Call to Order 6:04 p.m. (Cassette Tape No. 1) 2. Roll Call Present: Councilmembers Femekes, Garbarino and Green, and Mayor Pro Tem Matsumoto and Mayor Gonzalez Absent: None 3. Public Comments None. Review of revised interview questions (No discussion) 5. Interview applicants for Parks and Recreation Commission The following applicants were interviewed: Judy Bush · Prudencia Nelson* · Rudy Bertolozzi · Anne Marie Domm · Tuan Le · Enamari Roque-Vizzini** *Mayor Gonzalez stepped down from the dais during Prudencia Nelson's interview due to a familial relationship. ** Enamari Roque-Vizzini withdrew her application Applicants responded to the following questions: Mayor Gonzalez: We have read your application and could you talk about any work experiences, background or interests that would help you (or, have helped you) be an effective member on this particular commission? Councilman Green: To new applicants: Tell us what you know about the Park and Recreation Commission. Have you attended any meetings and what interested you about the commission? To applicants seeking reappointment: Having served as a Park and Recreation Commissioner can you cite for us what you feel you have brought to the commission. Mayor Pro Tem Matsumoto: What motivates you? Can you describe your style of interacting with other people. Councilman Garbarino: Consider and choose one word that best describes you and explain why? Councilman Femekes: Could you summarize why the Council should consider appointing (re-appointing) you to this commission? If you are not selected for this particular commission, would you want to be considered for other commissions as vacancies occur? Mayor Gonzalez: I would like to give you an opportunity to discuss any areas about which you were prepared to talk that haven't been covered. This is also your opportunity to ask Council any questions. Mayor Gonzalez concluded each interview with the comment that the commissioners/boardmembers will receive a notification letter if they miss three or more meetings. He also advised the applicants that the appointments would be made at the February 26 Council meeting. 6. Caltrain CTX Bridge Construction - Joe Siino, Project Construction Manager gave an overview of the work in progress and consented to monthly updates for the Council. AGENDA REVIEW No changes. PUBLIC COMMENTS Fran DaLosa, 398 Evergreen, stated her concerns with the proposed mm-about on Evergreen and Crestwood Drives. She said that two signals would be more efficient. She was also concerned with the reduced number of parking spaces due to comer curbs being painted red. ITEMS FROM COUNCIL · Community Forum · Subcommittee Reports Councilman Green thanked Peggy Hart for coordinating the Blood Drive and all those who donated. As a member of the Airport Roundtable, he announced that they gave a $2000 check to the South San Francisco School District to insulate a portable classroom. Vice Mayor Matsumoto announced that February is American Heart month and encouraged everyone to attend CPR and other heart related classes. She also announced that March 1 is the BART ART opening from 1 la.m to 1 p.m. at the South San Francisco BART station. She invited the public to attend the Soroptimist Sweetheart Dance at the Municipal Services Building on Friday, February 14. On January 25, she attended the Police Retirement Dinner. Councilman Garbarino acknowledged and commended the Police Department, especially Officer Thane for his effort in resolving a standoff situation. He also congratulated the business owners and individuals that received awards from the Chamber of Commerce. He reported that he visited the five fire stations, toured the streets that were in need of repairs and the Colma Creek Flood area. He thanked the Library staff for Chinese Dragon Dance Program that was held on February 8. Councilman Fernekes announced that he attended the League of California Cities Dinner, and the Police Retirement Dinner. He announced that the Sister City Committee is having a fund raiser dinner/dance for the Ballet Folklorico Alma de Mexico at Dominics Oyster Point on February 23 and that they are in need of funds for their trip to Mexico. Mayor Gonzalez reviewed the activities that he attended, including the community enrollment for health insurance for children, a workshop on Proposition 46, and the Boys and Girls Club 50th Anniversary dinner. He introduced Fire Chief Lee who described the brochures and programs that are available to the public in case of a disaster. CONSENT CALENDAR Motion to approve the minutes of the January 22 and February 4, 2003 special meetings and January 22, 2003 regular meeting 2. Motion to confirm expense claims of February 12, 2003 in the amount of $3,326,415.76 3. Resolution No. 13-2003 to accept $13,050 in grant funding to support Library programs Motion to accept ADA play area renovations project as complete in accordance with plans and specifications o Motion to accept the Mission Road resurfacing project as complete in accordance with the plans and specifications o Motion to accept the Police Department Communications Center new workstations project as complete in accordance with plans and specifications Motion to accept the alterations to Fire Station 62 project as complete in accordance with plans and specifications ° Motion to accept the Junipero Serra Boulevard storm drain repair project as complete in accordance with plans and specifications REGULAR CITY COUNCIL MEETING FEBRUARY 12, 2003 MINUTES PAGE 2 o Resolution No. 14-2003 authorizing a Cooperative Agreement with Caltrans for installation of traffic signal on E1 Camino Real (Route 82) at Arlington Drive 10. Resolution No. 15-2003 approving the memorandum of understanding with South San Francisco Chapter of the International Union of Operating Engineers, Local 39 11. Resolution No. 16-2003 amending the master fee schedule to adjust fees for existing residential building permits 12. Acknowledgement of proclamations issued: Chamber of Commerce 90th Anniversary, January 24, 2003; John Moran, Charles Davis, Ed Wilborn (retirees) January 25, 2003; Boys and Girls Club 50th Anniversary, January 30, 2003; Fran Wagstaff, February 3, 2003 Motion-Fernekes/Second-Green: To approve the Consent Calendar as presented. