PRESENTATIONS
South San Francisco Elks Lodge No. 2091 Donation for Holiday Basket Program - A check for
$400 was presented to Mayor Datzman by Elks' Exalted Ruler Lou Tricerri.
Presentation of Certificate of Recognition for Eva Wright - Councilman Mullin presented the
certificate to Mrs. Eva Wright in honor of her dedicated work with the Children's Center.
Presentation of Certificate of Recognition from the State Senate for Eva Wright - Mr. Kevin
Mullin, Chief Aide to State Senator Jackie Speier, presented the certificate to Mrs. Eva Wright
on behalf of Senator Speier in honor of her leadership and work at the Children's Center
Proclamation: Michael E. Brooks - Mayor Datzman presented proclamation to retired Finance
Director Michael E. Brooks.
BART Monthly Update - Ms. Jaymie Steen updated Council on the BART project and
mentioned that the current status of the South San Francisco station is still to be determined. She
stated that the sheet piling has crossed South Spruce Avenue, construction work is moving
quickly due to winter approaching, and that the educational outreach has been stepped up.
Mayor Pro Tem Matsumoto asked if Tutor Saliba is a minority enterprise and Ms. Steen stated
she did not know, but would find out and advise the City Manager.

ORAL COMMUNICATIONS
Ms. Dolly Schumacher, Schumacher Dance Company, 222 Mosswood Drive, informed Council
that her dance troupe will be participating in the Prague International Dance Festival next year
during Easter, and would like to use the City's recreation facility in December to hold a
fundraiser. Mr. Herb Kalotkin's stated his two daughters will be attending the dance festival and
will be participating in the fundraisers.
Cultural Arts Commissioner Dennis Crossland announced "A Cultural Experience" at the
Morning Brew Coffee Shop on November 7, 1999, from 3:00-5:00 p.m.
Mr. Colin Post, 1136 Sunnyside Drive, stated he would insure more affordable housing if he
were elected to Council. He stated his disappointment that a candidates' night was not held this
year.
Mrs. Sofie Mason, 10 Arlington Drive, reported that two "left lane closed ahead" signs along El
Camino Real near the Promenade Homes development, are causing traffic problems. She stated
the lanes are not closed and the signs should be removed. She also reported that the Wye
Motel's driveway that exits onto E1 Camino Real has a "no left turn" sign, but drivers continue to
make left tums anyway. Both situations are very dangerous.
Mrs. Carol Simas, 110 Hickey Boulevard, speaking on behalf of South San Franciscans for
Responsible Growth, commented on Costco being built next to the BART station, the financial
and negative impact it will have on the City, and a tax rebate that is being negotiated. She also
stated that Shell Oil is not involved in this issue, only her family's business, Xtra Oil. She felt
Council needed to consider the quality of life for its residents when considering Costco.
Mr. Pedro Gonzales, 804 Olive Avenue, speaking on behalf of Sur San Francisco Unidos and
Historic Old Town Homeowners and Renters Association, mentioned the accomplishments and
successes both organizations have had during the past year. He also thanked Council for the
opportunity given to both organizations to raise funds at Day in the Park, and he explained how
the money will be distributed to worthy causes.
Ms. Jackie Williams, 242 Longford Avenue, stated she attended the October 19, 1999,
Council/School Board liaison committee meeting to discuss surplus property. She stated the
meeting concluded with both School Board staff and City staff being given direction to come
back with information. She asked Council to elaborate on this meeting.
COMMUNITY FORUM
Mayor Pro Tem Matsumoto reported that this year's Trivia Challenge was a phenomenal event
and recognized Library Director Sommer and Project Read for organizing it.
Councilman Penna asked for status of the Terrabay grading report that he requested at the
September 27th meeting and staff indicated the report is forthcoming. He also reported on two
Council "hot line" messages that he followed up on; both were regarding Costco and related
issues, including Costco making a tax rebate agreement with the City and a flyer that is being
circulated by South San Franciscans for Responsible Growth. Mayor Datzman asked
Councilman Penna if he had a copy of the flyer and he stated he did not. Councilman Femekes

asked staff for clarification on the tax rebate issue, and City Manager Wilson stated that there is
no agreement.
Councilman Fernekes announced that his father-in-law, Roy Bava, was recognized as
Outstanding Citizen of the Year by the South San Francisco Historical Society on October 15th.
He stated he attended the Recreation Department's Halloween Extravaganza on October 22na and
applauded staff for its successful and safe event. He also attended the South San Francisco
Health Center dedication on October 26th.
Councilman Mullin reminded voters to vote on November 2nd, and he agreed with Mr. Post that
he was also concerned that the League of Women Voters did not hold a candidates' night this
year in South San Francisco.
Mayor Datzman stated that many controversial issues are discussed at the City Council meetings
and the more positive issues are usually forgotten. He listed several projects that have been
successfully completed recently, such as the Health Center, Learning Center, and Community
Partnership, and the Greenhouse Project. He stated that these projects do not make headlines,
but are doing a lot of good for the community. He thanked the key people who are making these
programs happen.

SUBCOMMITTEE REPORTS
Councilman Femekes reported on the School Liaison Subcommittee meeting (Datzman/
Fernekes) held with School Board Trustees Latham and Dell'Angelo regarding the General
Plan's designation for surplus school property. He stated that two legal issues need to be
researched that will take approximately two months before another meeting is held.
Councilman Mullin reported on the October 22nd meeting to discuss a North County winter
shelter for the homeless. The committee members include local, County and State elected
officials, who will be meeting on a regular basis to find a location that does not impinge on
residential neighborhoods. Another meeting will be held in two months.
Councilman Penna encouraged people to call the SFO aircraft noise hot line number for noise
complaints and stated that he needed to leave the meeting at this time to pick up a client at the
airport.
Councilman John Penna left the meeting at 8:48 p.m.
Mayor Pro Tem Matsumoto reported on the recent meeting of the Oyster Point Advisory
Subcommittee (Matsumoto/Datzman) and that the Hilton Hotel project is moving along. She
said that dredging is being done to accommodate ferry service, which will make South San
Francisco a destination location.

Resolution No. 140-99, Authorizing Acceptance of the Supplemental Law Enforcement
Service Fund (SLESF) Program Allotment and Amend the Police Department's FY 1999-
2000 Operating Budget in the Amount of $132,825.63
Resolution No. 141-99, Authorizing Acceptance of the Local Law Enforcement Block
Grant (LLEBG) and Amend the Police Department's FY 1999-2000 Operating Budget in
the Amount of $60,235
Motion to Adopt Ordinance No. 1251-99, Amending Table 20.70.030 of the SSFMC to
Increase the Maximum Building Height in the C-1 Retail Commercial Zone District From
30 to 35 Feet (Zoning Amendment ZA-99-027, Aegis Assisted Living)

Mayor Pro Tem- Item No. 5. Absent: Councilman
GOOD AND WELFARE
Mr. Collin Post, 1136 Sunnyside Drive, informed Council that Section 8 residents at the Fairway
Apartments received a 1 year eviction notice in July, and he asked if there was anything Council
could do to help these people. Mayor Datzman directed staff to follow up on the matter.
Councilman Fernekes asked for an update on RCN Telecom Services' work and an estimated
date of completion. City Manager Wilson stated he will invite a representative to the next
meeting.
Councilman Mullin stated he had forwarded a copy of the flyer being circulated by South San
Franciscans for Responsible Growth to the City Manager earlier in the week and asked that it be
included in Council's Friday packet.

by voice vote. Absent: Councilman Penna.
