PRESENTATIONS
• Super Bowl 50 Presentation by Leslie Arroyo, Communications Director. (Accompanied by
Fire Department and Economic and Community Development Department.)
Fire Chief Kohlmann and Chief of Police Azzopardi detailed possible Super Bowl 50 public safety
impacts and the Police and Fire Departments' respective planned responses.
Communications Director Arroyo informed Council of her work with the local Super Bowl 50
outreach team. She proposed community vignettes publicizing South San Francisco and
highlighting shuttle bus services. She further discussed ideas for promoting City businesses.
Downtown Coordinator Barnard presented the planned South San Francisco Passport Promotion
including participating business deals in which patrons would receive a stamp at the point of
transaction. This one-month long program opportunity would be open to visitors and local residents.
• Proclamation recognizing October as Fire Prevention Month presented to Fire Marshall Da
Silva.
Councilwoman Normandy presented the Proclamation establishing October as Fire Prevention
Month in South San Francisco to Fire Marshal Da Silva. The Fire Marshal announced staff would
participate in fire safety presentations at local elementary schools to raise awareness of fire
prevention measures.
PUBLIC COMMENTS
Representative Flor Nicolas of the South San Francisco Asian Alliance shared two upcoming
programs celebrating Filipino heritage month in October.
Mina Richardson encouraged people to register to vote and take advantage of the convenient all
mail November 3, 2015 ballot.
Robert Richardson thanked Code Enforcement for their services, kindness and assistance with
working to create safer construction spaces at Buri Buri School. He emphasized that despite these
efforts there is more room for improvement.
COUNCIL COMMENTS/REQUESTS
Vice Mayor Addiego spoke of the successful South San Francisco Coastal Cleanup Day and
requested the Traffic Advisory Committee investigate a concern on Westborough.
Councilman Gupta mentioned the City Birthday celebration, and New York's aggressive efforts to
secure Biotech Industries on the East Coast.
Councilwoman Matsumoto congratulated Dean Grubl and the Conference Center Authority staff for
having received Gold LEAD Certification. She also thanked Dennis Fisicaro of Colma who has
agreed to offer his extensive landscaping experience to assist with South City's Improving Public
Places Committee. Mr. Fisicaro will be working on a vegetable garden design plan for a special
needs class at Baden, and thanked him for sharing his time and expertise.
Councilwoman Matsumoto requested that the meeting be adjourned in honor of Marcus "Mark"
Loorya, Pearl Harbor Survivor.
Matsumoto requested staff put together a plan for workforce housing. ECD Director Greenwood
replied that a workshop is being orchestrated to address this topic.
Mayor Garbarino recognized Shane Looper from the Cultural Arts Commission as well as
Councilwoman Matsumoto for selecting art for the recent ribbon cutting ceremony. He also
announced an upcoming Chamber of Commerce Bocce Tournament.
CONSENT CALENDAR
1. Motion approving the Minutes of meetings of May 20, 2015, July 8, 2015 and September 9,
2015.

2. Motion confirming payment registers for September 23, 2015.
3. Motion to cancel the October 14, 2015 Regular Meeting of the City Council. (City
Manager's Office.)
4. Resolution No. 118-2015 authorizing the acceptance of $2000 in grant funding from the
Pacific Library Partnership to support Read for the Record Programming and amending the
Library Department's 2015-2016 Operating Budget. (Valerie Sommer, Library Director).
Motion — Councilwoman Normandy/Second — Councilman Gupta: to approve the Consent
Calendar. Unanimously approved by roll call vote.
ADMINISTRATIVE BUSINESS
5. Presentation by Matt Jacobs of Kaiser Permanente and Resolution No. 119-2015 accepting a
donation in the amount of $8,900 in recognition of adding a stop near the South San
Francisco Kaiser Permanente Medical Facility to the South City Shuttle schedule and
amending the FY 2015-2016 budget. (Richard Lee, Finance Director).
Finance Director Lee presented the staff report advising the Resolution serves as formal acceptance
of the donation from Kaiser Permanente.
Stacy Wagner, Director of Public Affairs for the local Kaiser Permanente, thanked the City for
adding the shuttle stop in front of the medical center.
Motion— Councilwoman Matsumoto/Second— Councilman Gupta: to approve Resolution No. 119-
2015. Unanimously approved by roll call vote.
6. Resolution No. 120-2015 authorizing the execution of a four year term Services Agreement
with Barrango, MFG., in a total amount not to exceed $167,085, for the supply and
management of the Downtown South San Francisco Outdoor Holiday Decorations. (Julie
Barnard, Economic Development Coordinator).
Economic Development Coordinator Barnard presented the staff report. She provided a PowerPoint
presentation including rough renderings of outdoor holiday decorations. Barrango, MFG. of South
San Francisco emerged as the most favorable proposal. Coordinator Barnard advised the wreaths
included in the Barrango proposal would be handmade locally.
Councilwoman Matsumoto noted City staff has worked with Barrango before and based on this
experience, she expressed some concern over the quality of the Company's ornaments.
Mayor Garbarino commented the wreaths looked fine, and shared his confidence in the quality of
Barrango's work.
Council agreed the lighting should be enhanced to dramatize the ornate architecture of City Hall,
especially the cupola.

