Call to Order: 7:10 p.m. 2. Roll Call: Present: o (Cassette Tape No. 1) Councilmembers Femekes, Green, and Matsumoto, Mayor Pro Tern Gonzalez and Mayor Mullin Absent: None. Others Present: Acting City Manager Nagel, City Attorney Mattas Public Comments None Public Safety Awards Police Chief Raffaelli awarded Certificates of Recognition for heroic conduct to South San Francisco residents Mr. Roberto Roman, Mr. Romel Shihadeh and Ms. Patricia Patane, Mr. Hector Baiza and Mr. German Ruiz. Also receiving certificates, but not present, were Ms. Vladeta Arsenijevic, Mr. Alfred Malley and Mrs. Joan Malley, Mr. Michael Ferrero, Ms. Barbara Gaston, and Mr. Jesus Ramos. Mr. Ed Bertolli was the recipient of the D.A.R.E. plaque. Certificates of Commendation were awarded to Officers Sean Crumi, Michael Brennan and Ken Chetcuti. Corporal Michael Rudis was awarded the Certificate of Meritorious Conduct. Deputy Fire Chief Lucia awarded Certificates of Commendation to South San Francisco residents Mr. Charles Mahelona, Mr. Larry Santi III, and Mr. Bill Reich. Police Officer Gary D'Souza was also awarded a Certificate of Commendation. Also receiving Certificates of Commendation, but not present, were Engineer Ron Cerf and Captain Juan Byron. Captain Brian Grasser and Mrs. Barbara Reich were awarded Certificates of Recognition. Mr. Javier Zapata was also awarded a Certificate of Recognition, but was unable to attend. 5. Confirmation of Appointment of Eloise Kee to Member Emeritus of the Personnel Board and presentation of proclamation Motion-Fernekes/Second-Green: To appoint Eloise Kee to Member Emeritus of the Personnel Board. Unanimously approved by voice vote. Member Emeritus Kee thanked the Mayor and Council for the honor and recognition given her. Mayor Mullin invited the public for coffee and cake in the Atrium. 6. PLEDGE OF ALLIGENCE: Led by Mayor Mullin INVOCATION: Given by Reverend John Cantley, Grace Covenant Church PRESENTATIONS Project READ Update and Trivia Challenge Presentation of Awards - Project READ Manager Holly Fulghum-Nutters presented an overview of Project READ and its various programs. The Trivia Challenge awards were presented to 3rd place winner Rich Berger of the City of Daly City, 2nd place winner Doug Button of the South San Francisco Scavenger Company, and 1st place winner Bill Boldenweck, representing Molloy's Tavern. The Perpetual Trophy was also awarded to Molloy's Tavern. San Mateo County Traffic Deficiency Program - Mr. Walter Marton, City/County Association of Governments (C/CAG) presented information on the seven programs that the Congestion Management Agency is trying to implement to reduce traffic congestion. Childcare Program Update - Recreation Division Program Supervisor Kelli Cullinan gave a visual presentation on the programs offered under the different childcare programs. She also explained the curriculum goals, challenges and future programming. Councilmember Fernekes and Mayor Mullin complimented the Child Care programs offered by the City. AGENDA REVIEW City Attomey Mattas requested that Council, by motion and a two-thirds vote, add Aetna v. City of South San Francisco to the Closed Session. Motion-Fernekes/Second-Green: To add Aetna v. City of South San Francisco to the Closed Session. Unanimously approved by roll call vote. PUBLIC COMMENTS Mr. Greg Cochran, Executive Director, South San Francisco Chamber of Commerce thanked City staff, North San Mateo Chambers of Commerce and the North San Mateo County League of Women Voters for assistance with the Democratic nominees for the 19th Assembly Candidate's Night. The event was taped and will be shown five times for the public's viewing. He briefly described the new Chamber of Commerce Business Directory and shared that it is available to the public at the City's Libraries and at the Chamber of Commerce Office. Mr. Alvaro Bettucchi, 609 Rocca Avenue, representing the Italian American Citizens Club asked for support from the City to remove trees over the Bocce Ball Courts. He presented photos showing the condition of the courts. The main concern was the pine needles from the trees above the courts. He stated that they are unable to use the courts in wintertime. Mayor Mullin directed Acting City Manager Nagel to look into the matter. ITEMS FROM COUNCIL · Community Forum · Subcommittee Reports Councilman Green requested mile markers be put in various city parks or have the mileage listed in the City's Leisure Guide. He reported that he and his wife volunteered at Safe Harbor and commended the Councilmembers who voted for the project. Mayor Pro Tem Gonzalez thanked staff for attending the HOTHRA meeting. He reported on events he recently attended, including the South San Francisco Chamber of Commerce "Read Across America" program, Kindergarten Readiness Program Sub-Committee meeting, and the South San Francisco Chamber of Commerce Women in Business Luncheon. Councilwoman Matsumoto read a notice distributed by Fire Management Analyst, Susan Kennedy regarding the BART-SFO Extension. She thanked staff and Shelter Network for the support given to the previous tenant at 109 Longford Drive. She attended the 5th Annual Youth Services Conference sponsored by the San Mateo County Volunteer Center. Councilman