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS 13. Resolution approving the second amendment to the cable television franchise agreement with Comcast of California, IX, Inc. Staff report presented by Finance Director Steele. Councilman Green questioned how much the average increase would be per subscriber. Director Steele responded that the approximate increase would be $1.00 per subscriber. Mayor Gonzalez asked for clarification as to how the amount was determined. Director Steele explained that the increase would be 31/2% and that the average bill is $40.00 a month. Motion-Fernekes/Second-Matsumoto: to approve Resolution No. 17-2003 approving the second amendment to the cable television franchise agreement with Comcast of California, IX, Inc. Unanimously approved by voice vote. 14. Resolution in support of funding future South San Francisco ferry service and supporting San Francisco Bay Area Water Transit Authority Implementation and Operations Plan Staff report given by Public Works Director Gibbs. Caitlyn Waller, 651 Gateway Boulevard, Vice President, Bay Area Bioscience Center, speaking in support of the project, explained the need of ferry service to and from South San Francisco. Peter Grenell, General Manager San Mateo County Harbor District, speaking in favor of the resolution, stated that the Harbor District has been working with the Water Transportation Authority to help make this a reality. REGULAR CITY COUNCIL MEETING FEBRUARY 12, 2003 MINUTES PAGE 3 15. Steve Morrison, 120 Broadway, San Francisco, Project Manager, Water Transit Authority was available for questions from Council. Mayor Pro Tem Matsumoto questioned where the location of the terminal would be and where the ferries would be coming from and if the resolution passed would the City be responsible for the funds to support the ferry system. In response, Mr. Morrison stated that the ferries would be coming from San Francisco. The terminal in San Francisco is at the Ferry Building and the South San Francisco terminal will be at Oyster Point. At a later time, a study will be made for a direct route from the East Bay to South San Francisco. He also explained that the funding would come from potential toll bridge increases in the Bay Area and a vote to extend San Mateo County Measure A. Director Gibbs stated that the resolution was in support of the ferry system and not the funding. City Attorney Mattas responded that the resolution is a non-dollar amount specific resolution; it endorses the water ferry system on behalf of the City. Councilmember Green confirmed that the ferry would be coming from San Francisco and not directly from the East Bay. Councilmember Fernekes stated that he is in support of the ferry system coming to South San Francisco. Mayor Gonzalez commented that the planning has been in effect for more than two years and the next step is to attain the funding. He also stated that he is in favor of the ferry system coming to South San Francisco. Councilmember Garbarino stated that he is in support of the ferry system and that it will benefit the businesses in South San Francisco. Motion-Fernekes/Second-Garbarino: to approve Resolution No. 18-2003 in support of funding of future South San Francisco ferry service and supporting San Francisco Bay Area Water Transit Authority Implementation and Operations Plan. Unanimously approved by voice vote. Resolution approving the BART corridor linear park master plan Staff report presented by Assistant City Manager Nagel. Brian Fletcher, Callander Associates, presented a Power Point presentation of the BART corridor linear park master plan. (Recess: 9:02 p.m. - 9:10 p.m.) REGULAR CITY COUNCIL MEETING FEBRUARY 12, 2003 MINUTES PAGE 4 Mr. Fletcher responded to Council questions and comments. Councilmember Green questioned if the bike path would continue to San Bruno and Millbrae. Mayor Pro Tem Matsumoto commended staff and Callander Associates. She wanted to confirm that BART has committed to at least $1.5 million for the project. Councilmember Fernekes questioned the allocation of the funds once the money was available. He also commended staff and Callander Associates. Assistant City Manager Nagel advised Council that the Park and Recreation Commission approved the master plan. Councilmember Garbarino questioned when the landscape would begin. Councilmember Green asked if the bike path included space for joggers. Councilmember Femekes inquired if the City was responsible for the maintenance of the BART linear park. Mayor Gonzalez questioned if anyone recommended pedestrian overpasses for busy intersections and if the dog park was part of the master plan. Motion-Matsumoto/Second-Fernekes: to approve Resolution No. 19-2003 approving the BART corridor linear park master plan. Unanimously approved by voice vote.
