CALL TO ORDER:
Mayor Borba called the meeting to order at 6:00 p.m.

PUBLIC HEARING
SET FOR UP-78-441
AUGUST 16, 1978
City Attorney Noonan explained to Council that a delay had
occurred in the publication of the appeal of UP-78-441 and
suggested that this hearing be held at the regular meeting
of City Council on August 16, 1978.
Councilman Acosta moved, seconded by Councilwoman Teglia
and regularly carried, that the appeal from the decision
of the South San Francisco Planning Commission limiting
sign use in the approval of UP-78-441 for auto repair facil-
ity at 45 Chestnut Avenue Public Hearing be held on
August 16, 1978, 7:30 p.m.

City Manager Birkelo stated that Council had been advised
that the public hearing for the purpose of the distribution
of State surplus monies to special districts was to be held
this evening. Due to a newspaper's failure to publish the
hearing, this matter could not be considered; and he requested
Council's permission to continue it to August 2, 1978.
Since there were no objections, it was so ordered.
MATTERS TO BE
CONSIDERED
The City Manager next outlined the matters to be considered
this evening: the continuing discussion on the City's
vehicular program in regard to the Fire Department and
Parks and Recreation Department; review on the contingency
plan; Libraries; Park Division plan; and Police Reorganization;
proceeding on to the Blue Book. An Executive Session would
conclude the evening's agenda.

VEHICLES PARKS
DIVISION
Director of Parks and Recreation Norton recapitulated from
his Inter-Office Memorandum, dated July 31, 1978, to the
City Manager, subject: VEHICLES ASSIGNED TO PARKS DIVISION.
He detailed the present and proposed vehicular structures
and financial expenditures.
Discussion followed among members of Council, Director of
Parks and Recreation, and Landscape Specialist Ron Belcher
concerning the sale of certain vehicles and the purchase
of crew cab trucks with the savings due to controlled work
schedules and close supervision by field supervisors.
After further discussion, Councilman Acosta moved, seconded
by Councilwoman Teglia and regularly carried that the recom-
mendation of the Director of Parks and Recreation be approved
and accepted.
FIRE DEPARTMENT
STAFF VEHICLES
In response to Council's direction to eliminate two vehicles,
Fire Chief Zylker spoke about the need of his department's
transportation. They are used in administration, training,
fire prevention, and Paramedic use. Chief Zylker briefly
spoke about the duties of each of the Fire Department staff:
Assistant Fire Chief, Fire Marshal, Deputy Fire Marshals,
and Paramedic Captain.
Discussion followed among Council, Fire Chief Zylker and
Acting Assistant Fire Chief Lee concerning the priorities
and responsibilities of the Fire Department staff.

Mayor Borba declared a recess at 7:06 p.m.
RECALL TO ORDER:~
Mayor Borba recalled the meeting to order at 7:30 p.m.,
with all Council present.
Further discussion followed concerning the use of fire
vehicles for overnight use. Council agreed that the cars
for the Fire Chief and Assistant Fire Chief should be allowed
to go home overnight, with the remaining cars to be used
during business hours only. Council requested Chief Zylker
to make the decision as to which two cars would be eliminated.

City Manager Birkelo next brought to Council's attention the
matter of Vehicle Allowance and Mileage Reimbursement Policies
as contained in the Staff Report dated July 31, 1978.
Lengthy discussion followed among members of Council,
Assistant to City Manager Wilson, and Police Chief Datzman
concerning economic advantages to the City of certain posi-
tions'being authorized a basic monthly vehicle allowance
for the use of personal cars.

ADJOURNMENT
Mayor Borba proposed that Staff come back to Council with
a line mileage chart of City vehicles and use of pri,vate
cars' being used on a monthly basis. This chart is to in-
clude mileage and information concerning reasons for use.
Fire Chief Zylker explained the Calavar elevating platform
(Firebird) and its performance. The Fire Chief made com-
parisons between it and the aerial ladder and the advantages
of it over the ladder.
Discussion followed concerning maintenance costs and the
absorption of the cost by the City Garage; wind-vel~ocity
influence on the Firebird and its stress points; the fire-
fighting equipment on the elevating platform; after which
Council agreed that the Calavar elevating platform (Fire-
bird) should remain in the Fire Department.
City Manager Birkelo reported to Council on the space avail-
able in City Hall to house the Office of the City Treasurer.
Council next discussed the 1978-79 Budget Manual.
Director of Finance Anderson explained the items and answered
Council's inquiries concerning additions and deletions.
Pages 1 through 17 were covered.
Mayor Borba declared a recess at 9:07 p.m.
Mayor Borba recalled the meeting to order at 9:17 p.m., with
all members present.
Discussion continued with Council's study of the Budget
Manual. Because of the absence of the City Planner, Council
concluded its review with the City Manager's Department.
Mayor Borba recessed the meeting at lO:O0 p.m., to an
Executive Personnel Session.
The meeting was recalled to order at 12:05 a.m. with all
Council present.
Mayor Borba stated that Council had met in Executive Session
to discuss a personnel matter and no action had been taken.
Mayor Borba adjourned the meeting to Wednesday, August 2,
1978, 1:00 p.m., in the Council Conference Room, City Hall,
for further budget study.
