The following applicants responded to questions from Council (questions are consistent
with those asked at the March 27, 2002 special meeting):

Mayor Mullin advised each of the applicants that additional interviews are scheduled for
the September 25 meeting and appointments to the Board will be considered at that time.

Absent: None
Mayor Mullin briefly commented on the events of September 11, 2001 and the failed attempt to
disrupt our country's democratic system. He announced that the meeting is to adjourn in
memory of the fire, police, and other safety officers and civilians whose loss is marked this
evening.
Mayor Mullin requested a moment of silence in memory of the victims of September 11, 2001.

PRESENTATIONS
· Day in the Park 2002 Update - Ms. Judy Bush, Day in the Park Committee member,
presented a visual presentation on the activities planned for the September 21 event.
Councilmembers Femekes and Matsumoto further discussed planned activities and
displayed souvenir wine and beer glasses to be sold.
· Introduction of new City employees - Police Chief Raffaelli introduced seven new
members of the Police Department: Brad Osbom, Mike Delfino, Christian Stenquist,
Mark O'Sullivan, Dave Stahler, Blake Molyneax, and Dexter Lawley.

· Positive Attendance Program - Mayor Pro Tem Gonzalez
Councilman Green reported that he attended State Senator Jackie Speier's public health forum
at Mills-Peninsula, and a senior picnic sponsored by the Fire Department. He reported that the
Fire Department raised over $250,000 for the Alisa Ann Ruch Burn Foundation. He also
attended the Basque festival at Orange Park, the community preservation subcommittee
meeting, the North San Mateo County Council of Cities' dinner meeting, the Sculpture Garden
dedication, and the Westborough Learning Club open house.
Councilwoman Matsumoto announced that on Wednesday, September 18, during Pollution
Prevention Week, the City is sponsoring a mercury thermometer exchange at the Municipal
Services Building; she reported that she attended a Police Department ride-along and attended
today's 9/11 ceremonies at the County Exposition Center.
Councilman Femekes reported that members of the sister cities program requested a park bench
with a plaque recognizing its founding members be placed at Orange Park. The facilities'
naming subcommittee (Fernekes/Matsumoto) recommended that the sister cities' program
purchase either a small plaque or a park bench and plaque that meets City specs, for the City to
install at Sister Cities Park. He further reported that he attended the Historical Society's
executive board meeting, and that the Society will hold its annual dinner on October 18. He
attended the Chamber pee wee golf tournament, the Basque festival, a Police Department ride-
along, visited Fire Station 61, the Council of Cities' dinner, the Sculpture Garden dedication,
the Westborough Learning Club open house, and the Historical Society's flag raising ceremony.
Mayor Mullin reported on events he attended, including the Westborough Learning Club open
house, the Sculpture Garden dedication, the Chamber's miniature golf tournament, and the
Council of Cities' dinner. He reported that the City Council will be meeting in the near future
to discuss consumer privacy legislation.
Chairman Pro Tem Gonzalez reviewed the activities he attended, including a Water Transit
Authority presentation before the Chamber of Commerce; he announced that the draft
implementation and operation plan for the proposed ferry transit system is being presented
October 1, at the Municipal Services Building. He reported on the recent funeral services for
Mr. Joseph Peace and Mr. Javier Juarez. He further reported on the Las Fiestas Patrias
festivities to be held on the front steps of City Hall on September 15, the Basque festival, the
USS McCampbell commissioning ceremony, and a Parks and Recreation karate tournament.
Councilwoman Matsumoto commented on the vandalism that has occurred at Sister Cities Park
and encouraged residents to report these types of acts to the City Manager's office.
Councilman Green reported that the bocce ball court subcommittee's (Green/Fernekes)
recommendation will be going to the Parks and Recreation Commission for consideration.
CONSENT CALENDAR
Motion to approve the minutes of the August 14 and 21, special meetings and August
14, 2002 regular meeting
Motion to confirm expense claims of September 11, 2002 in the amount of
$5,033,654.53

