Mayor Borba called the meeting to order at 7:01 p.m.
The Pledge of Allegiance to the Flag was recited.
Present:
Councilmen Ronald G. Acosta, William A. Borba,
Emanuele N. Damonte and Terry J. Mirri,
Councilwoman Roberta Cerri Teglia
City Manager Birkelo requested that the second item - Staff
Report, dated October 4, 1978, recommending that Council
adopt a resolution authorizing the City Manager to execute
the Agreement Modification No. 3 between the Housing Authority
and the City for Sanitary Sewer Services to the Housing
Authority facility on "B" Street - be continued to the next
regular meeting so that proper wording could be inserted and
signatures obtained from the Housing Authority.
As there were no objections from Council, Mayor Borba
so ordered.
City Manager Birkelo suggested that Council hear the report
from the Subcommittee of the Historical Project.
Councilwoman Teglia, Chairperson of the Subcommittee, reported
on the Subcommittee's recommendations on the goals and objec-
tives and expanded upon the "Historical Project;"program
development regarding salaries and materials; fixed space -
basement of the Grand Avenue Library; multiplex; hours
recommended - 10 hours per week, Wednesday 3:00-6:00 p.m.,
Saturdays 10:00 a.mo-5:00 p.m. - additional 2 hours per
week, as needed; docent program; and the target date of early
January which could be a commemorative occasion for the 70th
birthday of South San Francisco. She concluded her report by
stating that the arrangements would be limited but open and
accessible to the public during those hours.
Discussion followed concerning the flexibility of the working
hours to fit with the new library hours after which Councilman
Acosta moved to endorse the Subcommittee's recommendations,
seconded by Councilman Mirri and regularly carried.

Staff Report, dated October, 1978, recommending Council
review and confirm (or adjust) the proposed changes so that
they may be included in the final budget document.
City Manager Birkelo explained the report, how the changes
were made, and the impact in hours and operation.
Discussion followed concerning the increase in the part-time
personnel to be proportionate to the acquisition of new books.
Dr. Alvarez explained the number of volumes received during
the year and the reduction in the purchasing dollar, as well
as the reduction of books and their proccessing procedures.
Director of Finance Anderson explained the Library Budget
starting on page 113 and continuing through the budget.
Discussions followed among Council and Staff concerning
clerical work being performed by professional personnel.
Further discussion followed regarding individual or insti-
tutional membership to the California Library Association
after which it was the consensus of Council to allow the
Chairman of the Library Board to maintain membership to
the California Library Association.
At the conclusion of the study, Councilman Acosta moved,
seconded by Councilwoman Teglia and regularly carried that
the Library Budget be approved and accepted.
ADJOURNMENT
As there was nothing further from Council or Staff, Council-
man Damonte moved, seconded by Councilman Acosta and regularly
carried that the meeting be adjourned.
