C I A L MEETING CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DECEMBER 1, 1995 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Friday, the 1st day of December, 1995, at 7:00 p.m. in the Municipal Services Building, Community Room, 33 Arroyo Drive, South San Francisco, California. Purpose of the meeting: 1. Mayor declares the purpose of the meeting. City Clerk enters statement of election results, proof of filing of campaign statements in the minutes and adoption of resolution canvassing returns of the General Municipal Election of 11/7/95. Council Present: Council Absent: Drago, Fernekes, Penna, Teglia and Yee. None. The Pledge was recited. Father Justin, All Soul's Church, gave the invoca- tion. Mayor Yee announced those in attendance for the election results and the change over of Mayor and Vice Mayor: Senator Kopp, Supervisor Griffin, Daly City Councilwoman Agrimondi, Past Assem- blyman Lou Pappan, Former Councilpersons Leo Padreddii, Dick Battaglia, Mark Addiego, and Rick Haffey, City Treasurer Bonalanza, Widow of For- mer Councilmember Borba - Elsie Borba, and For- mer School Boardmember Mazzetti. City Clerk Battaya related: there were 23,616 regis- tered voters; the number of votes cast were 6,813 for a percentage turnout of 28.85%; the votes cast for candidates for City Council were: Patricia J. Burke 970, Maria D'Alessandro 1,730, Manny B. Madriaga, 1,825, Eugene R. Mullin 3,799 and Joseph A. Fernekes 4,181; campaign statements have been filed with my office by all candidates, i.e., first statement 40 days prior to the election, the second was filed not later than 12 days prior to the election with the last statement not required to be filed until 1/31/96; she respectfully requested that the Council adopt the resolution de- claring the election results of the General Municipal Election of 11/7/95. M/S Teglia/Drago - To adopt the Resolution. RESOLUTION NO. 132-95 Carried by unanimous voice vote. Councilwoman Teglia stated she would make a statement, swear in Mr. Mullin and leave office for good. She remembered so much, people and events, those with whom she became very good friends. Comments from in-coming and out-going Councilmembers. 006 leaves office with a feeling of satisfaction for she led a good fight in meeting challenges and leaves with a light heart because she has left it in good hands. She gave special thanks to the following: her hus- band for his quiet strength; her sons Mark and Steve; her maid of honor City Treasurer Beverly Ford; Joe Fernekes who walked precincts for her; Gene Mullin who served as a roll model; staff mem- bers who do the smart work and make Council look good; her friends Ray Angeli, Valerie Lambertson, Joy Ann Wendler, Rick Haffey, Mark Addiego, Margaret Pettigrew, John Penna for exasperating moments, Jack Drago who she admires and respects, Senator Kopp for his independence which she also has, Assemblywoman Speier, Supervisor Griffin, Leu Pappan for getting the job done while in the Assembly; Mr. Rowdy and Jake Jones helping with the jail issue; Mr. Khorozian and Chris Ramos. She asked that Councilman-Elect Mullin take a look at this room filled with love, but that won't always be, so do right by them. Councilman Drago gave the Oath of Office to Coun- cilman-Elect Fernekes and City Clerk Battaya pre- sented him with a framed Certificate of Election. Councilwoman Teglia gave the Oath of Office to Councilman-Elect Mullin and City Clerk Battaya presented him with a framed Certificate of Election, after which Mrs. Teglia stepped down from the podium after giving Mrs. Mullin a bouquet of roses. Councilman Mullin proceeded to thank: his wife Terry of 30 years, daughter Jennifer and her hus- band David Fisher and grandson Austin Michael, son Keven, Marta Nichole, Beth Rearson; all the many people who worked in his campaign with their generous contributions and giving him permission to put up his campaign signs. He stated there will never be anything like this unique experience of his first campaign; etc. Councilman Drago stated being on the Council has been like a roller coaster with ups and downs. A high was completion of the Conference Center, there was the battle over the City Manager and Fire Chief and the cycle peaked with the support of Bartolo in the cardroom episode. He saluted Mrs. Teglia for being his good supporter and knows he has not 12/1/95 Page 3 AGENDA ACTION TAKEN Comments - Continued. 4. Nomination and selection of Mayor and Vice Mayor and Motion to dose nominations. 007 heard the last of her. Councilman Fernekes stated he appreciated all of Mrs. Teglia's help over the years, but won't mind not receiving her early morning calls and had con- sidered changing his phone number. Councilman Penna stated he was never prepared to change his phone number for Mrs. Teglia never called him. He was elected in November, the swearing in took place and it was very nice with parties and in January was in full combat gear. He is thankful for having served with Mrs. Teglia for six years for she taught him well and motivated him. He wished her well, for 17 years is a long time to be on Council, her heart has always been with this community and she has accomplished many good things for this City and put this City first. Mayor Yee stated the only issue between them was Measure A when on anything else they agreed. He came to the City in January 1974 as City Engineer when Roberta was on the Planning Commission and Mike Wilson was on staff. Roberta is still as ag- gressive, but we get along well after 15 years with the City. He felt that Roberta has worked hard, but he is sorry that emotions had to come into play. Councilman Mullin felt Mrs. Teglia cannot be re- placed for she is a role model, and the audience reflects people active and concerned about their community. He wants to represent all people, in- cluding those that did not vote and wanted people to contact him and tell him pro and con of the job he is doing. M/S Fernekes/Penna - To nominate Jack Drago as Mayor. M/S Fernekes/Penna - To close nominations for Mayor. Carried by unanimous voice vote. Motion by Mayor Drago - To nominate John Penna as Vice Mayor. Councilman Penna stated he appreciated the Motion, but respectfully declined the nomination. Carried by unanimous voice vote. Vice Mayor Fernekes thanked the community for their continued support and introduced his family: wife Denise, mother Melanie, daughters Daniele and Megan, his Mother and Father-in-law who have treated him as a son and his sister-in-law Beth Herron. He stated he made a promise, that he will fulfill, to not let the people down. Councilman Yee thanked Council for allowing him to be Mayor and participate in many interesting events: Greek, Malta and Mexican Days; to cruise the bay with the Ambassador of India; going to Sister City in Mexico at his expense; to host a dele- gation from China and Japan; visiting Sunshine School classroom; candlelight vigil for Oklahoma City tragedy; the Oyster Point Interchange; the defeat of Measure A; all taught him more about this community. He felt this to be a unique and diverse community and challenged the Council to keep this the best place to live with an involvement as positive growth as he steps down as Mayor. He thanked his wife Shirley and his family for their support in the his darkest hours for he could not do it without them. Mayor Drago stated being Mayor is not fun and games and presented him with a Mayor's plaque, a plaque from the Oyster Point Overcrossing Project Contractor and a personal gift from the Council. Councilman Yee stated Councilman Penna told him the personal gift was going to be an earring, and he was glad it was a tie tack with a gavel. Mayor Drago cited his goals as Mayor: formation of a City charter; preference to locals for hiring; incentives for existing businesses; move the Corpo- ration Yard to improve Orange Park; additional police on streets for people shopping and dining; libraries open on Sunday; seismic retrofit of the library and City Hall; installation of Council vote counting machine so no gamesmanship in seeing how others vote; look for new revenue without A~ENDA ACTION TAKEN Comments - Continued. taxes; use redevelopment to clean up toxic soil; pursue selling City property next to the Shearwater; City credit cards where the City gets 1%; to help our City from becoming static.
