Penna MINUTES City Council Municipal Services Building Community Room December 1, 1998 SPECIAL MEETING CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO December 1, 1998 NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a Special Meeting on Tuesday, the Ist day of December 1998, at 7:00 p.m. in the Municipal Services Building, Community Room, 33 Arroyo Drive, South San Francisco, California. Purpose of the meeting: Call to order. -- 1. Mayor declares the purpose of the meeting. 2. Reorganization of the City Council a. Nominations for Mayor, and close of nominations b. Comments from Out-going Mayor Mullin, passing of the gavel to the In-coming Mayor, and a presentation to Out-going Mayor Mullin c. Presentations by Mayor Comments from newly appointed Mayor Adjournment. Mayor declares the purpose of the meeting Reorganization of the City Council a. Nominations for Mayor, and close of nominations b. Comments from Out-going Mayor Mullin, passing of the gavel to the In-coming Mayor, and a pre- sentation to Out-going Mayor Mullin Council Present: Council Absent: Datzman, Fernekes, Matsumoto, Penna and Mullin. None. The colors were presented by the S.S.F. Explorers and the Pledge was recited. Rev. Justice, All Souls Church, gave the invocation. Mayor Mullin stated he would entertain a Motion for the selection of a new Mayor. M/S Fernekes/Penna - To nominate James L. Datzman as Mayor. Mayor Mullin closed the nominations. Carried by unanimous roll call vote. Mayor Mullin thanked everyone for being here, and his wife Terry for being very supportive over the past year as Mayor. He introduced his family - daughter Jennifer, son-in-law David Fischer, his grandson, and his son Kevin. He noted achievements made during his tenure as Mayor: creating a development base for biotech businesses; the completion of the Corporation Yard, its center and related facilities; the 90th celebration of the incorporation of the City; completion of the Terrabay Gym; started the largest public works project at the WQCP; made strides with SFIA which has been time consuming with its complex and significant safety issues for the Aircraft Noise Insu- lation Program; he will continue to represent the City on the Airport Community Round Table; the City's web site has come on line; soon the Commu- nity Learning Center will open and it will be a dynamite facility for the community; new Health Center at Grand and Spruce; attended a conference in Washington, D.C.; thanked the Council tbr al- lowing him to serve as Mayor this past year and the City Manager, Department Heads and line level personnel; he presented flowers to Sandy Datzman, as the soon to be first lady. Vice Mayor Datzman stated Mayor Mullin has been a fantastic Mayor and presented him with the tradi- tional plaque with gavel and gave flowers to his wife Terry. He stated it is traditional to recognize an out-going Mayor with a personal gift for his accom- 12/1/98 Page 2 Comments - Continued. 12/1/98 Page 3 plishments and presented a plaque designed by Dennis Crossland noting the various achievements. Mayor Mullin stated he came across a certificate of his grandfather's for a 1916 election in precinct No. 1. Vice Mayor Datzman stated both he and the Mayor are graduates from Riordan High School. M/S Mullin/Fernekes - To nominate Karyl Matsumoto as Vice Mayor. M/S Mullin/Penna - To close the nominations. Carried by unanimous roll call vote. Mayor Datzman introduced Ms. Betty Carlson from Congressman Lantos' Office; Former Senator Quentin Kopp and presented roses to newly elected Senator Jackie Speier. Senator Speier stated, some years back Congressman Ryan was Mayor of this City and she hopes Coun- cilman Mullin will go further. She stated she looks forward to a year of Mayor Datzman's leadersehip, for she was raised here, went to school here, at- tended her first dance at Parkway and her heart and soul will always be here. She stated she hopes to serve this City with distinction. Mayor Datzman introduced Assemblyman Papan and presented flowers for him to take home to his wife Irene. Assemblyman Papan stated he thought Councilman Mullin was great as Mayor, for he knows all the Council but Vice Mayor Matsumoto. He stated Mayor Datzman has previously served the commu- nity as Police Chief and was sure he will be exem- plary as Mayor and wishes him well. Mayor Datzman introduced Supervisor Mary Grif- fin, Supervisor Rich Goardon, Sheriff Horsley, Tax Collector Lee Buffington, Harbor Commissioner Leo Padraddii, Harbor District Director Peter Grenell, Jim Guinny, Broadmoor Police Dept., Colma Copuncilwoman Helen Fisicaro, Millbrae Councilman Mark Church, Burlingame Mayor Mary Janney, Supervisor Gary Hill, Former Councilmembers Jack Drago and Gus Nicolopolus. 3_ Comments - Continued. 12/1/98 Page 4 He stated City Clerk Battaya will step down on 12/30/98 and the City will give her a party 2/7/99 and proceeded to present her with red roses. He stated Quentin Kopp will have a freeway named after him, and proceeded to present him with a resolution and a watercolor depicting scenes of South San Francisco. Former Senator Kopp said, congratulations for a majestic year for Councilman Mullin for his many contributions, and he congratulated Mayor Datzman as an all powerful Mayor. He stated Karol Matsumoto had come from the private sector, had a successful election, and her progress will be record- ed including her work on Council. He has served on associations with Councilmembers Penna and Fernekes and was appreciative of his tenure in the Senate. Vice Mayor Matsumoto was presented with a cor- sage and proceeded to introduce her mother and brother. Mayor Datzman introduced his father, Bud Datzman, wife Sandy, his son Jeff, his wife and their sons, his son Eric and friend Lisa Shimatei, brother Joe and his wife and four daughters, his sister Jean and husband Chuck Roberts, his sister Marsha and her husband Skip McDonald, cousins Chris and Stefanie Green, friends Ed and Helen Remedios, Danny Comprend, P. D. Cunningham, Rose Barsi, Tilly Johnson, people from the Chamber of Commerce, Kawanis, YMI, and Police Explorers. He stated he was very well blessed by being born 60 years ago to a lovely family. He is very grateful for the Police Department career, his wife Sandy and their raising of their two sons, and replacing his good friend Jack Drago on Council. He stated it is very difficult for opinions are nothing if you cannot convince the rest of Council. He stated they are five individuals with a common bond who are moving in a positive manner by adding housing stock, setting positive goals. He stated he is blessed with a City Manager and Department Heads that show in each project their investments in the community, and the employees take pride in their work.
