MINUTES City Council Municipal Services Building Community Room January 27, 1997 199 ACTION TAKEN ADJOURNED REGULAR MEETING 5:35 p.m. Mayor Fernekes presiding. Council Present: Council Absent: Datzman, Mullin, Yee and Fernekes. Penna. Council interviewed the following applicants: Eva Wright, Juan Bustos, Ed Remedios and Richard Ochsenhirt. John Tamburini and Haresh Gidwani did not appear for the interviews. Council recessed for dinner at 6:30 p.m. Mayor Fernekes recalled the meeting to order at 7:15 p.m., all Council was present. Director of Economic & Community Development Van Duyn gave the staff report: continuing deterio- ration of that complex; he sought proposals from non-profit organizations; Mid-Peninsula Housing Coalition came forward with a proposal; the com- plex has two bedroom units with garages; it is high on code enforcement and police complaints; an assessment district was established for irrigation and play areas; there is on-going graffiti and vandalism; there have been some improvements, but there is dry rot, poor maintenance, there are fire and secu- rity hazards; the garages are being used for car repair; Mid-Peninsula has rehabed 3,000 units in Campbell, there were 15 four-plex units which increased the entire value of the neighborhood; they develop common site rules, outreach with other owners, work with residents for an association, remove abandoned vehicles and work with the City for code enforcement; the key element is acquisition of 17 buildings, improve the general facade, make roof treatments and do additional landscaping; total project cost estimate $10.1 million - 11.6 million; 1/27/97 Page 1 AGENDA 2. Willow Gardens - Continued. 1/27/97 Page 2 A C TI__ON TAKEN sources of funding are redevelopment, local, non- local such as banks, bond holders and investors; Section 8 CDBG loan funds eligible for $1 million and can seek County HOME funds of $1 million; there are a number of alternatives that can be pro- posed to gain the $66 million; the next step is to develop a feasibility analysis and bring it back to Council. Ms. Fran Wagstaff, Mid-Peninsula Housing Coali- tion, related: her firm fixed up the Buon Gusto building for the City; they have been in business for 26 years; good design and good management are most important; in 1986 they reconfigured 153 units which they acquired through Menlo Park, and now there is no crime; this needs a commitment and concerted efforts from all departments in the City; she showed a slide show of their endeavors; she stated that people are getting a lot of rent for dis- tressed buildings. Councilman Datzman stated he had been suspicious of the firm before the Sun Dial Project, and they had made a believer out of him. He stated, rumors were that absent landlords were the problem, yet it turns out to be local people who must be made to see they should invest in their property. Councilman Mullin wants all addresses of their projects, and questioned how do you translate this to the other 70% of homeowners who are not part of the project. Director of Economic & Community Development Van Duyn stated the rehab is the set aside target for those who agree to do maintenance and the city can loan them funds to take part in the rehab. Discussion followed: what are relocation funds; short term relocation funds; Mr. Matthew Schwartz, Senior Project Mgr., said the need is for private entrances and to not have doors accessible from the corridor; he suggested changing garages into stairs and bedrooms and putting in bollards so only safety vehicles can get through; Councilman Yee stated something has to be done and staff should be in- structed to proceed, but he has questions on the economics and the money needed; this would take a large and significant amount of money; he suggested using condemnation, move on and get it done; City Attorney Mattas stated the redevelopment area A~ENDA ACTION TAKEN Willow Gardens - Continued. El Camino Redevelopment Area. 1/27/97 Page 3 201 would have to be expanded and an amendment would take up to a year with CEQA; City Manager Wilson suggested opening the El Camino corridor; Councilman Mullin saw programs like this with the League of California Cities, they must be strong with on-site management, police and fire and on the leases to the tenants; Mid-Peninsula Housing Coali- tion screens tenants, inquires after last two land- lords, their employment and assets and visits their present homes. Consensus of Council - Staff to prepare a feasibility study with Ms. Wagstaff's firm. Mayor Fernekes called a recess at 8:05 p.m. Mayor Fernekes recalled the meeting at 8:14 p.m. Coordinator of Economic & Community Develop- ment Beyer related: the BART Station will be built prior to amendments going through; density could be 50 units, the driving range site 20 units and the County land is 30 units to the acre; BART says there is no local share and the City will lower the density on the McLellan site; he was told Friday that Federated Department Stores says the Macy's site is for sale and ready to close with Lincoln Properties before knowing of the City's concern; they could come in with the present zoning. Director of Economic & Community Development Van Duyn stated staff was told it would not be sold for two and half years, because we were going to include it in the General Plan and this forced us to bring it to Council and they were told about the entitlements. Coordinator of Economic & Community Develop- ment Beyer related: there is pressure for residential development, yet we have Terrabay, Chestnut, Heather Heights and plans for the McLellan proper- ty are in; there is tax implementation to remove blight, recovery of Colma Creek, there are adminis- trative costs for low and moderate income units; there is a $4.8 million cost for Colma Creek above and beyond the BART Project;; they are asking Council to have a market study done of the Macy's site, the golf course and government land; there could be senior housing even though Kaiser wants to keep it a commercial use. RECALL TO ORDER: ADJOURNMENT: ACTION TAKE.b[ Director of Economic & Community Development related: 234 units have applications in and it is before LAFCO with an average of 12-15 units to the acre; two acres will be set aside for low and moder- ate income units and Mid-Peninsula Housing Coali- tion has been contacted to do the project. Discussion followed: BART pushed for residential around the station; Councilman Yee questioned why they were talking about this now when BART does not have its funding, so what do we need money wise; money for Colma Creek and other work; need an assessment of the value of the property if it is not going to be residential, then prove if we can get the $12 million for this; the purchaser of Macy's wants to build apartments, so authorize a market study to go one way or another and staff wants to look at the other two sites for alternate uses; Councilman Yee, stated the density Council approved cannot be gener- ated, so should it be residential, commercial or retail; Macy's does not have a vested right for the area and must come in for discretionary approval; City Manager Wilson stated the revenue pass through allocation is split with the School District, so Willow Gardens could mean we are recasting the dye; AB1290 has the fixed formula on who benefits. Council entered a Closed Session at 8:41 p.m. to discuss the item notices. Mayor Fernekes recalled the meeting to order at 9:16 p.m.., all Council was present, no action was taken and direction was given. M/S Mullin/Datzman - To adjourn the meeting.
