Study Session: Presentation - Capital Improvement Program (CIP) Budget
City Manager Wilson stated the presentation will begin where the July 21, 1999 ended,
and staff will address fund balances and fiscal aspects of the CIP. The presentation began
with City Engineer Kianpour explaining how the program manual is laid out by areas of
improvements and funding sources, and further broken down by project costs and
appropriations. Councilman Mullin felt the amount of money being generated ($13
million) for the CIP was an unusually large amount of money in comparison to other
years. Director Brooks explained that there have been comparable amounts in the past,
but it is currently sizeable due to the many significant projects being scheduled. He
provided Council with history on how money has been set-aside for major projects, and
how RDA tax increment and bond money has been allocated. He stated that as long as
redevelopment areas are contiguous, money can be lent between the areas.
Director Brooks reviewed the Schedule of Available Fund Balance as of June 30, 1999
item by item, and responded to questions pertaining to what the available funds will be
used for. He noted that the City receives tax increments twice a year, in December and
April, and that the City knows the amount that it will be receiving in advance.
The discussion continued regarding the General Fund CIP allocation, factoring in
compulsory binding arbitration into the General Fund, reserving non-designated funds,
and competing with other communities for MTC funding.
City Engineer Kianpour briefly reviewed the new tables added to the CIP that cover the
"Total Appropriations by Fund". There was a discussion of the origin of funds allocated
for the Oyster Point Flyover and US 101 Hook Ramps, the use of Redevelopment Agency
funds, and a policy established by a previous Council for funding these projects. Staff
will research records for verification of Council policy. It was also noted that previous
Council decisions may need modification due to circumstances and conditions changing.
The next phase of the presentation concerned "Unfunded Major Projects" (two new fire
stations, a new library, and the Oyster Point Hook Ramps) and their potential sources of
funding. Director Brooks explained the General Obligation (G.O.) bond process and its
pros and cons.

Other potential sources of funding were discussed, including sale of department assets,
redevelopment funds, state matching funds, transportation matching funds, local funds, or
diverting funds from the operating budget. It was agreed to schedule another study
session to continue discussions of the unfunded major projects with regard to cost
projections for certificates of participation and general obligation bonds.
City Engineer Kianpour briefly reviewed the fully funded projects (Spruce Learning
Center, Orange Park, and Oyster Point Flyover). He further clarified the "Project
Development Process" and the steps necessary to follow for compliance.
The final phase of the presentation was a review of all the smaller projects that are
scheduled for the coming year, and other possibilities, including BART landscaping,
modular buildings for a Sellick Park child care center, and a teen center for Paradise
Valley Park.
City Manager Wilson concluded the presentation, and advised Council that the basic CIP
will be brought before Council for approval, the major projects will be defined and
brought back for a third study session. Mayor Datzman suggested that the Orange Park
Master Plan also be reviewed.
