1. Call to Order

3. Public Comments None.
4. Study Session:
a. Review of 2002/03 Operating Budget
City Manager Wilson explained the evening's format is to include a report from the
budget subcommittee (Fernekes/Green), a presentation from Finance Director Steel,
followed by Council discussion and direction to staff on a future course of action.
Councilman Fernekes, budget subcommittee member, stated the review was
difficult process and that the subcommittee's focus was to minimize any reduction
in service.
Finance Director Steele presented the staff report and a visual presentation (copy of
Power Point presentation and revised budget sheets distributed).
Staff responded to Council questions and items that needed clarification.
Council discussed cost saving strategies, including examining fees/cost recovery,
internal efficiencies and service levels, incremental reductions in affiliations with
outside organizations, and attendance at conferences and traveling. It was agreed
that all areas are to be looked at and no area is off the table.
By consensus of Council, Mayor Mullin directed staff to submit to the budget
subcommittee the short-term plans and longer-term strategies for budget reductions,
and to come back to Council with recommendations.
b. Review of Capital Improvement Program Budget
Visual presentation and brief overview of projects was given by City Engineer
Hawkins (handouts distributed).
Staff responded to Council questions on items that needed clarification.
5. Adjournment
Motion-Fernekes/Second-Matsumoto: To adjourn the meeting at 8:30 p.m. Unanimously
approved by voice vote.
