CONSENT
5. Resolution No. 132-2015 awarding the construction contract to ZL Construction
Corporation of Walnut Creek, California, for the Demolition of Greenhouse
Buildings Project(Project No. pk1603) in an amount not the exceed$84,850.00.
(Robert Hahn, Senior Civil Engineer).
6. Resolution No. 133-2015 authorizing the acceptance of$33,000 in grant funding
from the San Mateo County Office of Education to implement Safe Routes to
School Programs in the Parks and Recreation Department Childcare Programs
and amending the Parks and Recreation Department 2015-2016 Operating
Budget. (Sharon Ranals, Parks and Recreation Director).
Item No. 5 —Councilman Gupta inquired about an item on the budget concerning asbestos
monitoring. Principal Engineering Sam Bautista replied there will be air monitoring and lead paint
abatement around the demolition site.
Item No. 6—Councilman Gupta confirmed the $33,000 amount of the grant with staff.
Motion—Councilman Gupta/Second—Vice Mayor Addiego: to approve Consent Calendar Item Nos.
5 and 6. Unanimously approved by roll call vote.
ADMINISTRATIVE BUSINESS
7. Resolution No. 133-2015 approving a purchase agreement with Owen
Equipment Company for one (1) 2016 rear-mounted jet rodder on a 2016
freightliner 114 SB 2X4 chassis in an amount not to exceed $309,117.94. (Kevin
Selfridge, Maintenance Program Manager).
Maintenance Program Manager Kevin Selfridge informed Council the Sewer Enterprise Fund will
cover costs of this project, and mentioned it has been approved as part of the current operating
budget. He elaborated the jet rod truck will be used for maintaining the City's sanitary sewer lines and
storm drain lines in accordance with the City's Sanitary Sewer Maintenance Plan as required by the
State Water Resources Control Board.
Motion—Councilwoman Normandy/Second—Councilman Gupta: to approve Resolution No. 133-
2015 approving a purchase agreement with Owen Equipment Company for one (1) 2016 rear-
mounted jet rodder on a 2016 freightliner 114 SB 2X4 chassis in an amount not to exceed
$309,117.94. Unanimously approved by roll call vote.

8. Study Session regarding proposed revisions to Street Tree Ordinance and Tree
Preservation Ordinance of the South San Francisco Municipal Code. (Sharon
Ranals, Parks and Recreation Director).
Parks and Recreation Director Ranals presented the staff report summarizing the proposed tree
ordinance revision options concerning Street Tree Ordinance 13.28 which pertains to maintenance
and protection of trees in a public area along a city street, and the Tree Preservation Ordinance 13.30
which aims to follow best practices in urban forestry. Key changes and inclusions for the ordinance
incorporated the following: the City would no longer plant trees on private property in front yard
setbacks, and the addition of a five(5) year maintenance plan to the section regarding the Street Tree
Master Plan. Additions to the tree preservation ordinance included: administering codes related to the
City's urban forest(private and public),updating definitions of relevant terms,revising personnel
responsibilities based on departmental changes, requiring one (1) permit per tree as well as retroactive
permits to be filed in the event of emergency removals, providing tree replacement deposits, and
having staff determine a tree's need for removal.
Councilwoman Normandy requested staff make the future guidelines more accessible for residents on
the City website to ameliorate any confusion. Councilmember also recommended that staff change

some of the language and streamline the program for efficiency.
9. Study Session: Discussion of potential Ordinance to require certain types of
businesses to install and maintain Video Surveillance Cameras on their property.
(Sergeant Adam Plank, Police Department).
Police Sergeant Adam Plank presented the staff report outlining the relevant types of businesses
determined to be high risk for criminal activity due to the following criteria: hours of operation,
merchandise sold, overall layout of the property,presence of alcohol, and established patterns of
criminal activity. He explained these surveillance measures can be an effective means of preventing
and solving crimes. Sgt. Plank asked Council for input on technological specifications and location of
video surveillance cameras.
Councilman Gupta advised clarifying the language of the Ordinance to include that the business
owners are responsible for maintaining the cameras.
10. Study Session: Discussion regarding potential Ordinance amending chapter 8.50
of the South San Francisco Municipal Code to regulate smoking in multi-unit
residences. (Jason Rosenberg, City Attorney).
City Attorney Rosenberg presented the staff report providing an outline of the potential amendment,
which would expand the existing ordinance.
Council asked staff to study including a requirement to establish smoking sections to accommodate
residents' choices in the condominium setting.
Rhovy Lynn Antonio, Government Affairs Director for California Apartment Association Tri County
Division, addressed Council as a representative for rental property owners in San Mateo County,
Santa Clara County and Santa Cruz County. She stated the association sought to work with the City
as a resource while studying potential options related to the ordinance.
Council thanked Ms. Antonio for her input.
11. Study Session: Discussion regarding residential uses East of U.S. Route 101.
(Sailesh Mehra, City Planner).
City Planner Sailesh Mehra presented the staff report. He advised staff had undertaken initial study
and analysis of mixed use and residential uses at a higher density in the East of 101 area. Senior
Planner Adena Friedman highlighted staffs efforts to minimize conflicts with existing industrial uses
East of 101,build on regional transit connections, strengthen connections with Downtown, and
ensure infrastructure and services to draw interest from millennials by catering to current workforce
preferences.
Council expressed interest in studying the options for housing in this area,but cautioned study on the
impact to existing businesses would be required. Councilwoman Matsumoto commented that she
supports high density housing,but only if it suits South San Francisco and is not excessive.
