She reported that 350 South San Francisco kindergartners are participating in the program. YMCA Proposed Development of North San Mateo County Facility - Ms. Lisa Christian, YMCA Executive Director, gave a visual presentation on the results of a market study of community needs and interest in a YMCA facility proposed for South San Francisco. The study recommendations include activities for adults, teens and children. The potential site is the six acres of land donated by Terrabay Phase III Development that will serve a regional area. She stated that the next step is to look at a capital feasibility plan, which will be presented to Council in January, 2003. Unity 2000 - Mr. Mark Santa Maria - not given Monthly BART Update - Ms. Nia Crowder updated Council on construction activities and alerted Council that the Colma to San Bruno third rail has been energized. She stressed that it is very dangerous to trespass and that graffiti has been found in the area. In response to questions, Ms. Crowder stated that the trains are scheduled to begin running in the Fall. AGENDA REVIEW No changes PUBLIC COMMENTS Ms. Jennifer Bower, representing Soroptimists International of San Mateo County, announced the organization will hold its annual Easter Boutique Fundraiser and Breakfast on March 23, at the Elks Lodge. Ms. Jackie Williams, 242 Longford Drive, asked for clarification on a newspaper article describing the City and County Association of Governments' four-year plan to improve traffic, and how this affects South San Francisco. Councilwoman Matsumoto responded that preparing one county-wide plan is more economically feasible for San Mateo County towns and cities rather than 20 individual plans. The plan will identify traffic congestion hot spots in the County. Councilwoman Matsumoto stated that each city is still responsible for addressing its own traffic problems. ITEMS FROM COUNCIL Community Forum Subcommittee Reports Councilman Green thanked Park Division staff for placing mile markers in several of the City parks, and announced the City's 55th Easter Egg Hunt at Orange Memorial Park on March 23. Councilwoman Matsumoto reported that the Bicycle Pedestrian Advisory Committee received four grants to fund pedestrian safety indicators at two intersection/crosswalks along Grand Avenue, bike lanes along Callan Boulevard, and path upgrades to connect Bay Trails. She acknowledged Friends of the Library for providing book pedestals at the Library, and recognized Police Chief Raffaelli and Fire Chief Lee for participating in "Dad and Me at the Library". Councilman Fernekes reported the Council Cellular Antenna Subcommittee (Gonzalez/ Fernekes) met with the Planning Commission subcommittee. Staff was given direction to come back to the subcommittee with further information. He attended the Pee Wee League's Pancake Breakfast, commended the Library Board and staff for their successful work at the Library, and the Pee Wee League's grand opening day at Alta Loma Park is Saturday, March 23. Mayor Pro Tem Gonzalez reported that he attended a meeting of the Chamber of Commerce recapping the February Workshop on Public Spaces. He also attended the Chamber's Business luncheon with a presentation given by City staff on the future challenges of South San Francisco, the annual Chinese New Year's Celebration sponsored by Dr. Peter Cheng, and a CPR training class sponsored by the American Heart Association. He announced the American Heart Association is having a fundraiser luncheon on March 15 at the Conference Center. CONSENT CALENDAR 1. Motion to approve the minutes of the February 27, 2002 regular meeting REGULAR CITY COUNCIL MEETING MARCH 13, 2002 MINUTES PAGE 2 o o Motion to confirm expense claims of March 13, 2002 in the amount of $1,832,165.38 Resolution No. 13-2002, supporting the application to the Metropolitan Transportation Commission for a Transportation for Livable Communities Capital Grant to implement infrastructure improvements identified in the South San Francisco BART Transit Village Zoning District Resolution No. 14-2002, accepting a Starbucks Foundation Grant, to support Project READ's Learning Wheels Project, in the amount of $9,000 Acknowledgement of proclamation issued: Louis Guaraldi, March 2, 2002 (90th birthday celebration) Motion-Fernekes/Second-Matsumoto: To approve the Consent Calendar as submitted. Approved by voice vote. Absent: Mayor Mullin. PUBLIC HEARING Consideration of Housing and Community Development needs and review proposed activities requesting Community Development Block Grant funds for 2002-03 Staff report presented by H&CD Manager Fragoso. She asked that comments be given to the CDBG Council Subcommittee (Matsumoto/Green) by March 19. Public hearing opened. Speakers: (Each speaker briefly described the services their agency provides and funding requests.) 1) 2) 3) 4) 5) 6) Ms. Kerry Taylor, 31 Arlington Drive, Latino Commission/Transitional Living Councilwoman Matsumoto asked for further information on the funding request and Mr. Terry Gevinini responded that the funding is to help purchase a home at 554 Railroad Avenue for transitional living. Ms. Susan Mooney, Center for Domestic Violence Prevention Councilwoman Matsumoto asked Ms. Mooney to provide staff with a list of what other CDBG funding requests are being made and the amount of funding being requested. Ms. Sara Kimberlin, Shelter Network Ms. Roxana Ardon, Latino Commission Ms. Marina Ramsey, Safe Harbor Ms. Geetha Thaker, Safe Harbor REGULAR CITY COUNCIL MEETING MINUTES MARCH 13, 2002 PAGE 3 Councilwoman Matsumoto requested Ms. Thaker provide a copy of Safe Harbor's "Intake" sheet to staff. 7) Ms. Anamaria Loya and Mr. Paul Cohen, La Raza Centro Legal 8) Mr. Paul Hamann, Families on Track 9) Ms. Diane Papan, John's Closet 10) Mr. Ray Pittsinger, Center for Independence of the Disabled 13) Ms. Barbara Liedtke, HIP Housing Councilwoman Matsumoto asked staff to provide the subcommittee with a list of what other CDBG funding and amounts HIP Housing is requesting from other agencies. 14) Ms. Barbara Walker, Youth and Family Assistance/Daybreak 15) Ms. Jackie Williams, 242 Longford Drive, questioned the allocation entitled "City Sponsored Housing Program". Manager Fragoso explained that this designated program allocation is for housing rehab loans. 16) Ms. Anika Stevens, Project Sentinel Councilwoman Matsumoto requested Ms. Stevens revise Project Sentinel's application to reflect its correct agency budget information and submit it to staff'. 17) Ms. Michele Hill, Latino Commission Mayor Pro Tem Gonzalez suggested the organization modify it "Description of Project" to reflect that it serves all low-income women and not just Latina. Public hearing closed. In the future to help expedite the public hearing process, Mayor Pro Tem Gonzalez suggested the speaker cards include the name of the organization the speaker is representing.
