Call to Order 6:30 p.m. (Cassette Tape No. 1) 2. Roll Call Present: Councilmembers Femekes and Matsumoto, Mayor Pro Tem Gonzalez and Mayor Mullin Absent: Councilman Green 3. Public Comments None 4. Interview applicants for Library Board The following applicants responded to questions from Council (questions are consistent with those asked at the March 27, 2002 special meeting): · Ms. Margaret Anne Mathes · Ms. Eleanor Breite · Mr. Bill Boldenweck Upon completion of the interviews, Mayor Mullin called for a recess to start the regular meeting of the Redevelopment Agency. (Recess: 7:08 pm- 7:10 pm) 5. Discussion and appointments to Library Board Mayor Mullin requested Item No. 5 be continued until after the regular meeting of the City Council. Closed Session: Pursuant to Government Code Section 54957.6, conference with Labor Negotiator Bower on Public Safety Managers, International Association of Firefighters and Police Association Time entered into Closed Session: Time reconvened into Open Session: Report from Closed Session: 7:10 p.m. 7:34 p.m., Councilmembers Femekes, Gonzalez, Matsumoto and Mullin present. Mayor Mullin reported no action taken. (Recess: 7:35 pm - 8:51 pm) 5. Discussion and appointments to Library Board (continued) Mayor Mullin asked Councilmembers to cast their votes for two applicants. City Clerk Payne announced that Ms. Eleanor Breite and Mr. Bill Boldenweck received a majority vote. Motion-Femekes/Second-Matsumoto: To reappoint Eleanor Breite to the Library Board for a third term, expiring June 30, 2005, and to reappoint Bill Boldenweck to the Library Board for a second term, expiring June 30, 2005. Approved by voice vote. Absent: Councilman Green. 7. Adjournment Motion-Matsumoto/Second-Gonzalez: To adjourn the meeting at 8:53 p.m. Approved by voice vote. Absent: Councilman Green. PRESENTATIONS · Annual Beautification Awards -Beautification Committee member Saundra Nichols announced that awards were presented to the following: Eduardo and Graciela Haro, 553 Rocca Avenue Bijen and Sneh Mishra, 1011 Hillside Avenue James and Maureen Olson, 818 Miller Avenue Jack and Jackie Drago, 122 Cuesta Drive Mr. Haro and Mrs. Drago were present to receive their awards. · Proclamation - Domestic Violence Prevention Month, October 2002; recipient: Sue Walsh, Center for Domestic Violence (not present) Mayor Mullin read the proclamation and stated it will be forwarded to the Domestic Violence Council. BART Construction Update - South San Francisco Liaison Nia Crowder reported that the target date for opening the SSF/SFO BART line is January, 2003. She gave a visual presentation and a brief report on the proposed schedules, routes and fares. In response to Council's questions, she stated that the South San Francisco station is the deepest of the four new stations, the Boy's Club requested a cyclone fence be installed around the Orange Avenue BART ventilation structure, but the nearby perimeter fence can be removed. Mayor Mullin further inquired about the proposed train schedules and asked Ms. Crowder to verify the rate from the furthest station to SFO and if the fare includes the $1.50 surcharge. Ms. Crowder stated she will report back to Council. Ms. Crowder announced that a station dedication and art opening is being planned for South San Francisco, but a date has not yet been set. AGENDA REVIEW Mayor Mullin announced that Item No. 8 is being continued. PUBLIC COMMENTS Mr. Rick Ochsenhirt, 323 Holly Avenue, representing the South San Francisco Host Lions Club, announced White Cane Day, October 4-5, 2002 at South City Car Wash. He thanked Council for sponsoring Day in the Park and reported that it is the club's number one fundraising event. Mr. Huy Lu, 183 Longview Drive, Daly City, invited Council to participate in California Falun Dafa Month, being celebrated October 16, 2002, 12:00 pm, at San Francisco Civic Center. (Information was submitted to Council.) ITEMS FROM COUNCIL · Community Forum · Subcommittee Reports Mayor Pro Tem Gonzalez announced the League of Women Voters' broadcast schedule for discussions on the November 5 ballot measures being aired on the community channel, and the Water Transit Authority meeting being held on October 1, 7:00 pm, at the Municipal Services Building. He displayed a multi-language brochure mailed to residents by the South San Francisco Scavenger Co. listing its garbage pick-up schedule and recycling program. He reported attending Day in