AGENDA REVIEW
City Manager Birkelo stated that Mr. Walter
Gilfillan from the Joint Study Group would be
delayed until 7:30 p.m. and requested Council to
proceed with the agenda until Mr. Gilfillan's
appearance.
No objections - so approved.
The City Manager announced that Congressman Royer
would hold a Constituency Day in So. San Francisco
on Saturday, May 26, 1979, 10:00 a.m., Orange
Memorial Park Club House.
City Manager Birkelo next suggested Council adjour~
the meeting to Wednesday, May 30, 1979, 4:30 p.m.
for an Executive Session to discuss preliminary
labor negotiations - with the Joint Study Meeting
of Council and Library Board to follow at 7:00 p.m
No objections - so approved.
City Manager Birkelo stated that there would be
a City/School Subcommittee meeting on Friday,
May 25, 1979, 9:30 a.m. A member of SamTrans
would be present to brief the committee on its
program relating to school transportation.
No objections - so approved.

Director of Public Services Addiego stated that
he would give a brief report on the Housing Code
and bring the ordinance to Council at a Regular
Meeting for adoption. He explained the Code to
provide the Building Division with a tool to pro-
vide services to the City. He stated that it
essentially would take care of structures after
they have been built to bring them up to code.
Council inquired about condemnation procedures
and was informed that the Uniform Building Code
provides for this under certain conditions.
Council further questioned Sections to be re-
written on Page 2 of the proposed Ordinance.
These sections were explained by the Director
of Public Services
Director of Public Services Addiego summarized
by stating that the Housing Code will provide
the necessary tool to the Building Division to be
certain that the City does not have deteriorated
housing.
Council questioned Section 204 "Violations and
Penalties" and requested a definition from the
City Attorney of "infraction" vs. "misdemeanor."
M/S Acosta/Damonte - That the Ordinance be
submitted to Council at a Regular Meeting for
consideration.
Carried unanimously by voice vote.
Council recessed from 7:28 - 7:42 p.m., - all
Council present.
City Manager Birkelo stated that since Council
first considered this matter, it was learned
that the County Division of Housing was holding
a workshop on June 7 which would include discus-
sions on the Housing Element Guidelines and CA
Finance/Mortgage Program. He suggested that
Council might review the matter to determine what
parts to include and refer it back to Staff to
develop a more acceptable document. He said
that Mr. Mantegani, Planning Commissioner, and
Mr. Andrew Hartzell, County Representative, were
present to answer any questions.
Council reviewed and suggested changes to the
Draft Element which incorporated the Housing
Goals and Objectives, Additional Recommendations
for proposed updated Housing Element, Appendix 1,
Housing Element, Proposed Neighborhood Develop-
ment Program.

In response to Council, Mr. Andrew Hartzell,
County representative, remarked that the State
had received objections and would find it diffi-
cult to adopt the Fair Shair Allocation Plan
as is now proposed. He additionally spoke on
the housing plan being developed by ABAG. He
remarked that the effect upon this City was yet
to be resolved. He stated that he had no objec-
tions to the revisions proposed by Council as
the City is presenting a good-faith effort to
meet the housing needs of all econom~c segments.
As Council concluded its suggested changes to
the Draft Housing Element, City Manager Birkelo
suggested that the legislative matter would
appear on Council's next agenda and the Final
Draft would be presented to Council on the
June 20 agenda.
No objections - so approved.
Mr. Hartzell gave a brief presentation of the CHFl
Program. He explained the four types of assist-
ance available to the City under Concentrated
Rehabilitation area. He explained the financing
of the program by sale of revenue bonds, and
that the program was completely self-supporting.
Question and answer period followed among Council
and Mr. Hartzell concerning other cities' parti-
cipation, the City's rehabilitation within the
designated area, the program as self-supporting,
the low-interest mortgage loans lent by local
lenders limited to low income, limited con-
centrated areas.
M/S Teglia/Acosta - That the Resolution be
introduced.

Mr. Hartzell explained that once the County
received official approval from the State Board
of Directors, they will come back to Council
with a formal agreement to participate in the
program.
Adopted by majority vote; Borba and Mirri,
abstaining.
Council recessed from 8:43 - 8:55 p.m. - all

City Manager Birkelo stated that Mr. Gilfillan
was present and would give a presentation and
allow time for questions and discussions.
Mr. Gilfillan described the project, who is
involved, what it is trying to accomplish, and
an insight of what it means to the City of
South San Francisco. He explained the joint
powers agreement between the Counties of San
Mateo and San Francisco to form a study group to
study the impact currently on the communities and
impact on future and to suggest three different
areas of action: l) kinds of action airport
owner might take to mitigate impact of airport
on communities; 2) land use plan; 3) plan sub-
mitted to Counties Land Use Commission and
recommended for its final land use plan. He
stated that he was present to give Council the
opportunity to seek more information, to answer
their questions. He addressed the issue of
"Noise" and the night flights.
Council discussed the take-offs and landing
patterns during inclement weather.
Mr. Gilfillan explained the air traffic and
the accommodating runways. He further explained
the airport land use from the map.
Also discussed was the Los Angeles' experience
in removing houses nearby the Los Angeles Air-
port to relieve the sound problem, as well as
the financial activities of communities affected
by an airport. The diversion of growth of the
San Francisco Airport and addition of growth of
the Oakland Airport was also addressed.
Mr. Gilfillan concluded his presentation and
stated that he would return with further in-
formation and was available to Council if
there was a concern.
City Manager Birkelo explained the procedure
which bond counsel had taken concerning the
proceedings to validate the assessment bonds
for the Downtown Revitalization Project. He
explained the request to the law firm for an
explanation to extend to those inquiring.

City Manager Birkelo explained the charge and
that it was to be considered by the Council of
Mayors. Councilman Damonte was requested to
discuss this with Supervisor Fitzgerald at
this meeting.
Councilwoman Teglia expressed her concern about
the base figures of the Gann Initiative and the
allowing of reserves appropriated into an emer-
gency fund.
City Manager Birkelo stated that the Director of
Finance would present a report at the June 6
meeting for a supplemental appropriation for
legitimate purposes to protect that base.
Councilwoman Teglia distributed copies of the
following legislation: Information re Housing
Community Development Language, League of Calif-
ornia Cities suggestions in terms of amendments;
AB 53 Vested Rights Issue; Fees & Service Charges;
AB 83 Financing Programs; Sun,nary of League of
California Cities Long-term Financing; SB 858
Labor Relations Bill; Federal Issues; ACA II
(Boatright); Municipal Financing Letter.
This concluded Council business, and no one spoke
in answer to Mayor Mirri's invitation to speak
under Good and Welfare.

to Wednesday, May 30, 1979, 4:30 p.m. for an
Executive Session to discuss labor relations.
Carried unanimously by voice vote.