7. Resolution No. 121-2015 accepting $150,000 from the State of California—Office of Traffic
Safety (OTS) for the "Selective Traffic Enforcement Program" to be used for personnel
overtime, equipment, training expenses, and traffic safety presentations, and amending the
Police Department's Operating Budget for Fiscal Year 2015-2016. (Jeff Azzopardi, Chief
of Police).
Lt. Wall presented the staff report recommending that Council approve a Resolution accepting
$150,000 from the State of California OTS for the "Selective Traffic Enforcement Program" and
amending the Police Department's Operating Budget for Fiscal Year 2015-2016. Lt. Wall advised
the program would help reduce traffic collisions and improve safety for residents.
Motion — Councilwoman Normandy/Second — Councilwoman Matsumoto: to approve Resolution
No. 121-2015. Unanimously approved by roll call vote.
8. Resolution No. 122-2015 approving the purchase of 10 Cardiac Monitor/Defibrillators in the
amount of $356,022.48, and authorizing the City Manager to enter into a Purchase
Agreement with Zoll Medical Corporation for the purchase, training, and shipping of 10 Zoll
X-Series Cardiac Monitor/Defibrillators and necessary accessories in an amount not to
exceed $356,022.48. (Gerald Kohlmann, Fire Chief).
Fire Chief Kohlmann presented the staff report requesting Council's approval to replace ten (10)
Cardiac Monitor/Defibrillators throughout the City. He advised Council that the Zoll Medical
Corporation's product was most favored by staff because it matched specifications established by
the Fire Department, it is compatible with IT elements, and will provide quality care, and proven,
superior technology.
Motion—Councilwoman Normandy/Second—Councilwoman Matsumoto: to approve Resolution
No. 122-2015. Unanimously approved by roll call vote.
PUBLIC HEARING
9. Short-Term Vacation Rental
City of South San Francisco/Owner/Applicant Citywide
P07-0136: ZA15-0006
Consideration of Planning Commission's recommendation to adopt an Ordinance adopting
Zoning Text Amendments to establish regulations related to Short-Term Vacation Rental
Uses, in accordance with the SSFMC Chapter 20.550 ("Amendments to Zoning Ordinance
and Map").
Planning Manager Sailesh Mehra presented the staff report recommending that Council adopt an
ordinance adopting Zoning Text Amendments to establish regulations related to Short-Term
Vacation Rental Uses, in accordance with the SSFMC Chapter 20.550. Manager Mehra provided
background on usage and popularity of short term vacation rentals in South San Francisco. He
highlighted that the frequency with such rentals are seen is growing tremendously as an alternative

