The meeting was called to order by Mayor Padreddii at
7:35 PM.
Pledge of Allegiance to the Flag was recited.
Present:
Councilmen Richard A. Battaglia, William A. Borba,
Emanuele N. Damonte, Terry J. Mirri and
Leo Padreddii.
Absent: None.
Staff Report, dated December 8, 1976, recommending Council
authorize the staff to solicit proposals for engineering
services from consulting engineers and/or other firms or
to retain the firm of Jenks & Harrison for the Phase 2
(Design) of the Wastewater Solids Management Program and
Wastewater Treatment Facilities Improvements.
The staff report was given by the Acting City Manager who
explained the benefits of both plans.
Councilman Borba then moved, seconded by Councilman Damonte
that the City seek proposals from various firms.
After a brief discussion concerning the reasons for keeping
the present firm, motion as made and seconded was regularly
carried.
Public Hearing -- Oyster Point Marina Project.
Staff Report, dated December 8, 1976, recommending Council
authorize the staff to pursue the permits for the construc-
tion of the Oyster Point Marina project and approve in
concept the preliminary master plan as presented.
The Acting City Manager gave a brief summary requesting
that the consultants present this evening be allowed to
first give their presentation and that questions be held
until later in the evening. He also requested that
Council follow the agenda prepared for this presentation.

Lengthy discussion followed at which time the following
persons spoke and, through the use of slides, explained
this project in detail.
The Director of Parks and Recreation gave the background
on the earlier development of the Marina and the feasibility
report which had been prepared to ascertain if the Marina
could be expanded. He then commented on the selection of
the firm of Daniel, Mann, Johnson and Mendenhall as well
as the fiscal condition of the Marina. He requested
Council's authorization to proceed and obtain the permit.
Next to speak was the representative of the firm of
Daniel, Mann, Johnson and Mendenhall, Engineers, who
commented on the soils tests made of the area and, through
the use of slides, explained the past development and that
which was proposed.
Following was the representative from the firm of
Williams-Kuebelbeck & Associates, Planners and Economists,
who explained the 1974 Feasiblity Study, what could be done
with the development of the Marina, costs and market studies
made, as well as the improvements to the Marina and the
various restaurants, coffee shops, repair shops, fishing
pier and launching ramps proposed.
The City Attorney next gave a legal background of the
Marina, commenting on the injunction in connection with
the maintenance of the dump site, the leaching into the
Bay and the continual inspection of the site in compliance
with the Water Quality Control Board requirements.
The next speaker was from the firm of Woodward-Clyde
Consultants, Soils Engineers, who through the use of slides
explained the condition of the Oyster Point fill in 1961,
the leaching that took place, the development of the Marina
commencing in 1963 and some improvements made in 1964.
He then in detail explained the test borings, predicted
settlement in the area, solution to leaching and the needed
footings and pillings for building development in the area.
Mayor Padreddii declared a recess at 8:58 PM.
The meeting was recalled to order at 9:20 PM with all
Council present.
The next speaker was the representative from the firm of
Royston, Hanameto, Beck & Abey, Landscapers and Planners,
who, through the use of slides, explained the master plan
of the Marina, the leaching problem which had to be resolved,
whether or not the Marina was developed, the present Marina
facilities and those proposed. Also, the total land area

to be developed was explained, concluding by remarking that
the master plan had been reviewed with B.C.D.C. some two
weeks previously and that it had received favorable comment.
Speaking next was the representative from the firm of
Williams-Kuebelbeck & Associates, Economists, who in detail
explained the economics of leasing the buildings, the best
method by which to accomplish this, the survey made of
other Bay Area installations and what the City could
realize from this leasing. He then explained the source
of money for the development and the method of repayment.
Discussion then followed between the members of the City
Council, Parks and Recreation Commission, Planning Commission,
staff and the various representatives of the consulting firms
regarding the development of the Marina.
Mayor Padreddii then asked if there were any public comments
on the proposed development.
John Falsarella, 282 Westview Drive, South San Francisco,
commented on the effect to the City's credit rating should
the project fail, suggesting private owners take over the
development and pay the City. He further suggested that
this matter be placed on the ballot and allow the voters
to decide the issue.
Mr. Butler of Adrian Avenue, South San Francisco, commented
that he wished to see the area cleaned up but had some
doubts regarding the development.
Mr. Joe Clemish commented on the excessive noise from the
Police Pistol Range in the vicinity of the Rod and Gun Club.
Ron Acosta, 433 Newman Drive, South San Francisco, inquired
as to interest payments in the event there was a delay in
loan payments. The Director of Parks and Recreation
replied to this inquiry.
The Director of Parks and Recreation replied to Mr. George
Pappas's inquiry concerning what the boat owners would be
paying for berthing in 1981 if the Marina was not developed.
Mr. Sola, 429 Commercial Avenue, commented on the
unsanitary conditions that existed at the beach and also
that it was his impression that the Marina was a private
venture only for boat owners.
The Director of Parks and Recreation replied to the inquiry
of Mr. Harry Pariani, 5 Lilac Lane, South San Francisco,
regarding the monies to be spent from the loan.

ADJOURNMENT:
In answer to Mr. John Falsarella, 282 Westview Drive,
South San Francisco, the Director of Parks and Recreation
replied that application for grant money for leaching had
already been made.
Councilman Borba suggested the matter be continued, that
action tonight would be premature and that the matter
should go to the vote of the people.
Councilman Battaglia then moved, seconded by Councilman
Mirri that Council give permission to staff to go ahead
and get the permits required for this project. After
brief discussion, roll call vote was as follows: Ayes,
Councilmen Richard A. Battaglia, Terry J. Mirri and
Leo Padreddii. Noes, Councilmen William A. Borba and
Emanuele N. Damonte. Absent, none.
There being nothing further to come before Council, Mayor
Padreddii adjourned the meeting.
