Presentation by No. Peninsula Neighborhood Ms. Debbie Capurro briefly outlined the Neighbor-

City Manager Birkelo explained the Staff Report
reminding Council of the traditional change in
Mayor's and Vice Mayor's seats in March.

set as date for consideration of the matter.

City Planner Costanzo briefly summarized the
current status of the project; Council's request
for return for consideration of the site eleva-
tion and site plan; the withholding of approval
of the Subdivision Map pending resdesign of the
subdivision to eliminate 10 units and modifying
the parking. He stated that Staff had not the
opportunity to study the DCCR's and no recommend-
ation could be made.
Mayor Borba invited anyone to speak.
Mr. David Van Atta, Attorney at Law, representing
the developer, explained the mechanism of a
condominium project as compared to rental
housing. He commented on the language in the
addendum to the Declaration of Covenants con-
cerning the phase currently under construction.
He stated that people were already living in the
three existing buildings and that those tenants
would have the first refusal to purchase.
Council discussed the advise of the City Attorney
to decide the issue at consideration of the Final
Map; and the neglect of property by rental
occupants.
Mr. Van Atta explained the restrictions of the
DCCR's, enforcement of fine procedures and liens
on units, and requested approval of the tenta-
tive map.
City Attorney Noonan advised Council on procedure
for approving a tentative map should they so
desire and provisions for owner-occupancy as
opposed to rental-occupancy.
Council recessed 8:36 to 8:50 p.m. - all
Council present.
Ms. Rosalind Wheeler, Landscape Architect for
the developer, from sketches, explained the
arrangements and plantings of trees and shrubbery
the irrigation and types of trees.
M/S Damonte/Teglia - To approve the Landscape
Architect's conceptual plans.
Carried unanimously by voice vote.
Council next debated the determination of the Sit
Plan; placement of stone facing, the installatior
of wooden railing, concerning of citizens, and
the availability of City records from which to
make comparisons.

Mrs. Marie Cox, 466 Holly Avenue, spoke in oppo-
sition and requested that Council continue the
matter until the residents could be fully
notified.
Mr. Laurence Casey, Vice Chairman of CAL, ex-
pressed his organization's concerns about
rental occupancy.
Carried by.majority roll call vote, Mirri and
Borba voting "No."
Mayor Borba continued the issues of the Tentative
Map, language in the restrictions of owner-
occupany to February 28, 1979, 7:30 p.m. -.
no objections.
Mayor Borba declared the Public Hearing opened.
City Manager Birkelo explained the ordinance
providing an alternative method for future rate
adjustments and setting up of a citizens'
review board.
Mayor Borba invited anyone to speak. No one
spoke. Mayor Borba declared the Public Hearing
closed.
M/S Acosta/Damonte - That the reading of the
Ordinance in its entirety be waived and that the
Ordinance be passed and adopted by reading title
only. The title of the Ordinance was read.

Mayor Borba declared the Public Hearing opened.
City Manager Birkelo recapitulated the events
of the past few months involving Council, Staff,
property owners, business people and discussions
held concerning the City's Community Development
Program. He stated that the Bethlehem property
was being placed on the market and they had re-
quested this matter be deferred until the new
property owner could be negotiated with.
Mr. William Hern, representing the Peninsula
Manufacturer's Association, read a communication
which he passed out to Council.
Mr. Wayne Waubrick, Manager of Real Estate,
Bethlehem Steel Corporation, Bethlehem, Pennsyl-
vania, explained the position of his corporation
to develop its property to the highest and best
uses. He stated that Bethlehem Corp., intends
to place this property on the market. He further
commented on previous discussions regarding re-
development and requested Council defer its
decision; and should they decide to proceed,
that Bethlehem property not be included in the
development area.
As no one else spoke, Mayor Borba declared the
Public Hearing closed.

Mayor Borba requested that the Items 13 and 15
concerning Grants next be heard - no objections
City Manager Birkelo explained that the State
Office of Planning and Research offers grants
to municipalities for preparation of various
planning studies and recommending submittal of
the grant application.
City Manager Birkelo explained the grant request
regarding funds to prepare a feasibility, market
and design analysis for the Bethlehem Steel site.
Council questioned Staff concerning matching
grants and "in-kind" services.

City Manager Birkelo explained the single entry
level, Firefighter; voluntary class of Firefighte
Paramedic. He commented on the training and
proposal that a new entry level classification
be established, Paramedic/Firefighter.
Council next discussed the possibility of Para-
medic/Firefighters' being utilized from present
list on a volunteer basis, as a condition of
his employment; and length of service as
Paramedic/Firefighter.

Fire Chief Zylker explained the opportunities
to transfer as listed on page 2 of the Staff
Report, and openings which will occur.
Council discussed at length the Paramedic/
Firefighter training; a change that all entry
levels would be Paramedic/Firefighter; and
training sessions.
