Council present: Teglia, Borba, Acosta
Damonte and Mayor Mirri.
Council Absent: None
AGENDA REVIEW
City Manager Birkelo requested discussion
during the meeting on mail box placement
for new developments.
Council began their review of the budget
on page 14 of the Proposed Annual Budget
1979-80.
Discussed were:
Sanitation
City Manager Birkelo related to Council
that the City owed $6,000 on a one year
maintenance service agreement with Qantel.
Qantel had made a proposal for the City
to pay $3,000 on the debt and the other
$3,000 be used for a qualified Qantel
programmer to make the programs in effect
run efficiently and estimate the cost for
other programs to be written.
A discussion followed on the total costs
expended by the City on the Qantel computer
and what guarantees were being offered that
the programs could be made effective.
A poll was taken of Council with the
following results:
Ayes: Teglia, Acosta, Damonte and Mayor Mirri.
Nays: Borba.
The City Manager was instructed to explore
the concepts Council had discussed.

Reconfirmation by Council of their policy
on a 100 mile restriction on travel.
Personnel
Assistant to City Manager Wilson requested
approval of $10,000 for consulting services
to design an affirmative action program as
designated by Federal guidelines.
A roll call vote of Council was unanimous
and approval granted.
Finance
Purchasing
City Garage
Building Maintenance
A request for roman shades to replace the
venetian blinds at the Librarywas made
at a cost of $135 per shade.
M/S Teglia/Damonte that the roman type
shades be purchased for the Library.
Unanimously carried by voice vote.
Assistant to City Manager Wilson related
that the CETA program for rat abatement
had requested $5,000 from the City to aid
them in expanding their services to the
public.
Council discussed the City program which
disbursed rat poison free from the Fire
Department and the gardening service the
CETA program was doing in rat infested
neighborhoods. Council agreed that the
representative from CETA could address
Council on this request without commitment
from Council at this time.

Discussion:
Non-Departmental
Chamber of Commerce under Non-Departmental
requested $15,000, double last year's request.
Assistant to the City Manager Wilson
requested release of revenue sharing funds
for some organizations that were having
cash flow problems before approval of the
1979-80 Budget.
Council approved the early release of the
revenue sharing funds by the following
vote:
Ayes: Teglia, Acosta, Damonte, Mayor Mirri.
Councilman Borba abstained.
All deletions, modifications or allowances
as made are herewith incorporated and made
a part of these minutes; and are on file
in the office of the City Clerk.
Council concluded the Budget Hearings for
this meeting, with the remainder to be
discussed Wednesday, September 12, 1979 at
4:30 p.m.
City Manager Birkelo related that on new
developments a post office box must be on
the property line sidewalk otherwise the
Post Office will not make deliveries. A
discussion followed on having the Planning
Department design some guidelines for a
uniform approach to the problem.
Mayor Mirri adjourned the Meeting. Time
of adjournment was 7:09 p.m.
