The meeting was called to order by Mayor Damonte at
7:40 PM.
The Pledge of Allegiance to the Flag was recited.
Present:
Councilmen Richard A. Battaglia, William A. Borba,
Emanuele N. Damonte, Terry J. Mirri and
Leo Padreddii.
Absent: None.
After a brief explanation by the Director of Finance,
Councilman Padreddii introduced a resolution entitled:
RESOLUTION AUTHORIZING EXPENDITURES AND APPROPRIATIONS
PENDING ADOPTION OF THE OPERATING BUDGET FOR 1977-78.

Roll call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, William A. Borba, Emanuele N. Damonte,
Terry J. Mirri and Leo Padreddii. Noes, none. Absent,
none.
After a brief explanation by the Assistant to the City
Manager, Councilman Padreddii introduced a resolution
entitled: A RESOLUTION APPROVING AND ACCEPTING AMENDMENT
2-77 TO THE MEMORANDUM OF UNDERSTANDING, UNIT 1 -
MANAGEMENT, JULY 1, 1975 - JUNE 30, 1978, AS AMENDED.
Roll call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, William A. Borba, Emanuele N. Damonte,
Terry J. Mirri and Leo Padreddii. Noes, none. Absent,
none.
The Assistant to the City Manager briefly explained the
resolution, after which Councilman Padreddii introduced
a resolution entitled: A RESOLUTION ACCEPTING AND
APPROVING AMENDMENT 1-77 TO THE MEMORANDUM OF UNDER-
STANDING, UNIT 5 - SOUTH SAN FRANCISCO POLICE ASSOCIATION,
JULY 1, 1975 - JUNE 30, 1978.

After an explanation by the Assistant to the City Manager,
Councilman Padreddii introduced a resolution entitled: A
RESOLUTION ACCEPTING AND APPROVING AMENDMENT 1-77 TO THE
MEMORANDUM OF UNDERSTANDING, UNIT 6 - INTERNATIONAL
ASSOCIATION OF FIREFIGHTERS OF AMERICA, LOCAL 1507,
AFL-CIO, JULY 1, 1976 - JUNE 30, 1978.
Roll call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, William A. Borba, Emanuele N. Damonte,
Terry J. Mirri and Leo Padreddii. Noes, none. Absent,
none.
The Assistant to the City Manager explained the need to
adopt the previous three resolutions prior to this
resolution.. After a brief explanation as to what this
resolution covered, Councilman Battaglia introduced a
resolution entitled: A RESOLUTION PROVIDING TIME AND
METHOD OF PAYING SALARIES PENDING ADOPTION OF A FINAL
SALARY SCHEDULE FOR FISCAL YEAR 1977-78 AND ACCEPTANCE
AND APPROVAL OF PENDING MEMORANDUMS OF UNDERSTANDING.
Roll call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, William A. Borba, Emanuele N. Damonte,
Terry J. Mirri and Leo Padreddii. Noes, none. Absent,
none.
The city Planner briefly explained the ordinance, after
which Mayor Damonte ordered the title of the ordinance
read. The title of the ordinance was read.
City Attorney Noonan then explained the ordinance and
advised the Council regarding procedure for adoption and
passage. Councilman Battaglia moved reading of the
ordinance in its entirety be waived and that the ordinance
be passed and adopted by reading title only, seconded by
Councilman Padreddii and passed by unanimous vote.
Councilman Battaglia moved that the ordinance entitled,
AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING
ORDINANCE NO. 353, ASAMENDED, ENTITLED "ZONING ORDINANCE
OF THE CITY OF SOUTH SAN FRANCISCO," AND ESTABLISHING AN
R-3 MULTIPLE FAMILY ZONE DISTRICT, the entire reading of
which has been duly waived, be passed and adopted,
seconded by Councilman Borba and passed by the following
roll call vote.

Roll call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, William A. Borba, Emanuele N. Damonte,
Terry J. Mirri and Leo Padreddii. Noes, none. Absent,
none.
At the request of the City Manager's Office the following
meetings were scheduled:
Special Study Meeting on Monday, June 27, 1977, at
5:30 PM in the Council Conference Room for the purpose
of continuing with the budget discussions.
Adjourned Regular Meeting on Wednesday, June 29, 1977, at
5:30 PM in the Council Conference Room for the purpose
of approving payment of bills and to be followed by a
Special Study Meeting for the purpose of continuing with
the budget discussions.
Councilman Battaglia requested and received approval to
be absent due to vacation plans.
Councilman Borba at this time brought to Council's
attention the requests for firework stands by the Sea
Scouts and Young Lady's Institute which had been made
at the regular meeting of June 15, 1977. He commented
that the organizations had received their State permits
and had purchased their supplies, but, through a
misunderstanding, had failed to make application with
the City on time.
Brief discussion followed during which time, in answer to
Mayor Damonte's inquiry, the City Attorney stated that
Council could adopt an emergency ordinance to accommodate
the requests.
Further discussion followed during which time the Finance
Director stated that St. Veronica's Men's Club also
made a similar request and that a cutoff date to
receive late applications should be established.
After further discussion Councilman Borba moved, seconded
by Councilman Padreddii and regularly carried that
June 28, 1977 be the closing date to receive applications.
Mayor Damonte voted no.
City Attorney Noonan described the ordinance and advised
the Council that as an urgency ordinance, it was subject
to passage immediately upon introduction.

the Statement of Facts constituting the urgency read.

and passed by unanimous vote.
Councilman Borba moved that the ordinance entitled, AN
ORDINANCE AMENDING DIVISION II, ARTICLE 12 OF THE UNIFORM
FIRE CODE, 1973 EDITION (SAFE AND SAFE FIREWORKS), be
introduced and passed an an urgency ordinance, the
reading in its entirety having been duly waived, said
ordinance to be effective immediately as an urgency
ordinance as authorized by the Government Code, seconded
by Councilman Padreddii and passed by the following roll
call vote.
Roll call vote was as follows: Ayes, Councilmen Richard A.
Battaglia, William A. Borba, Emanuele N. Damonte,
Terry J. Mirri and Leo Padreddii. Noes, none. Absent,
none.
There being nothing further to come before Council,
Mayor Damonte adjourned the meeting to Wednesday,
June 29, 1977, at 5:30 PM in the Council Conference
Room.
