HomeMy WebLinkAboutMinutes 1999-12-02MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO SPECIAL MEETING Installation and Reorganization SOUTH SAN FRANCISCO CONFERENCE CENTER 255 South Airport Boulevard DECEMBER 2. 1999 o o o Call to Order: Roll Call: 7:15 p.m. Present: (Cassette Tape No. 1) Councilmembers Fernekes, Mullin and Penna, Mayor Pro Tem Matsumoto and Mayor Datzman Absent: None Pledge of Allegiance: The colors were presented by the South San Francisco Police Department Explorer Post. The Pledge of Allegiance was led by Mayor Datzman Invocation: Reverend Dr. Lynn E. Bowdish of St. Elizabeth Episcopal Church Introduction of Elected Officials Mayor Datzman announced the County, Municipal, School Board dignitaries and official representatives that were present Clerk enters statement of election results, proof of filing of campaign statements in the minutes and adoption of resolution canvassing returns and declaring results of the General Municipal Election of South San Francisco on November 2, 1999 a. Statement of Elections Results - Staff report presented by City Clerk Payne Motion-Penna/Second-Matsumoto: To approve Resolution No. 160-99 canvassing returns and declaring results of the General Municipal Election held in the City of South San Francisco on November 2, 1999. Unanimously approved by voice vote. bo Oaths of Office and Presentation of Certificates of Election for Councilmen-Elect Joseph A. Fernekes and Eugene R. Mullin Mr. Richard Noftsger administered the oath of office to Councilman Elect Joseph A. Fernekes, and Mr. Kevin Mullin administered oath of office to Councilman- Elect Eugene R. Mullin. c. Remarks - Councilmen Fernekes and Mullin Councilman Fernekes thanked those who helped in his campaign and reviewed the City's accomplishments during the last four years. He introduced his family, and co-workers and stated that he is ready to begin his next four years in office. Councilman Mullin introduced his family, discussed his term in office as Mayor in 1997, and how the Airport/Community Roundtable has dominated his time. He discussed the community services that have been implemented during the past four years and their program expansion. He thanked those who voted for him, although his constituents may not always agree with his decisions. He felt his ancestors who lived and worked in South San Francisco would be proud of his accomplishments. 7. Reorganization of the City Council a. Nominations for Mayor, Close of Nominations, Selection of Mayor Motion-Fernekes/Second-Mullin: Nominate Mayor Pro Tem Matsumoto as Mayor. Unanimously approved by voice vote. Motion-PennaJSecond -Mullin: To close the nominations and selection of Mayor Pro Tem Matsumoto as Mayor. Unanimously approved by voice vote. bo Remarks from Outgoing Mayor Datzman, Passing of Gavel to Incoming Mayor and a Presentation to Outgoing Mayor Datzman Outgoing Mayor Datzman reflected on his past year as Mayor, the ribbon cuttings, art projects, controversial issues, late night meetings, and items in the press. He thanked Council, staff and others for their cooperation and especially thanked Parks, Recreation and Maintenance Services Director Nagel, Economic and Community Development Director Van Duyn and department staff for their assistance. (Outgoing Mayor Datzman switched seats with Incoming Mayor Matsumoto) County Supervisor Mary Griffin presented a resolution to Outgoing Mayor Datzman honoring him for his term as Mayor during 1999. Mayor Matsumoto presented Outgoing Mayor Datzman with the traditional gavel and two gifts from Council: a custom-made framed picture from South San Francisco Day at 3Com Park and a framed personalized San Francisco Giants' jersey. SPECIAL CITY COUNCIL MEETING DECEMBER 2, 1999 MINUTES PAGE 2 Co Nomination for Mayor Pro Tem, Close of Nominations, Selection of Mayor Pro Tem Councilman Penna congratulated Councilmen Fernekes and Mullin on their re- election, and commented that the last time he served as Mayor was in 1992 and that he would like to be put back in rotation as his schedule will now allow him time to serve. Motion-Penna/Second-Mullin: Nominate Councilman Femekes as Mayor Pro Tem. Unanimously approved by voice vote. Motion-Penna/Second-Datzman: To close the nominations and selection of Councilman Fernekes as Mayor Pro Tem. Unanimously approved by voice vote. d. Oaths of Office for Mayor and Mayor Pro Tem Superior Court Judge Quentin Kopp administered the oath of office to Mayor Matsumoto and Mayor Pro Tem Fernekes. e. Incoming Mayor's Remarks Mayor Matsumoto introduced her family and thanked those who help her in her campaign for office in 1997. She discussed her objectives and goals for the next year, including senior housing, a public market, a new community theater, and work force housing. She announced four informational neighborhood meetings will be taking place at various locations in South San Francisco with the first one scheduled for January, 2000. She briefly discussed her leadership style, old fashioned values, and intention to follow through on campaign pledges. (Cassette Tape No. 2) Mayor Matsumoto announced a reception following adjournment with a traditional saki keg ceremony being performed by the full Council.