to hotels. He explained current zoning ordinances do not regulate these types of uses. Manager
Mehra detailed issues and considerations such as parking, safety and security, number of occupants,
neighborhood character, and local management needs when addressing issues and concerns related
to such property uses. The recommended zoning text amendment would define "short-term vacation
rentals" as a new lodging sub-classification in order to establish performance standards.
Public Hearing Opened: 8:57 P.M.
San Francisco resident Doug Whyte addressed Council highlighting the ubiquitous, new"sharing"
economy and explained how opportunities such as Short-Term Vacation Rentals can offer
significant financial benefits to participants and supportive cities. He urged Council not to regulate
such uses.
Public Hearing Closed: 9:01 P.M.
Councilwoman Normandy agreed with the recommendation for regulation and need for establishing
an enforcement plan.
Councilwoman Matsumoto expressed concern over safety, security and state compliance, to which
Assistant City Attorney Mattas replied compliance with state law is the property owner's
responsibility adding the ability to sub-lease a unit is a contractual relationship issue between the
landlord and tenant.
Councilman Gupta, Vice Mayor Addiego and Mayor Garbarino were appreciative of staff's time,
prudence and research,but admitted they were not entirely convinced this merited creating an
ordinance given the limited number of documented short-term vacation rentals in South San
Francisco.
City Manager Futrell alerted Council that residents were complaining about short term vacation
rental uses in their neighborhoods.
Councilwoman Normandy proposed a study session to review best practices from other cities,
highlighting the need for oversight and regulation related to safety issues.
Council agreed and directed staff to schedule a study session on the topic.

Consideration of Planning Commission's recommendation to approve a Use Permit, Design

Zoning District in accordance with SSFMC Chapters 19.60, 20.090, 20.300, 20.330, 20.460,
20.480 &20.490 and determination that the project is categorically exempt from CEQA.

Senior Planner Gross presented the staff report recommending that Council approve a Use Permit,
Design Review and adopt an Ordinance approving a Development Agreement to operate a bus
driver training facility at 30 Tanforan Avenue in the Business and Professional Office (BPO)
Zoning District, and make a determination that the project is categorically exempt from CEQA.
Senior Planner Gross displayed a map of business and professional office zoning at the Tanforan
Industrial Park location. He outlined existing conditions and reviewed the proposed site plans and
landscaping. He next presented the ten (10) year development agreement and revised conditions of
approval.
Councilwoman Matsumoto asked about anticipated wear and tear on city streets caused by the
weight of the buses. The owner of the property reasoned the buses would not be traveling far,
explained the route, and compared the weight of the buses to other vehicles that are much heavier
and travel through the area. Councilwoman Matsumoto asked if Fire Department staff is properly
trained and equipped to address potential electric bus fires. Staff confirmed there would be training
on alternative fuel and electric fuel handling and hazards.
Motion—Vice Mayor Addiego/Second—Councilwoman Normandy: to approve Resolution No.
123-2015. Unanimously approved by roll call vote.
11. The 2014-2015 Consolidated Annual Performance and Evaluation Report (CAPER) for the
Community Development Block Grant Program and Resolution No. 124-2015 approving the
2014-2015 CAPER and authorizing its submittal to the U.S. Department of Housing and
Urban Development. (Julie Barnard, Economic Development Coordinator).
Economic and Community Development Housing Manager Gerber presented the staff report
recommending approval of the 2014-2015 Consolidated Annual Performance and Evaluation
Report (CAPER) for the Community Development Block Grant Program. Manager Gerber
provided an overview of the CAPER's three (3) areas of focus: housing, public right of way
improvements, and public services. Gerber provided statistical information to illustrate effects of
last year's resource allocations.

Councilwoman Matsumoto requested better outreach and representation for minorities and Mayor
Garbarino commented on the unfortunate lack of funding resources.

2015. Unanimously approved by roll call vote.

12. Council direction related to League of California Cities Annual Conference Resolutions

Council provided direction to the Mayor related to voting at the League of California Cities' Annual
Conference.
13. Council direction related to the ballot for Executive Committee for the Peninsula Division of
the League of California Cities.
Council briefly discussed the list of candidates.
Motion: Councilman Gupta/Second — Vice Mayor Addiego: to approve the slate of candidates.
Unanimously approved by roll call vote.
Vice Mayor Addiego announced the upcoming Pan-Pacific International Exposition program at the
Library.
Councilman Gupta mentioned robotics lab marketing stating the industry may be coming up in a
significant way and is closely aligned with biotechnology.
Councilwoman Normandy reported there is a new General Manager for the San Mateo County
Harbor District.
ADJOURNMENT
Being no further business, Mayor Garbarino adjourned the meeting at 10:27 P.M. in honor of
Marcus "Mark"Loorya, Pearl Harbor Survivor.
