced a resolution entitled:
A RESOLUTION AUTHORIZING THE EXECUTION OF CITY OF SOUTH
SAN FRANCISCO'S AGREEMENT WITH THE INFORMATION'AND
REFERRAL COMMUNITY SERVICES CENTER FOR SERVICES IN
HOUSING AND COMMUNITY DEVELOPMENT, AS DESCRIBED IN SAID
AGREEMENT.
Roll Call Vote was as follows: Ayes, Councilmen Leo
Padreddii, Emanuele N. Damonte, William A. Borba, Terry J.
Mirri and Richard A. Battaglia. Noes, none. Absent, none.
Councilman Borba stated that last night at the budget
meeting he voted to eliminate the monthly debris pickup
and would like to change his vote to continue with the
pickups. A brief explanation was made by the Acting
City Manager regarding the procedure which could be
followed and that appropriations could be made later.
Councilman Borba suggested that the City research the
matter of charging a transfer fee on the sale of property
within the City. The City Attorney stated he would check
this out and report to Council.
Councilman Battaglia at this time stated that on June 26,
1976 the Moraga Expedition representatives came through
the City as part of the Bicentennial Celebration. He
at this time presented to the City through the Bicentennial
Committee a plaque commemorating this event.
There being nothing further to come before Council Mayor
Padreddii asked if anyone present had anything they wished
to offer under Good and Welfare.
Mrs. Helen Hoopes of 825 Orange Avenue read a letter
submitted by Allen Weinstein concerning the matter of the
Sutter Hill Development.
Mayor Padreddii at this time commented that a meeting was
to be scheduled with the City of Brisbane on the matter
of boundary changes. He suggested that Council select
two possible dates from August 30 or 31, September 7,
20, 21 or 22.
The Acting City Manager suggested the dates of September 7
or 21.

ADJOURNMENT
There being nothing further Mayor Padreddii recessed
the meeting to an Executive Personnel Session at 10:35 PM.
The City Clerk was excused from attending.
The meeting was recalled to order at 11:38 PM with all
Council present.
Mayor Padreddii requested that the record show that:
1. The Council considered a complaint against an employee.
No action was taken. No roll call was taken.
The City Council instructed the Acting City Manager
and City Attorney regarding labor negotiations with
Firefighters Unit #6. There were 3 Ayes and 2 Noes.
3. The Council instructed the City Attorney regarding
a property acquisition. There were 4 Ayes and 1 No.
There being nothing further to come before Council Mayor
Padreddii adjourned the meeting.
Time of adjournment was 11:40 PM.
