The meeting was called to order by Mayor Borba at 5:00 p.m.
The Pledge of Allegiance to the Flag was recited.
Present:
Councilmen Ronald G. Acosta, William A. Borba,
Emanuele N. Damonte, and Terry J. Mirri; and
Councilwoman Roberta Cerri Teglia
Absent: None
City Manager Birkelo stated that Council might begin its
study of the Leisure Services budget and defer the finish
of the Department of Public Services and Sanitation until
the Director of Public Services is present; and adjourn
to an Executive Personnel Session and return for further
Council study of the budget.
City Manager Birkelo next recalled Council's indication to
listen to Mrs. Ruth Boyd, Library Board member, concerning
the docent concept. He stated that the Chairman of the
Library Board would be present with Mrs. Boyd at 6:00 p.m.,
this evening.
Discussion followed whether or not Mrs. Boyd was appearing
as an individual or as a representative of the Library Board
with its proposal.
Council agreed to hear the presentation and would request
the Chairman of the Library Board to answer any questions
Council might wish to direct to her.
The City Manager next brought up the matter of the estab-
lishment of a tax rate for the Value Giant property financing.
He stated that the resolution is required to be in the office
of the County Auditor by September 1 so that it may be
entered in the assessment book as Special Tax Rate.
Discussion followed concerning the Special Tax Rate of five
cents upon each one hundred dollars of assessed value; dis-
position of the bond market; and continuance of the resolution.

As there were no objections from Council, the resolution
was continued to the adjourned meeting to be held Monday,
August 28, 1978.
Mayor Borba requested that a copy of the Salary Schedule of
City employees, including department heads and division
heads, be distributed to each member of Council.
Council continued its review of the Proposed Annual Budget
1978-79 Volume 4 CULTURAL AND LEISURE SERVICES.
All deletions, modifications or allowances, as made, are
herewith incorporated and made a part of these minutes;
and are on file in the office of the City Clerk.
Page 3, Staff Levels, was next discussed by Council and the
Director of Parks and Recreation. Mr. Norton explained
the elimination of Parks Maintenance Worker IV position,
the proposed Supervisory position and the financial impact
of the reorganization.
Council commended Director Norton for the excellent condition
of the recreational facilities in the City.
Director of Parks and Recreation Norton explained the
priorities in maintenance and commented on the weeds present
in the median strips in certain areas of the City. He
further stressed the need of supervisory personnel requested
in the reorganization plan to facilitate proper maintenance
of these islands and other areas. He explained the future
land areas which would require additional maintenance; and
with supervisory personnel as working members of a crew,
he stated these needs would be handled expeditiously. He
explained the principle responsibilities of the supervisors
and read the job specifications for Park Supervisor.
Lengthy discussion followed between Council and the Director
of Parks and Recreation concerning efficiency being achieved
through upgrading of personnel, ranges of salaries, per-
centage of cost-saving dollars on speculative reorganization;
vehicles' being cut contingent upon acceptance of the pro-
posed reorganization plan.
Mayor Borba declared a recess at 6:32 p.m.
The meeting was recalled to order by Mayor Borba at 7:08 p.m.,
with al! Council present.
At this time Mayor Borba announced that he had spoken with
Mrs. Boyd during the recess and she had indicated that she
would meet with the Library Board and return to Council on
Monday at 5:00 p.m.

Council continued its discussion concerning the previous
department budget hearingsand resulting upgrading of positions
and the need for the Parks and Recreation Department to eval-
uate its operation under Proposition 13 limitations.
Councilwoman Teglia and Councilman Acosta supported the
reorganization; Councilmen Damonte and Mirri, and Mayor
Borba rejected the proposal.

During the course of Council discussions, the matter of
certain clothing required for recreation personnel was
debated. It was noted that other departments were allotted
a clothing allowance while recreation leaders were obliged
to buy their own shirt, with a partial refund upon their
leaving City employment.
It was the unanimous concensus of Council to provide the
shirts for the recreation leaders for use on the job only,
with their last paycheck reta~.ned until the clothin§ is
returned to the City.
Mayor Borba declared a recess at 8:57 p.m.
Mayor Borba recalled the meeting to order at 9:03 p.m.,
with all Council present.
Discussion followed concerning the Marina Grounds and the
reimbursement by the San Mateo County Harbor District. This
discussion was followed by an explanation of the Common
Greens and the funds for their maintenance. No modifications
were necessary in these divisions.

with all Council present.

LIBRARY BUDGET
REVIEW
Council next began its study of the Library Budget on page lll.
The City Manager recalled Council's decision to put the
Library budget on hold until the Library Board had reviewed
it and had made its recommendations to Council. The Library
Board has recommended that anything over 10% would be more
severe than which the Library could operate under, and has
asked Council's consideration to limit it to that amount.
Mr, Birke!o suggested that Council might consider, for the
present, a 10% cutback level and refer it to him and to the
Library for review where the least interruption in public
services would be accommodated.
Library Administrator AlYarez reviewed the proposed library
reductions after which.discussion followed concerning the
responsibilities of the Library Administrator and Principal
Librarian, and the possible reorganization because of financial
restraints in the following year.
Further discussion ensued concerning the duplication of books
in schools and City Libraries, the Library Historian, and a
permanent location for a historical section.

In answer to Council's inquiry regarding the matter of San
Bruno's contribution to the Treatment Plant, the City Manager
replied that he was advised that San Bruno was waiting for
its next Council meeting for instructions.
..... Mayor Borba declared a recess to an Executive Personnel
session at 10:08 p.m.
RECALL TO ORDER:
Mayor Borba recalled the meeting to order at 12 midnight,
with all Council present, and requested that the record show
that the purpose of the Executive Personnel session was to
discuss labor negotiations with no action or roll call vote
taken.
ADJOURNMENT
Discussion followed regarding organization for the Planning
function after which Mayor Borba adjourned the meeting to
Monday, August 28, 1978, 4:00 p.m., Council Conference
Room, City Hall.
