PRESENTATIONS
Proclamation - to former Cultural Arts Commissioner Ron Burgess - presented by
Mayor Mullin.
BART Construction Update - South San Francisco BART Liaison Nia Crowder
informed Council of recent construction work and community outreach efforts. She
stated that in future updates she will include information on the status of construction
work in other communities. She announced that South San Francisco is the temporary
control office (CO) for testing the rail and the first train event will be at the end of the
July and will run from San Bruno to SFO. Information regarding date and time will be
forwarded to Council. Mayor Mullin asked for Ms. Crowder's assistance in facilitating
a response from Mr. Steve Heminger, Executive Director/Metropolitan Transportation
Commission, to a letter sent June 28, concerning the proposed BART linear park and
clarifying BART's contradictory efforts to limit that project. Ms. Crowder stated that
she will speak with BART project manager, Mr. Emile Jilwan, about the letter and will
request that he attend a future Council meeting if necessary. Councilwoman Matsumoto
asked if there was a BART start-up date and Ms. Crowder stated that a South San
Francisco station dedication and art unveiling will be held in November. In response to
Mayor Pro Tem Gonzalez's question regarding train speed, Ms. Crowder stated that the
speed varies, but will report back to Council with more information at her next
presentation.

City Manager Wilson requested Item No. 6 be continued to the next meeting.
PUBLIC COMMENTS
Messrs. Jim Lineberger, 433 Alida Way, and Jim Contos, resident of South San Francisco,
representing Veterans of Foreign Wars Post 4103, informed Council of the Post's project to
build a Veterans Outpatient Clinic in South San Francisco to meet the needs of the 33,000-
40,000 veterans that reside in this area. It was requested that a Council resolution in support of
their efforts be considered at the next City Council meeting. Mayor Mullin directed staff to
prepare the resolution for the July 24 meeting and stated that copies will be forwarded to
Senator Rockefeller and members of the Veterans Affairs Committee.
Mr. Greg Cochran, South San Francisco Chamber of Commerce Executive Director, announced
the upcoming South City Goes Country dinner/dance at the Elks Lodge on July 26 and that it
will be a tribute to the Grand National Rodeo.
Mr. Frank Deering, address unknown, directed his concerns toward BART Liaison Nia
Crowder. He stated that he is a BART enthusiast, but objected to BART charging for parking in
its garages and that this will have a negative impact on ridership. Ms. Crowder reviewed the
proposed fee rates and responded that the BART Board of Directors is reviewing several
options and will be voting on the matter on July 26 at its headquarters at 800 Madison Street,
Oakland. The Board will conduct a review of the fees after six months.

Councilman Green reported that he attended a CDBG subcommittee (Matsumoto/Green)
meeting and a Italian American Citizens Club ad hoc subcommittee (Femekes/Green) meeting
is being scheduled for July 17, 4:00 p.m., with IACC members. He asked that City Manager
Wilson, Director Nagel, and Deputy Director Bordi be present if possible.
Mayor Pro Tem Gonzalez reported that he attended a meeting of the Water Transit Authority
and that there will be a meeting in October to discuss a ferry terminal site in San Mateo County.
In response to Mayor Pro Tem Gonzalez's request for a report on Fourth of July fireworks,
Chief Raffaelli reported that there was an increase in activities with a majority of the fireworks
being purchased in San Bruno. Mayor Mullin directed staff to prepare a letter to the City of San
Bruno hoping to persuade San Bruno from selling future fireworks.
Councilwoman Matsumoto reported on the recent CDBG subcommittee meeting to discuss a
request for emergency assistance from a local non-profit agency. She further recognized Project
Read and Friends of San Bruno Mountain volunteers for their efforts.
Mayor Mullin reported on the SFO/Community Roundtable meeting and that the Airport/FAA
will be replacing the current remote monitoring stations with more modem equipment. The
noise committees for Los Angeles, Oakland and San Francisco airports will be meeting to
discuss issues of mutual concern related to aircraft noise. He reported that the investment
policy ad hoc committee (Mullin/Matsumoto) met to look at the procedures for the investment

policies of the City to assure they are in-line with State requirements. He announced that the
meeting will be adjourning in memory of former South San Francisco Police Sergeant Ken
Metcalf.

Motion to approve the minutes of the June 19 special meeting and June 26 regular
meeting
2. Motion to confirm expense claims of July 10, 2002 in the amount of $1,416,439.32
Motion to adopt Ordinance No. 1310-2002, amending Municipal Code Chapter 20.63,
Terrabay Specific Plan District
Motion to adopt Ordinance No. 1311-2002, amending the South San Francisco Zoning
Code to reflect a change from R-2-H Medium Density Residential to R-3-L Multi-
Family Residential for 90 Oak Avenue
Motion to adopt Ordinance No. 1312-2002, amending SSFMC Chapter 20.69, Density
Regulations
Motion to adopt an ordinance amending SSFMC Chapter 3.12 to implement Council-
approved position title additions, deletions, and/or changes

Resolution authorizing the acceptance of a grant in the amount of $208,000 from the
Children and Families First Commission of San Mateo County to support Project Read's
Learning Wheels Project and a grant in the amount of $42,600 from the Peninsula
Community Foundation to support Project Read's computer lab

Councilwoman Matsumoto requested Item No. 7 be pulled from the Consent Calendar.
Motion-Gonzalez/Second-Green: To approve Consent Calendar Item Nos. 1, 2, 3, 4,
and 5. Approved by voice vote. Abstain: Mayor Mullin, Item No. 1, minutes of the
June 19 special meeting. Absent: Councilman Femekes.
Item No. 7: Library Services Supervisor Holly Fulgram-Nutters gave a brief overview of the
vital services and successes Project Read's Learning Wheels Project and new computer
lab have brought to the community.
Motion-Matsumoto/Second-Gonzalez: To approve Resolution No. 64-2002, authorizing
the acceptance of a grant in the amount of $208,000 from the Children and Families
First Commission of San Mateo County to support Project Read's Learning Wheels
Project and a grant in the amount of $42,600 from the Peninsula Community Foundation
to support Project Read's computer lab and amending the 2002-03 operating budget
(No. 03-1). Approved by voice vote. Absent: Councilman Fernekes.
