The meeting was called to order by Mayor Borba at
7:00 PM.
The Pledge of Allegiance to the Flag was recited.
Present:
Councilmen Ronald G. Acosta, William A. Borba,
Emanuele N. Damonte and Terry J. Mirri,
Councilwoman Roberta Cerri Teglia.
Absent: None.
The City Manager stated that Mayor Borba had requested
that the matter of dirt bike enforcement be added as
Item No. 3 and that the City Attorney had requested
a brief Executive Personnel Session concerning a matter
of litigation.
There being no objections, these items were unanimously
approved by Council.
Staff Report, dated March 29, 1978, recommending that
Council review this project in its entirety and adopt
a resolution awarding the South San Francisco-San
Bruno Wastewater Treatment Plant Improvements and
Solids Management Project, State Project No. C-06-1235-120
and C-06-1267-130 to DeNarde Construction Company of
San Francisco, who submitted the lowest responsible bid
in the amount of $3,942,720.00.
Mayor Borba asked the City Attorney if there would be a
conflict of interest if he took part in this discussion
since he did work for Tillo Products. The City Attorney
advised the Mayor to allow the Vice-Mayor to conduct the
meeting.
Vice-Mayor Mirri requested a report from the Director of
Public Services. The Director of Public Services explained
his Staff Report, commented on the bids which had been
received and explained the approval which had been
received from the State and the manner in which the cost
was to be shared by the various agencies. At the request
of Council he also reviewed the background and history
of this project.

Discussion followed between members of Council and
staff, after which Councilman Damonte introduced a
resolution entitled: A RESOLUTION OF AWARD OF CONTRACT
FOR SOUTH SAN FRANCISCO-SAN BRUNO WASTEWATER TREATMENT
PLANT IMPROVEMENTS AND SOLIDS MANAGEMENT, FEDERAL PROJECT
NO. C-06-1235-120 AND C-06-t267-310.
Vice-Mayor Mirri asked if anyone present in the audience
wished to speak in this regard. The representative
of the Peninsula Manufacturers Association commented
that they had worked closely with staff on the matter,
had reviewed the project and were basically in agreement
with the matter.
Roll call vote was as follows: Ayes: Councilmen Ronald G.
Acosta, Emanuele N. Damonte and Terry J. Mirri, Council-
woman Roberta Cerri Teglia. Noes, none. Absent, none.
Abstain: Councilman William A. Borba. Mayor Borba
stated that he had abstained from voting in order that
he would not be in conflict of interest.
Mayor Borba stated that he had asked to have this item
placed on the agenda since he had received numerous
complaints from residents of the Westborough area and
the vicinity of Sign Hill in this regard.
Mr. Ed Mulgrew, 2401 Almond Court, South san Francisco,
complained that on Saturdays and Sundays adults were
racing near his home all day long until dark.
In answer to Vice-Mayor Mirri's inquiry, Mr. Mulgrew
stated that this had been going on for 2 to 3 years
and that on Saturday there are anywhere from 10 to
30 bikers in the area.
Mayor Borba stated that the Police Department had
requested the purchase of a motorcycle for the purpose
of enforcing violations.
The Police Chief stated that the problem had been with
the City since the 1960's and commented on the areas
which were previously used by the bikers but which
were no longer available. He stated that he was
requesting a piece of equipment in order to enforce
violations. He also reported on threats which were
made to the residents of the area ~;hen they complained
to the bikers.
Discussion followed regarding the enforcement program
after which Mr. Jim Keegan, 1244 Crestwood Drive, South
San Francisco, spoke on the problem in his neighborhood
of bikers riding in the playground and on the streets
and sidewalks.

Councilman Damonte then moved, seconded by Councilman
Acosta, that the Police Department be authorized to
purchase the requested motorcycle.
Roll call vote was as follows: Ayes, Councilmen Ronald G.
Acosta, William A. Borba, Emanuele N. Damonte, and
Terry J. Mirri, Councilwoman Roberta Cerri Teglia. Noes,
none. Absent, none.
Councilman Damonte commented on the Jarvis-Gann bill
and requested that Council consider a moratorium on
all travel by City staff and Councilmembers on the next
agenda. Councilwoman Teglia requested that the
moratorium also include lunches and dinners for
Council and staff.
Mayor Borba offered for Council confirmation the
appointment of Councilman Acosta to work on the Personnel
Rules and Regulations. The appointment was unanimously
agreed to by Council.
There being no further items from Council, Mayor Borba
asked if ~yone present had anything they wished to
offer under Good and Welfare.
Mr. Jake Jones commended Councilman Damonte for his
suggestion on a moratorium on travel and conferences.
Mr. Mulgrew thanked Council for the action taken
tonight regarding the matter of dirt bikes.
The Mayor recessed the meeting at 8:25 PM to an
Executive Personnel Session.
The City Clerk was excused from attending.
The meeting was recalled to order at 8:55 PM with all
Council present.
Mayor Borba stated that during the Executive Personnel
Session Council discussed a pending litigation matter
with the City Attorney. No vote or roll call was
taken.
There being nothing further to come before Council,
Mayor Borba adjourned the meeting.
