PRESENTATIONS
Recognition of Leadership Academy Graduates - Director of Human Resources Bower
introduced the City employees who recently completed the Leadership Academy program:
Laura Armanino, Mike Charon, Victoria Edwards, Laura Gigi, Joe Hunziker, Kiertikrai
Komin, Mich Mercado, Larry Radchenko, Rob Romero, Steve Van Zant, Pam Waldrep and
Leon Wilborn.
Update on RCN and AT&T - Finance Director Steele reported that both cable companies
are covering the Planning Commission and City Council meetings live. He stated that
AT&T is currently the only cable company carrying Peninsula TV (a non-profit community
resource that provides local programming and broadcasts from the College of San Mateo).
He further reported that SAMCAT is conducting a public hearing on March 14, 2:00 pm, at
the San Carlos City Hall regarding the interconnection issue between AT&T and RCN to
broadcast Peninsula TV and whether or not AT&T is in violation of its franchise agreement
with the SAMCAT agencies.
Bay Area Water Users Association - Mr. Art Jensen updated Council on the San Francisco
PUC capital improvement program and proposed legislation to renovate the Hetch Hetchy
water system (AB 1823, AB2068, and SB 1870). He stated that the system needs to be
upgraded in order to withstand earthquakes. Mr. Jensen responded to questions regarding
the financing provisions and assurances that San Francisco will pays its fair share for the
repair work. He stated that in fifteen years, when the work has been completed, water rates
will increase approximately $21 per month. He also responded that the Association is
working on the formation of a special district and is working with San Francisco to address
capacity issues and future needs. In response to Mayor Mullin, Mr. Jensen stated his
Association is non-profit and its membership is comprised of agencies that buy water from
San Francisco. He further explained that the special district will have the authority to issue
revenue bonds, that San Francisco does not gain general fund revenue profits from selling
its water, and that the Association is reviewing the list of critical projects in the CIP with the
San Francisco PUC to determine project priority.

PUBLIC COMMENTS
Mayor Mullin announced that the 5th Annual Senior Health & Fitness Fair will be held Friday,
March 15, 2002 at the E1 Camino Senior Center.
Ms. Jackie Williams, 242 Longford Drive, asked for an update on items related to the School
Liaison Committee scheduling a meeting, the Serramonte Corporate Center settlement
agreement, and signalizating Hickey Boulevard to improve the flow of traffic. She also related
information regarding two peaker power plants proposed at the SFO/United Airlines site.
Mayor Mullin responded that the School Liaison Committee has not yet scheduled a meeting.
He directed staff to respond to Ms. Williams's questions in writing. Ms. Williams advised
Council that Cai ISO is holding a meeting in March on the route of the new 28 mile 230KV
power line from San Francisco to Redwood City.

Subcommittee Repons
Mayor Pro Tem Gonzalez reported that he attended the Chamber's "Positive Attendance
Campaign" a program to improve school attendance, and San Mateo County Council of Cities'
meeting with guest speaker County Supervisor Jerry Hill. The Council of Cities asked for each
city to take a position on AB680-Steinberg (Land use: sales tax and property tax revenue
allocation). Mayor Pro Tern Gonzalez further reported that he attended the Los Cerritos PTA
Founders Day celebration, and took a tour of the County's juvenile facility.
Councilwoman Matsumoto reported attending the Los Cerritos PTA Founders Day program, the
Black Heritage festivities, and did a ride-along with Police Officer Elena Dominguez.
Councilman Fernekes reported that he attended the Los Cerritos PTA Founders Day program
and that Councilwoman Matsumoto received the honorary service award in recognition of
establishing "Friends of Los Cerritos". He further reported attending the Black Heritage
festivities and the South San Francisco High School Booster Club's annual dinner.

Mayor Mullin reported that he attended the awards ceremony based on the 2002 report,
"Children in Our Community, Report on their Health and Well Being", and that South San
Francisco received gold medals in two categories: 1) Children Are Succeeding in School, and
2) Systems Support Children. A check for $2500 was also awarded to the City.
Mayor Mullin confirmed with staff that a position on AB680 has been taken by the City in
opposition to the legislation.
CONSENT CALENDAR
1. Motion to approve the minutes of the February 13, 2002 regular meeting
2. Motion to confirm expense claims of February 27, 2002 in the amount of $1,516,192.66

Resolution No. 10-2002, authorizing submittal of HOME request for funding to San
Mateo County for affordable housing development in the amount of $500,000
o
Resolution No. 11-2002, approving Memorandum of Understanding between the City of
South San Francisco and the International Association of Firefighters (IAFF)
Motion-Gonzalez/Second-Femekes: To approve the Consent Calendar as submitted.
Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS

Resolution awarding contract to ECS Imaging, Inc. for LaserFiche, a computerized
document imagining system, in the amount of $24,908
Staff report and visual presentation given by Information Technology Director Hollis.
Director Hollis responded to questions regarding archiving documents on CDs, security
features, reducing file cabinet space, the scanning process, blocking sensitive
information, and eventually accessing documents through the City's website.
Motion-Fernekes/Second-Green: To approve Resolution No. 12-2002, awarding
contract to ECS Imaging, Inc. Unanimously approved by voice vote.
ITEMS FROM COUNCIL continued
Councilman Gonzalez reported that he attended the City employee open house at City Hall
today and announced that the American Heart Association will be holding a educational
workshop on the warning signs of heart disease on March 9, 10:00 am-12:30 pm, at the
Terrabay Community Center.
Mayor Mullin reported that yesterday he attended the unveiling of the initial plans for the new
Peninsula YMCA's facility at Terrabay. The YMCA will be soliciting the community for input
into the types of programs the facility will provide.
