the historical background and research, he would
request this matter be continued for two weeks

Council, to be scheduled for a Council meeting.

Councilman Mirri summarized the meetings he and
Councilwoman Teglia had attended with members of
,the South San Francisco Unified School District
Board of Trustees. He remarked about the success
of these meetings and the meeting of the full
Council and Board of Trustees on February 1, 1979.
M/S Mirri/Acosta - That the possibility of keep-
ing this particular subcommittee alive, to have
quarterly meetings, members to serve by appoint-
ment of the Council, be placed as an agenda item
on the next regular meeting of Council
Carried unanimously by voice vote.
Councilman Damonte brought to Staff's
attention the slippery condition when
wet'of the area of Alhambra Road, and
requested a warning sign for this area.
Councilwoman Teglia spoke about a near
drowning which had occurred at the So.
San Francisco Swimming Pool; and be-
cause of the quick response of the City
employees at the pool, the gentleman
survived and responded quickly to the
emergency treatment. She requested a
letter of recognition be sent to each
of the employees who had so performed
in the life-saving incident.
Councilman Mirri requested an update
on the SanTrams storage site and its
conformance to Staff's requests.

Councilwoman Teglia requested an
update on the Design Review Board.
Mayor Borba stated that the Texcote
matter would become part of this
meeting under Good and Welfare, and
th~.Executive Personnel Session would
follow.
Director of Public Services Addiego stated that
he would have warning signs posted in this area.
City Manager Birkelo stated it would be done.
City Planner Costanzo stated that the screen-
fencing has been installed on the perimeter
and the City was holding the cash deposit
to guarantee the improvements.
City Planner Costanzo stated that a report
would be submitted to Council.
As there were no objections, it was so ordered.

NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State of
California, that the City Council of the City of South San Francisco will hold a Special
Meeting on Wednesday, January 10, 1979, at 7:30 p.m., in the West Orange Avenue Library
(in the room referred to as the Auditorium), 840 West Orange Avenue, South San Francisco,
California.
The purpose of the meeting is to consider the "Texcote problem in the Planned
Communities of Stonegate Ridge and Westborough.

City Planner Costanzo explained the problems
experienced in the Westborough-West Park No. 3
and Stonegate Ridge Nos. 1 and 2 with the ex-
terior treatment (Texcote) on the exterior
surfaces. He outlined the assistance the City
might provide to the property owners and to
the associations.
Building Inspector Roy Ghildardi spoke concerning
the alternate material requested by developers in
1970-71 which simulated stucco. He stated that
the International Conference of Building Officials
had researched materials and had approved Texcote
for plywood, stucco, and cement which would be
applied only as to their specifications. He con-
tinued by remarking that currently the new ICBO
report approves Texcote only to stucco and not to
a plywood veneer and that South San Francisco has
not, for the past five years, approved Texcote
application.
City Planner Costanzo stated that the Design
Review Board and City Council have rejected the
use of aluminum siding and that there was a list
of 25 alternate materials other than Texcote.
Council discussed the moral obligations and
responsibilities to the homeowners.
Mrs. Joan Grant, 862 Stonegate Drive, Secretary
of the Stonegate Homeowners Assn. No. 1, commented
on the assessments raised to pay for the legal
proceedings against Challenge Developers who
had offered to install aluminum siding or nothing.
She further stated their homes were now developing
dryrot.
Council discussed legal obligations in the
Planned Unit Development.

Mayor Borba acknowledged Daly City Councilman
Albert Teglia in the audience.
Mr. Eli Premenko, 9 Lilac Lane, recalled his
experience with Texcote and how his letters went
unanswered to that company. He stated that
something should be done and would contribute
to this end.
Mrs. Lorraine Lehane, 3724 Palos Verdes Way,
requested to know if the climatic conditions were
considered when these studies of Texcote were
made. She cited the many problems of water under
the houses, roofs' leaking, nails' coming through.
She said that they had applied asbestos siding
to correct their situation. She stated that
something should be done to the deteriorating
situation of the homes.
Mrs. Horejsi, 3630 Callan Boulevard, requested
assistance in setting up a homeowners association.
She stated that she had the address of a law
firm which was successful in a case involving
a Westborough condominium. She stated that the
building fee of $38 should be waived for the
correction of these conditions.
Mr. Charles Getz, 845 Ridge Court, Stonegate
Ridge No. 2, President of Stonegate Ridge No. 2
Homeowners Association, speaking as an attorney
and as an individual, gave a report on their
situation. He described the suit against Texcote
by Challenge Developers because they had applied
Texcote in the manner prescribed. He requested
Council's help in providing leadership - in
bringing about a suit, "Parent-Patria" on behalf
of the people. He also requested availability
of meeting rooms, help of City Staff with
existing organizations to direct strategy and
approaches.
Mr. Morton Herman, 53 Brighton Court, Daly City,
representing a Serramonte association, spoke
about similar problems with Standard Builders.
He commented on the legal steps taken by his
organization. He suggested that pressure might
be used as an action against the developers when
they apply for building permits, that they would
settle inequities with the various groups involve~
Council recessed from 9:02 to 9:17 p.m., with
all Council present.

Mrs. Rosemary Balistreri, 3612 Callan Blvd.,
spoke about another problem, a separation of
wood from the wall, necessitating their paying
$5,000 to remedy this.
Mr. Roberto Castillo, 3942 Haussman Court,
expressed his concerns that the City had not
investigated this matter sooner. He requested
that the homeowners be notified of any hearings.
Discussion followed among Council and Mr.
Castillo regarding legal notices and mailings.
Mr. Morton Herman stated that taxpayers' money
should not be spent in mailings but that the
responsibility lay with the people to read their
newspapers and find out for themselves when
public meetings would occur.
Mayor Borba advised Staff to assemble all of the
facts, determine the course of action, and
notify the homeowners of the next meeting date
and place. He set Wednesday, February 14, 1979
as the meeting date.
Council adjourned to Executive Personnel
Session at 9:40 p.m.
Meeting was recalled to order at 10:45 p.m.;
no action was taken.
