PRESENTATIONS
• Presentation by Youth Leadership Institute on Anti-Payday Lending by Zakiya Hussein.
(Mayor Garbarino)
Local student advocates and Ms. Hussein of the Youth Leadership Institute urged Council to adopt
a Resolution supporting federal legislation that would regulate predatory Payday Lending practices.
• Presentation of New Employees. (Mich Mercado, Human Resources Manager).
Human Resources Manager Mich Mercado introduced the following new employees:

• "National Prostate Cancer Awareness Month Proclamation" accepted by Dr. Barry Chauser.
(Councilmember Liza Normandy).
Councilwoman Normandy presented the Proclamation recognizing September as National Prostate
Cancer Awareness Month to Dr. Barry Chauser, an Oncologist from Seton Medical Center. Dr.
Chauser thanked the City for raising awareness of prostate cancer and reminded the public of the
importance of screenings.
• Proclamation honoring Enrico Reyes presented by Sharon Ranals, Director of Parks and
Recreation.
Mayor Garbarino presented the Proclamation honoring Rico Reyes upon his retirement and thanked
him for over 20 years of excellent service to the City. Mr. Reyes expressed his sincere appreciation
for the acknowledgement of his retirement and thanked Council for the privilege of serving the
City.

COUNCIL COMMENTS/REQUESTS
Councilwoman Matsumoto requested signage reminding people there is no smoking allowed on
Grand Avenue.
Vice Mayor Addiego invited the public to Coastal Cleanup day on September 19, 2015.
Mayor Garbarino announced the upcoming Chili Cook-off fundraiser for the library.
CONSENT CALENDAR
1. Motion approving the Minutes of meetings of August 26, 2015.
2. Motion confirming payment registers for September 9, 2015.
3. Motion to waive reading and adopt Ordinance 1505-2015 making modifications to the South
San Francisco Zoning Code related to Signage Citywide, and an Ordinance adopting a
Development Agreement to allow for the installation of a 70 foot tall, double faced, digital
billboard on property located at 101 Terminal Court in exchange for removal of two double
sided billboards along El Camino Real, and to allow an existing double faced, static
billboard on property located at the intersection of Dubuque Avenue and Grand Avenue to
be increased by 20 Feet. (Bill Gross, Sr. Planner).
4. Resolution No. 112-2015 authorizing the renewal of a Services Agreement with Merit
Services Inc. for the Water Quality Control Plant and Sewage Pump Station Supervisory
Controls and Data Acquisition Systems (SCADA), as well as other data gathering, including
programmable logical controllers (PLC), measuring and control equipment, and Radio

Telemetry Systems for Fiscal Year 2015-2016 in an amount not to exceed $140,000. (Brian
Schumacker, Water Quality Control Plant Superintendent).
5. Resolution No. 113-2015 rejecting all bids for the 2015 Street Rehabilitation Project. (Sam
Bautista, Principal Engineer).
6. Resolution No. 114-2015 authorizing the City Manager to execute an agreement with
Integrated Communication Systems for the replacement of City Broadcast Equipment in an
amount not to exceed $135,000. (Doug Hollis, Chief Innovation Officer).
7. Resolution No. 115-2015 awarding a Construction Contract to Interstate Grading and
Paving, Inc. of South San Francisco California for the Oyster Point Bike Lanes Project in an
amount not to exceed $197,218. (Brian McMinn, Director of Public Works).
Item No. 3: Councilman Gupta advised he had a telephone conversation with Mr. Poletti on the
issue. He further expressed concern that the wording in the Ordinance did not capture valuation
and/or size differences. He requested that definitions address these concerns in any amendment.
Vice Mayor Addiego commented that the value to the community was also at issue when
considering removing certain billboards. He further commented that he would like to see the
billboards in advance of moving forward on an application.
Mr. Qualls advised that Clear Channel intended to move forward before the end of the year. And
stated Council could view similar billboards near the Bay Bridge on the Oakland side.
Item No. 4: In response to questions from Council, Chief Innovation Officer Hollis explained that
despite an extensive email blast, only interested bidders respond.
Item No. 5: Principal Engineer Bautista advised mark-ups depend on the type of work performed;
and based upon the response, staff believed it would be best to bid at a more competitive time.
Motion— Councilman Gupta/Second— Councilwoman Normandy: to approve the Consent Calendar.
Unanimously approved by roll call vote.
ADMINISTRATIVE BUSINESS
8. Resolution No. 116-2015 proclaiming "No Traffick Ahead"— South San Francisco taking a
stand against Human Trafficking in the Bay area before the 2016 Super Bowl and beyond.
(Jeff Azzopardi, Chief of Police).
Police Chief Azzopardi presented the staff report recommending that Council approve the "No
Traffick Ahead" Resolution in advance of Super Bowl 50,which would take place in the Bay area
in February 2016. By approving the Resolution, South San Francisco would be taking a stand
against Human Trafficking. The Resolution was intended to be preventative and raise awareness in
hopes of combating the problem in San Mateo County.
County representative Mike Brosnan addressed Council and advised on the significance of the
human trafficking problem in the Western United States. He explained preventative measures that
would be taken in advance of Super Bowl 50.

2015. Unanimously approved by roll call vote.
9. Resolution No. 117-2015 approving a purchase and Installation Services Agreement with
IPS Group, Inc. of San Diego, California, for the Smart Parking Meters, Installation, and
related services project in an amount not to exceed $176,869.55. (Dave Bockhaus, Public
Works Program Manager).
Public Works Program Manager Bockhaus presented the staff report recommending that Council
adopt a Resolution approving a purchase and Installation Services Agreement with IPS Group, Inc.
of San Diego, California, for the Smart Parking Meters Installation and Related Services Project in
an amount not to exceed $176,869.55. Program Manager Bockhaus advised that the current
recommendation had been updated to incorporate direction from Council at a previous meeting, and
included additional detail regarding the proposed Pilot Program. He advised that approximately
200 meters would be installed for evaluation in the Downtown District.
Councilwoman Matsumoto encouraged staff to pursue a cross-collaboration with the City's IT
Department and local start-up companies to hash out future parking meter technologies and utilize
innovative thinking.
Councilwoman Normandy reaffirmed her support for the progressive investment. She also
highlighted benefits and reported possible problems she discovered through personal research such
as false triggering and false reset occurrences.
Councilman Gupta voiced his support for the Pilot Program, emphasizing the importance of
embracing new technology within the City.
Motion—Councilwoman Normandy/Second— Councilman Gupta: to approve Resolution 116-2015.
Approved by the following roll call vote: AYES: Councilmembers Gupta and Normandy, Vice
Mayor Addiego and Mayor Garbarino. NAYES: Councilwoman Matsumoto. ABSTAIN: None.
ABSENT: None.
ITEMS FROM COUNCIL—COMMITTEE REPORTS AND ANNOUNCEMENTS
Councilwoman Normandy complemented Master Sergeant Gil for his work to calm speeding and
traffic near Eucalyptus Avenue.
City Manager Futrell advised Council of a real-time message from Fire Chief Kohlman regarding a
local fire response.

Being no further business, Mayor Garbarino adjourned the meeting at 8:48 P.M.
