3. Public Comments.

4. Agenda Review.
No Changes.
5. Study Session: Provide direction on the establishment of an Underground Utility
District,Notice a Public Hearing to consider Establishment of an Underground
Utility District along Spruce Avenue from Railroad Avenue to Park Way,notify
affected property owners and utilities, and direct staff to develop a list of future
Underground Utility Districts (CIP project no. st1204). (Sam Bautista, Principal
Engineer and Swinerton Management Consulting).
Principal Engineer Bautista presented the staff report which included an overview of regulatory
framework and criteria necessary for establishing an Underground Utility District, discussion of
potential sites for consideration, visual comparisons of existing sites and adjusted renderings, as well
as financial evaluations. Council requested the proposed term "district"be replaced with a synonym
to avoid confusing existing connotations and emphasized an interest in utilizing new technologies in
the project. Swinerton Management Consulting provided recommendations base on feedback from
staff, Council and PG&E. Vice Mayor Addiego requested sidewalk spacing accessibility, Mission
Road, and transit village development is taken into consideration with this project. Council directed
staff to proceed with the Public Hearing and related noticing.
6. Study Session: Oyster Point Harbor Marina and Park.
Assistant City Manager Jim Steele presented the following three policy options: 1) keeping the Joint
Powers Agreement (JPA) in place for the remaining term of the agreement; 2) pursuing early
termination of the agreement; or 3) potentially dissolving the Harbor District, transferring
responsibilities to the County as a Successor Agency, and transitioning Oyster Point operations to the
City of South San Francisco. Regarding these options, staff and Council discussed the budget, costs,
revenues,net operating deficit,property taxes, and impacts to the Fire, Police, and Public Works
Departments. Councilman Gupta expressed an interest in combining the second and third options.
Council agreed the on-going debt is a serious consideration.
7. Adjournment.
Being no further business Mayor Garbarino adjourned the meeting at 8:12 P.M.