the Park, Las Fiestas Patrias, and a meeting of the San Mateo County Area Office of Emergency Services. Councilwoman Matsumoto reported attending the Genentech Goes to Town kick-off celebration, and participating in a BART derailment rescue drill. She announced that Council and staff are making every effort to bring new retail stores to the community. Councilman Fernekes reported attending Genentech Goes to Town, the Historical Society's membership meeting, and Day in the Park. He thanked staff and the community committee for their efforts and making Day in the Park a big success. He asked that Day in the Park be agendized for the October 9 meeting. Mayor Mullin concurred with Council's reports and that Day in the Park was a success. CONSENT CALENDAR Motion to approve the minutes of the September 11, 2002 special meeting and September 11, 2002 regular meeting 2. Motion to confirm expense claims of September 25, 2002 in the amount of $2,153,038.17 REGULAR CITY COUNCIL MEETING SEPTEMBER 25, 2002 MINUTES PAGE 2 o Motion to adopt Ordinance No. 1315-2002, amending SSFMC Chapter 11, to establish preferential parking areas near the South San Francisco BART station o Resolution No. 85-2002, awarding construction contract to BRH-Garver, Inc. for the Junipero Serra Boulevard Storm Drain Repair Project in the amount of $159,013 o Resolution No. 86-2002 of Intention to approve an amendment to the contract between the Board of Administration, California Public Employees' Retirement System (PERS), and City of South San Francisco, to provide Section 21362.3 (3% ~ 50 Full Formula) for Local Safety Members o Acknowledgement of proclamations issued: Constitution Week, September 17-23, 2002; Breast Cancer Awareness Month, October 2002 Motion-Femekes/Second-Gonzalez: To approve the Consent Calendar as submitted. Approved by voice vote. Absent: Councilman Green. PUBLIC HEARING o Consideration of resolution authorizing submittal of the Consolidated Annual Performance and Evaluation Report for the Community Development Block Grant Program to the Department of Housing and Urban Development Staff reported presented by Housing and Redevelopment Manager Fragoso. Public hearing opened. In response to a question fi.om Councilwoman Matsumoto, H&RD Manager Fragoso indicated that the Downtown Commercial Fagade Improvement Program is limited to the downtown area, but redevelopment funds can be used for the E1 Camino Real corridor. Councilwoman Matsumoto asked that the report be corrected to read Community Gate Path, formerly known as Poplar RECARE. Public hearing closed. Motion-Matsumoto/Second-Femekes: To approve Resolution No. 87-2002, authorizing submittal of the 2001-2002 consolidated annual performance and evaluation report (CAPER) to the Department of Housing and Urban Development. Approved by voice vote. Absent: Councilman Green. o Consideration of mitigated negative declaration for the South San Francisco Sewer Improvement Program, Master Sewer Facility Fee Study and Sewer Facility Impact Fee for the East of 101 area - Motion to continue to October 23, 2002 Motion-Femekes/Second-Matsumoto: To continue consideration of mitigated negative declaration for the South San Francisco Sewer Improvement Program, Master Sewer. Facility Fee Study and Sewer Facility Impact Fee for the East of 101 area. Approved by voice vote. Absent: Councilman Green. REGULAR CITY COUNCIL MEETING SEPTEMBER 25, 2002 MINUTES PAGE 3 o Consideration of text amendment to modify Footnote "q" of Table 20.71.030 of the Zoning Ordinance to allow for reductions in the required rear yard setback on Substandard Reverse Comer Lots in the R-1 Zoning District to not less than 10 feet subject to the approval of a Minor Use Permit, in accordance with SSFMC Chapter 20.87 Staff report presented by Chief Planner Sparks. Public hearing opened and closed. Mayor Pro Tem Gonzalez verified the number of homes in South San Francisco that are built on substandard reserve comer lots and the noticing requirements. He asked that property owners notify neighbors, before any construction begins, that permits have been obtained. Director Van Duyn stated that staff can look at options to have applicants advise their neighbors. Motion-Femekes/Second-Matsumoto: To waive reading and introduce an ordinance amending Chapter 20.71 of the South San Francisco Municipal Code related to front, rear, and side yard regulations. Approved by voice vote. Absent: Councilman Green.
