NOVEMBER 23, 1994
NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that
the City Council of the City of South San Francisco will hold a Special Meeting on Wednesday, the 23rd day of
November 1994, at 6:50 p.m. in the Municipal Services Building, Community Room, 33 Arroyo Drive, South San
Francisco, California.

The Pledge was recited.
Council adjourned to a Closed Session at 7:0 p.m.
to discuss the item noticed.
Mayor Fernekes recalled the meeting to order at
7:25 p.m., all Council was present, no action was
taken.
M/S Teglia/Penna - To approve Minutes of the
Special Meeting of 10/5/95 and Regular Meeting of
10/12/94.
Carried by unanimous voice vote.
M/S to confirm expense claims of 11/23/94 in the
amount of $2,241,424.44.
Carried by unanimous voice vote.
M/S Drago/Penna - to nominate Robert Yee as
Mayor.
Carried by unanimous voice vote.
M/S Penna/Drago - To close nominations for May-
or.
Motions and Seconds unanimously carried.
Past Mayor Fernekes cited accomplishments as
Mayor: stayed on track on the undergrounding of
BART and found mechanism to fund BART by
forming a new redevelopment area; purchased two
valuable pieces of land for park land in future;
colnpleted East of 101 study to plan tbr revenue
needed; streamlined the permit process; construction
of Oyster Point Overpass had a short fall and Coun-
cil was creative in trying to complete it; the
retrofitting of City Hall and relocation of employees
should start soon; hired a consultant for the aircraft
noise prqject.
He thanked Council, residents and his family for his
year as Mayor and passed the gavel to Mayor Yee.

ADJOURNMENT:
appreciate the time, energy and going without sleep
it takes to attend meetings as Mayor and he congrat-
ulated Past Mayor Fernekes on a job well done.
Councilman Penna stated Past Mayor Fernekes gave
dignity to the Office of Mayor.
Mayor Yee gave a commending resolution, a gavel
plaque and a picture collage to Past Mayor Fernekes
with a boutique of red roses to Mrs. Fernekes.
Mayor Yee introduced his wife Shirley, daughter
Pam and her husband Phil, son Eric and daughter
Jennifer. He thanked Council General Lee of the
Republic of China, Supervisor Mary Griffin and
Foster City Councihnan Yee for attending the event.
He could remember driving old Bayshore as a kid
and seeing the sign. He feels it is a great town to
live in, he moved here 20 years ago and took a job
as City Engineer without imagining he would sit up
here tonight as Mayor. He felt honored and grateful
for this opportunity, would always be available and
would work with Council and staff to continue the
high level of service which is efficient and respon-
sive to this community. As the first Asian Mayor
he is proud to be part of this diversity and together
we will make this a safe place to raise our families.

Vice Mayor.
