8. Discussion and consideration of appointment of applicants to the Library Board.
Council may appoint two(2) applicants to respective terms expiring June 30, 2018.
Applicants Huddleston and Hansen.
Motion— Vice Mayor Addiego/Second Councilman Gupta: to appoint Francisca Hansen and Diane
Huddleston to respective terms on the Library Board expiring June 30,2018. Unanimously approved by
roll call vote.
9. Discussion and consideration of appointment of applicants to the Housing Authority
Commissioner Seats. Council may appoint one(1)applicant to a full term to expire
March 31, 2019. Council may appoint one(1) applicant to a partial term to expire
March 31, 2017.
Applicants Gore, Perez and Zachariah.
Motion—Vice Mayor Addiego/Second--Councilman Gupta:to appoint Davylyn Perez to a full term on
the Housing Authority expiring March 31, 2019. Unanimously approved by roll call vote.
Motion— Vice Mayor Addiego/Second=Councilwoman Normandy: to appoint Alvin Zachariah to a
partial term on the Housing Authority expiring March 31,2017. Unanimously approved by roll call vote.
10. Discussion and consideration of appointment of applicant to the Housing Authority
Tenant Commissioner Position. Council may appoint one(1)applicant to a full term
expiring March 31, 2017.
Applicant Murillo.
Motion—Vice Mayor Addiego/Second--Councilwoman Normandy:to appoint Melinda Murillo to a full
term as a Housing Authority Tenant Commissioner for a term expiring March 31, 2017. Unanimously
approved by roll call vote.
11. Discussion and consideration of appointment of applicant to the Bicycle and
Pedestrian Advisory Committee. Council may appoint one (1) applicant to the
Committee.

Council may appoint one (1) applicant to a term expiring December 31, 2016.

Council determined to re-advertise recruitment for this position.
13. Discussion and consideration of appointment of applicant to the Cultural Arts
Commission. Council may appoint one (1) applicant to a term expiring June 13,
2016.

Motion–Vice Mayor Addiego/Second—Councilman Gupta:to appoint Paula Claudine Hobson-Coard to
the Cultural Arts Commission for a term expiring June13,2016. Unanimously approved by roll call vote.
14. Discussion and consideration of appointment of applicant to the San Mateo County
Mosquito and Vector Control District. Council may appoint one (1) applicant to a
partial term expiring December 31, 2017.

LEGISLATIVE BUSINESS
18. An interim Ordinance of the City of South San Francisco making findings and
establishing a Moratorium on the issuance of use permits,business licenses,building
permits, or any other applicable entitlements for any warehouse, distribution,
wholesaling, freight forwarding, and customs brokering uses in the transit
office/R&D core(TO/RD)Sub-district of the Downtown Station Area Specific Plan
Zoning District. (Adena Friedman, Senior Planner)
At staff's recommendation, Council determined to move consideration of this item to the meeting of
October 28, 2015.
Motion–Councilman Gupta/Second—Councilwoman Normandy:to move consideration of Agenda item
18 to an upcoming meeting. Unanimously approved by roll call vote.
PUBLIC HEARING
19. Consideration of Planning Commission's recommendation regarding introduction of
an Ordinance regarding a Zoning Text Amendment and approval of a Conditional
Use Permit to allow a pawnbroker use at 230 Miller Avenue in the Downtown
Transit Core(DTC)Zoning Sub-district in accordance with SSFMC Chapters 6.92,
20.280,20.350,20.490 and 20.550 and determination that the project is categorically
exempt from CEQA. Case Nos.: P15-0058: ZA15-0007; UP15-0012.
(Sailesh Mehra, Chief Planner).
Public Hearing opened: 8:20 P.M.
Senior Planner Gross presented the staff report recommending that Council introduce an Ordinance
accomplishing a Zoning Text Amendment and approve a Conditional Use Permit to allow a
pawnbroker use at 230 Miller Avenue in the Downtown Transit Core (DTC) Zoning Sub-district and
make a determination that the project is categorically exempt from CEQA.
Dave Neuman of South City Pawn addressed Council and thanked members for their consideration of
this request.

Motion–Councilwoman Matsumoto/Second–Vice Mayor Addiego:to waive reading and introduce an
ordinance amending chapter 20.090 ("Commercial, Office, and Mixed-Use districts"), Chapter 20.110
("Employment Districts"), Chapter 20.280 ("Downtown Station Area Specific Plan District"), Chapter
20.350("Standards and requirements for specific uses and activities"),and Chapter 20.620("Commercial
Use Classifications") of the South San Francisco Municipal Code to reflect changes to the Downtown
