Call to Order 6:05 p.m. 2. Roll Call Present: Councilmembers Femekes, Green and Matsumoto, Mayor Pro Tem Gonzalez and Mayor Mullin Absent: None. Staff present: City Manager Wilson, City Attorney Mattas, Assistant City Manager Moss, Public Works Director Gibbs, E&CD Director Van Duyn, Finance Director Steele, Maintenance Services Deputy Director White, Chief Planner Sparks, Assistant Finance Director Woo, Senior Civil Engineers Chuck and Hahn, and Project Engineer Bhagat Others present: Mike Britten, Tony Akel, Carollo Engineers; and Sofia Skoda, Bartle Wells 3. Public Comments None. 4. Study Session: a. Purchasing, Bid and Payment Procedures Assistant Finance Director Woo gave a visual presentation and overview of the proposed changes. He explained that the reasons for the revisions are for efficiency and to improve customer service to staff. (An outline of the presentation was submitted to Council.) Council stated concerns and asked for clarification on the tracking of check requisitions, assuring there is a system of checks and balances, and an explanation on how protests will be handled for all the bidding processes. Staff stated that the State code will be followed. Mayor Mullin questioned the proposed weekly check run process and staff indicated it will be on a six month trial basis. City Manager Wilson stated that the process will be explicitly addressed before it comes back to Council for approval. bo Co With concurrence of Council, Mayor Mullin directed staff to go forward with the preparation of the draft ordinance. Update on East of 101 Developer Sewer Fees Public Works Director Gibbs gave a visual presentation of the sewer improvement master plan and financing plan. Mr. Akel reviewed the objectives of the plan and the types of improvements in the E 101 that are being proposed. (E 101 aerial photo and location map distributed to Council.) Ms. Skoda provided details on the financing plan and reviewed the development cost recovery fees. She indicated that the fees will be paid as part of the permit approval process. In response to Mayor Mullin's question regarding the current status of developer fees being charged by the City, staff indicated that an extensive analysis of all development fees is being studied and a comparison to other communities will be included. The study should be available in 60-75 days. Staff informed Council that the proposed impact fee structure will come before Council for consideration. Mayor Mullin concluded the study session. Update on Alternative Employee Benefits Item removed from Agenda. Adjournment Motion-Fernekes/Second-Matsumoto: approved by voice vote.