Fernekes requested a report from Acting City Manager Nagel, on the lack of response from ATT for RCN to televise the Council and Planning Commission meetings. He attended the Day in the Park Sub-Committee Meeting, Conference Center Authority, and the Chamber of Commerce Annual Dinner and mentioned that this was the first year the Mayor's Award was granted. Genentech was the recipient of this year's award. He also met with the Sister City Group to discuss travel to Antotonilo, Mexico in April. Mayor Mullin announced that at the Chamber of Commerce Annual Dinner, the City of South San Francisco won a special award for their Childcare Program. He also noted that the School/City Liaison Committee did not meet and that it will be re-scheduled for the latter part of February and that all interested parties will be notified. REGULAR CITY COUNCIL MEETING MINUTES FEBRUARY 13, 2002 PAGE 2 (Recess: 9:05 p.m. - 9:16 p.m.) CONSENT CALENDAR Motion to approve the minutes of the January 23 and 30 special meetings and January 23 regular meeting 2. Motion to confirm expense claims of February 13, 2002 in the amount of $2,546,233.42 o Resolution No. 4-2002 authorizing the purging of Police Department records in accordance with Government Code Section 34090 Resolution No. 5-2002 authorizing the execution of an agreement with the County of San Mateo for the reconstruction of Alta Vista Drive between Alida Way and the South San Francisco city limit o Resolution No. 6-2002 approving the installation of a stop sign on 7th Lane at Linden Avenue o Resolution No. 7-2002 authorizing the execution of an agreement with Jane DeDecker and the National Sculptures Guild for the production and installation of a bronze sculpture entitled "Safe Haven" in the Orange Memorial Park Sculpture Garden in the amount of $30,000 Resolution No. 8-2002 approving the Second Amendment to the Potential Responsible Party Agreement for Gibson Environmental Site Remediation o Resolution No. 9-2002 supporting Proposition 42, Transportation Congestion Improvement Act Pulled from Consent Calendar, see below for discussion. Councilman Gonzalez requested Item No. 8 be pulled from the Consent Calendar. Motion- Fernekes/Second-Matsumoto: To approve the Consent Calendar Item Nos. 1, 2, 3, 4, 5, 6, and 7. Unanimously approved by voice vote. Item No. 8: Councilman Gonzalez requested an explanation on Proposition 42. City Engineer Hawkins explained that gasoline taxes be used for public transportation; city and county streets and for road repairs. The City of South San Francisco would benefit; it would double the existing funds now received. Mayor Mullin questioned if the League of California Cities has taken a stand on Proposition 42. City Engineer Hawkins confirmed that they support the measure. Motion -Fernekes/Second-Green: To approve the Resolution No. 9-2002, supporting Proposition 42, Transportation Congestion Improvement Act. Unanimously approved by voice vote. REGULAR CITY COUNCIL MEETING MINUTES FEBRUARY 13, 2002 PAGE 3 z ADMINISTRATIVE BUSINESS 9. Appointments to Personnel Board and Historic Preservation Commission Mayor Mullin announced that there was one vacancy on the Personnel Board with three applicants. Mayor Mullin requested councilmembers to cast their vote for one candidate. Rhonda Ceccato was selected to fill the remainder of the term expiring December 31, 2002. Motion-Fernekes/Second-Matsumoto: To appoint Rhonda Ceccato to the Personnel Board, the term expiring December 31, 2002. Unanimously approved by voice vote. Mayor Mullin announced that one vacancy exists on the Historic Preservation Commission with one applicant, Jeanette Acosta. Motion-Femekes/Second-Green: To appoint Jeanette Acosta to the Historic Preservation Commission, the term expiring December 31, 2002. Unanimously approved by voice vote. 10. Mid-year financial review Staff Report presented by Finance Director Steele. In response to Mayor Mullin, Director Steele clarified that the hotel occupancy will go up a modest amount this year. Director Steele explained that there has not been a formal hiring freeze and that the salary programs are in place as agreed to in MOU's. Director of Economic and Community Development Van Duyn stated that the money for Childcare is already in the City's possession and that The Childcare Impact Fee will not be affected. Director Steele responded to Mayor Pro Tem Gonzalez regarding MBIA. He explained MBIA's purpose is to audit sales tax revenues received, correct any misallocations and to audit County property tax records. Councilwoman Matsumoto questioned how the Finance Department tracked people who work out of their homes, Director Steele stated that they are on an honor system and that they can not be tracked. Councilman Fernekes asked if business licenses were in decline because of the parking tax and Director Steele confirmed that that was the case. Mayor Mullin questioned when the Finance Department was going to develop a multi-year plan, and in response Director Steele said that they are making strides by hiring a new accountant and a better financial reporting system. In the next 1- 1V2 years they will be able to do long term forecasting. Mayor Mullin thanked Director Steele for an excellent report.
