HomeMy WebLinkAboutMinutes 1977-07-27ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD JULY 27, 1977 TIME: PLACE:. CALL TO ORDER: PLEDGE OF ALLEGIANCE TO FLAG: ROLL CALL:~ FINAL PARCEL MAP - CABOT, CABOT & FORBES CITY STRIKE 5:30 PM. Council Conference Room, City Hall. The meeting was called to order by Mayor Damonte at 5:31 PM. The Pledge of Allegiance to the Flag was recited. Present: Councilmen Richard A. Battaglia, William A. Borba, Emanuele N. Damonte, Terry J. Mirri and Leo Padreddii. Absent: None. The City Manager stated that there was one special item for Council to take up which was the Final Parcel Map in the Cabot, Cabot & Forbes Industrial Tract. He further commented that the action of Council was to review the matter and that the Final Map conformed to the Tentative Map. Mr. Pete Mannion asked if the map should not first be reviewed by the Planning Commission and then the City Council. The City Attorney replied that this was not necessary and explained the reasons why. Councilman Battaglia moved, seconded by Councilman Padreddii and regularly carried that the Cabot, Cabot & Forbes Parcel Map be approved as submitted. Mr. Pete Mannion, representing the striking employees, stated that they had tried to negotiate in good faith, they wished to protect the employees purchasing power and had met many times in this regard. He also stated that they.were not interested in a long strike and were prepared to negotiate tonight. The Mayor complimented Mr. Mannion and the employees in the manner in which they were conducting themselves and hoped that this matter could come to a speedy conclusion. RECESS: RECALL TO ORDER: EXECUTIVE PERSONNEL SESSION FISCAL YEAR 1977-78 OPERATING BUDGET RECESS: RECALL TO ORDER: ITEMS FROM COUNCIL Mayor Damonte then recessed the meeting at 5:44 PM to an Executive Personnel Session. The City Clerk was excused from attending. Mayor Damonte recalled the meeting back to order at 6:50 PM with all Council present. The Mayor in calling the meeting back to order made the following statement: "The Council has instructed our negotiating team tomorrow to arrange for mediation services from the State Conciliation Service. The Council feel~ however, that the public interest would best be served if the strikers returned to work during the mediation process since the Council, management and union employees have one common goal and that is the service it provides to the people of South San Francisco." The City Council then continued with budget review and discussed the following budgets. Council discussed the Department of Public Services, its Divisions and the suggested reorganization in the Street Department. After discussion the majority of Council indicated approval to such reorganization. Mayor Damonte recessed the meeting at 7:47 PM and stated the meeting would be recalled at 9:00 PM. Mayor Damonte recalled the meeting to order at 9:00 PM with all Council present. Council continued with budget discussions taking up the Building Department budget next. Chief Building Inspector Roy Ghilardi brought to Council's attention the request for advancement of Building Inspector Austin Lynch. After some discussion the City Manager was requested to review this request and report back to Council. Council then discussed the budgets of the Cultural and Leisure services. There being no further budget discussions, Mayor Damonte asked if there were any items from Council. 7/27/77 Page 2 ITEMS FROM COUNCIL (CONT'D.) RENTING OF CITY OWNED BUILDINGS Councilman Borba commented that he understood that renters of City owned dwellings were being provided television and garbage services. Staff was directed to check and report to Council. The City Planner briefly explained to Council dry rot repair work being done on one of the City owned residential buildings. POLICE DEPARTFIENT VEHICLE ACCIDENT REPORT ~i~ Councilman Borba requested a report and breakdown on Police Department vehicle accidents for the past year and a half. PLANNING COMMISSION MEETING Mayor Damonte stated that Council was concerned relative to the Planning Commission not having met last night and requested a report in this regard. He further requested that all Commissioners be advised that they were expected to meet as scheduled. ADJOURNMENT There being nothing further to come before Council, Councilman Borba moved, seconded by Councilman Padreddii and regularly carried that the meeting be adjourned.
