The meeting was called to order by Mayor Padreddii
at 7:35 PM.
The Pledge of Allegiance to the Flag was recited.
Present: Councilmen Richard A. Battaglia, William A. Borba,
Terry J. Mirri and Leo Padreddii.
Absent: Councilman Emanuele N. Damonte.
Staff Report, dated February 23, 1977, recommending that
Council, by resolution, establish the revised environmental
review process requirements in accordance with the
revisions of the State of California Environmental Quality
Act of 1970.
After a brief explanation by the Acting City Planner,
Councilman Borba introduced a-resolution entitled, A
RESOLUTION ADOPTING REVISED GUIDELINES FOR ENVIRONMENTAL
IMPACT REPORTS IN ACCORDANCE WITH THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT OF 1970 AND THE CALIFORNIA
STATE GUIDELINES AS AMENDED AND ISSUED BY THE RESOURCES
AGENCY OF THE STATE OF CALIFORNIA.
Roll call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, William A. Borba, Terry J. Mirri and Leo
Padreddii. Noes, none. Absent, Councilman Emanuele N.
Damente.
Staff Report recommending that Council deny and refer the
following claim to the City's insurance carrier and to the
office of the City Attorney:
Claim filed by Lewis, Rouda & Lewis, Attorneys at Law, on
behalf of Anthony Citrino allegingarrest without
probable cause and imprisonment and prosecution without
'justification.
The City Attorney suggested a motion that the claim be
rejected because it was not filed within 100 days in
accordance with Government Code Section 911.2 and that
the claimant be so advised.

Councilman Battaglia so moved, seconded by Councilman
Mirri and regularly carried.
There being nothing further to come before Council,
Councilman Borba moved, seconded by Councilman Battaglia
and regularly carried that the meeting be adjourned.
Time of adjournment was 7:38 PM.