Resolution No. 78-2002, designating the Director of Parks, Recreation and Maintenance
Services as administrator for six licensed childcare facilities operated by the City of
South San Francisco
Motion to accept Police Department HVAC Replacement Project as complete in
accordance with plans and specifications
Resolution No. 79-2002, awarding construction contract to G. Bortolotto & Co., Inc. for
the Mission Road Resurfacing Project in an amount not to exceed $135,976.94
Motion to accept the dedication of a sanitary sewer and storm drain easement as offered
on Parcel Map No. 00-060, Lands of Hines at Bay West Cove
Resolution No. 80-2002, authorizing the execution of agreement between the
City/County Association of Governments and the City of South San Francisco to
participate in the Revenue Aligned Budget Authority for street pavement activities
Motion to accept the Chestnut Avenue at E1 Camino Real Right Turn Lane Project as
complete in accordance with plans and specifications
Resolution No. 81-2002, approving and authorizing execution of second amended joint
powers agreement between the City of South San Francisco and other agencies within
the County of San Mateo for the purpose of establishing a joint telecommunications
regulator and public utility franchise negotiation structure

Councilwoman Matsumoto requested Item Nos. 10 and 11 be pulled from the Consent
Calendar; Mayor Pro Tem Gonzalez requested Item No. 9 be pulled.
Motion-Matsumoto/Second-Green: To approve the Consent Calendar with the
exception of Item Nos. 9, 10 and 11. Unanimously approved by voice vote.
Item No. 9: Mayor Pro Tem Gonzalez requested that Finance Director Steele present the staff
report.
Motion-Gonzalez/Second-Matsumoto: To approve Resolution No. 81-2002, approving
and authorizing execution of second amended joint powers agreement between the City
of South San Francisco and other agencies within the County of San Mateo for the

purpose of establishing a joint telecommunications regulator and public utility franchise

Item No. 10: In response to Councilwoman Matsumoto's question regarding the Conflict of
Interest Code, City Attorney Mattas explained that the City Attorney's office determines
the disclosure categories for the designated positions; he briefly explained each of the
disclosure categories.
Motion-Matsumoto/Second-Femekes: To approve Resolution No. 82-2002, amending
the list of designated positions subject to the City of South San Francisco's Conflict of
Interest Code. Unanimously approved by voice vote.
Item No. 11: Councilwoman Matsumoto asked if the insurance program was "ethnicity
specific" and requested a definition of "Old Town". Community Outreach Director
Quinn introduced grant funded employee, Jennifer Chancay, who will be responsible for
managing the grant funded program. Director Quinn explained that the boundary for
Old Town is Airport Boulevard to Chestnut Avenue and Hillside Boulevard to Railroad
Avenue, and that the insurance program has no ethnicity requirement. She further
explained the origin of the program, Prop, 10 funding, survey responses, and briefly
discussed other community outreach health programs.
Motion-Matsumoto/Second-Fernekes: To approve Resolution No. 83-2002, accepting
$128,573 in revenue to support the South San Francisco Community Partnership's
Community Health Initiative. Unanimously approved by voice vote.

Mayor Pro Tem Gonzalez introduced Mr. Bruce Grantham, Community Relations Coordinator
and Principal of Adult Education. Mr. Grantham presented an overview of the Positive
Attendance Campaign Program, explaining that improved student attendance will increase
revenues for the School District. He stated that the program originated as a coordinated effort
between the School District, Chamber of Commerce and representatives of the City. He
presented campaign slogans, advertising banners and flags that will be part of the publicity
effort.
LEGISLATIVE BUSINESS

Motion to waive reading and introduce an ordinance amending SSFMC Chapter 11, to
establish preferential parking areas, and resolution approving a preferential permit
parking area for residential property near the South San Francisco BART station
Staff report presented by Police Chief Raffaelli.
In response to Councilman Fernekes' concern that the street entrance to the Promenade
development be included in the permit area, Chief Raffaelli confirmed that the area
already has limited parking signs posted.
In response to Councilwoman Matsumoto's questions regarding the permit issuing
process, Chief Raffaelli explained that community meetings will be held and a

systematic process will be conducted to distribute the permits. He further responded to
questions regarding the citation process.
In response to questions from Mayor Pro Tem Gonzalez, Chief Raffaelli explained that
the projected budget to enforce the program will be reduced for FY 2003-04. Mayor Pro
Tern Gonzalez asked that a six-month report be provided to Council. Chief Raffaelli
informed Council that BART's parking fee structure has not yet been decided.
Mayor Mullin clarified that the bulk of the 200 block of Alta Loma Drive is not within
the parking area.
Motion-Femekes/Second-Gonzalez: To waive reading and introduce an ordinance
amending SSFMC Chapter 11, to establish preferential parking areas. Unanimously
approved by voice vote.
Motion-Green/Second-Matsumoto: To approve Resolution No. 84-2002, approving a
preferential permit parking area for residential property near the South San Francisco
BART station. Unanimously approved by voice vote.

police, and other safety officers and civilians who lost their lives on September 11, 2001.
