AGENDA REVIEW
City Manager Birkelo asked that these three
items be placed on the agenda review in the
event there was time for their discussion
during the meeting.
Councilwoman Teglia asked for a discussion
on complaints of felled trees damaging
other trees by the Developers in their
earth moving activities.
City Manager Birkelo related that the
Assistant City Planner was at the Sutter
Hill site and would return with a report
for Council on his investigation.
Council began their review of the budget
on page 18 of the Proposed Annual Budget
1979-80.

Councilmen Borba and Damonte appeared
present at 3:53 p.m. and remained for the
rest of the meetilng.
Mayor Mirri declared a recess at 3:57 p.m.
The meeting was recalled to order by
Mayor Mirri at 4:ll p.m. with all Council
present.
Discussion:
Library
Department of Public Services
The matter of a $4,000.00 radar study was
discussed by Council, Director of Public
Services and the Chief of Police.
All deletions, modifications or allowances
as made are herewith incorporated and made
a part of these minutes; and are on file
in the office of the City Clerk.
A poll of Council was taken by Mayor Mirri
on the $4,000.00 radar study with the
following results:
Ayes: Acosta, Mayor Mirri.
Noes: Teglia, Borba, Damonte.
Absent: None
Council concluded the Budget Hearings for
this meeting, with the remainder to be
discussed on Wednesday, August 29, 1979.
City Manager Birkelo made reference to a
status report from the Assistant City
Planner wherein the developer requested
occupancy of the final 6 units of Phase 2
of Skyline Village without full completion
of the work as called forth in the Use
Permit. The developer has several weeks
of landscaping work to be done before the
Planning Dept. can sign off the Use Permit
and issue Occupancy Permits. Council may
exercise their option to waive the
incompletion of the landscaping to facil-
itate the issuance of the Occupancy
Certificates.

2. Approval of Plans and Specifications -
Municipal Services Building (TF-837)
Mr. Hugh Allen, General Superintendent for
Mr. Frumenti the Developer, made an
appeal to Council for the issuance of
Certificates of Occupancy for the 6 units
thus amending the Use Permit.
The appeal was denied by unanimous voice
vote.
Assistant City Planner Wheeler related
to Council that workmen on the Sutter Hill
development had cut down a tree improperly
causing it to fall backwards damaging
another tree. The developers, Goldrich
Kest and Sutter Hill, had assured the
Assistant City Planner that work would
cease until a tree expert was on the
scene to guide and instruct the workmen.
The developers further assured the Assistant
City Planner that they would pay $15,000
for additional landscaping including the
planting of mature trees to replace the
trees they had damaged.
Council discussed having a horticulturist
on the job site whenever there was any
earth moving activities; in the event of
a non-conformance of the developer's Use
Permit all work will be stopped and there
will be a hearing before Council.
Council directed Staff to meet with the
City Attorney to draft the aforementioned
restrictions and then meet with the
Developers.
Council inspected the plans and specifica-
tions as presented by Mr. Tanaki. A dis-
cussion followed in regard to landscaping,
bulkheads, etc.
City Manager Birkelo informed Council that
the Building Inspector had requested that
Council include within the motion to approve
the plans and specifications a waiver of
4,000 square feet out of the 58,000 square
feet of the project. Without the waiver
it could be classified as a "one-hour rated
structure", but given the fact that it is
fully sprinklered, will be occupied 24
hours a day, and that 60 foot clearance on
3 sides of the building will be maintained

AND AUTHORIZING THE EXECUTION OF A
FACILITY LEASE WITH CITY OF SOUTH SAN
FRANCISCO PUBLIC FACILITIES CORPORATION.

on Municipal Rea! Property Tax Rolls for
Fiscal Year !979-80.
the Building Inspector recommends that
Council include that 4,000 foot waiver
in the motion.
M/S Teglia/Acosta - That the plans and
specifications for the Municipal Services
Building, as submitted by Goodwin Steinberg,
Architect, are hereby approved as a non-
rated structure consistent with the Chief
Building Inspector's and Fire Marshall's
recommendations.
Unanimously carried by voice vote.
Charles Adams, Esq., Jones Hall Hill &
White, explained the Ordinance and advised
Council that the Board of Directors of the
City of South San Francisco Public
Facilities Corporation invites bond bids,
approves distribution of documents and
directs publication of Notice to Bidders.
M/S Damonte/Acosta - That the reading of
the Ordinance in its entirety be waived
and that the Ordinance be introduced by
reading title only. The title of the
Ordinance was read.
Carried unanimously by voice vote.
M/S Damonte/Acosta - That the Ordinance be
passed and adopted.

Adopted unanimously by roll call vote.
Council adjourned to an Executive Personnel
Session at 6:30 p.m.
The Meeting was recalled to order at 7:05 p.m.
All Council:was present..No action having
been taken in the Executive Personnel
Session.
Finance Director Anderson explained if
there are no objections then a Resolution
ratifying the adoption of the report of
August 8, !979 should be introduced.
Mayor Mirri declared the Public Hearing
opened.

speak against the matter. No one spoke.
Mayor Mirri asked if anyone wished to speak
in favor of the item. As no one spoke,
Mayor Mirri closed the Public Hearing.
A discussion followed on the increased
sewer rates.
M/S Borba/Teglia - That the Resolution
be introduced by reading title only.

Adopted unanimously by voice vote.
Council and the City Attorney discussed
the legal ramifications in handling the
Sutter Hill problem.
Chief Datzman appealed Council's decision
on the radar study and asked permission
to bring additional information to
Council for their reconsideration.
Council concurred.
Mayor Mirri declared a recess at 7:37 p.m.
The Meeting was recalled to order at
9:25 p.m., all Council present.
As there was no further business, Council
adjourned to Executive Personnel Session
at 9:28 p.m.
The Meeting was recalled to order at
11:55 p.m., all Council present. Labor
negotiations were discussed and Staff was
instructed accordingly. No action taken.
Since no one else spoke, Mayor Mirri
entertained a motion to adjourn.

adjourned to Wednesday, August 29, 1979
at 4:30 p.m. at the City Council Conference
Room.
