Payne, City Cleflt City of South San Francisco Pedro Gonzalez, Mayor City of South San Francisco MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING MARCH 26, 2003 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:37 p.m. (Cassette Tape No. 1) Mayor Gonzalez announced that the meeting will be adjourned in memory of former mayor, Jack Drago, and City employee, Art Christoffersen. ROLL CALL: Present: Councilmembers Femekes, Garbarino, and Green, Mayor Pro Tem Matsumoto and Mayor Gonzalez Absent: None PLEDGE OF ALLEGIANCE: Led by Mayor Gonzalez INVOCATION: Reverend John Cantley, Grace Covertant Church Mayor Gonzalez announced that high school students participating in this year's Youth Government Day program are in attendance with their respective counterparts. Councilmembers introduced their counterparts. PRESENTATIONS Emergency Preparedness Update - Emergency Coordinator Susan Kennedy provided information on the City's response to the increased threat level. She reviewed procedures and training programs being offered to employees. Mayor Pro Tem Matsumoto suggested Ms. Kennedy provide updates at each of the Council meetings. · Caltrain CTX Bridge Construction Update-Joe Siino, Construction Manager- presentation cancelled. · Colma Creek Project Update - Public Works Director John Gibbs provided background information on the Colma Creek improvement project, the environmental delays that incurred due to the spotting of an endangered bird, the Clapper Rail, and efforts to obtain the proper permit approval fi.om all the various agencies involved. He stated that through the combined efforts of local legislators and the Lindenville business/property owners, progress has been made and the County has authorized that the last phase of construction go forward through the bidding process. Director Gibbs stated that construction will begin in August. Mr. John Stein, Four Star Automotive, stated he is a member of the flood committee and introduced other committee members that were present in the audience. He thanked the City, Director Gibbs, and legislators for their efforts. He submitted a picture to Council of the Lindenville area taken in 1973, when it flooded due to a rain storm. He stated that the ir/ permit process is going forward for review by the office of the U.S. Army Corps of Engineers. Budget Update - Finance Director Jim Steele presented a visual presentation of the status of the State budget. He reported that local government cuts were not included in the packet that the Govemor signed. He reviewed Republican and Democrat proposals to balance the budget and stated that the next budget revision by the Governor will be released in May. He encouraged the public to write their legislators to not take away additional local government revenues. AGENDA REVIEW City Manager Wilson requested that Council consider Item No. 7 after the Closed Session and to move No. 8 forward on the Agenda. PUBLIC COMMENTS Mr. Philip White, 2753 Silverfox Circle, Fairfield, requested Council consider a resolution, "A resolution supporting members of the United Sates Armed Forces and declaring South San Francisco a Yellow Ribbon City". He read the resolution in its entirety and copies were distributed to Council. He stated that a similar request was made in 1991. The following speakers stated their support for the request and urged Council to approve the proposed Yellow Ribbon City resolution: Ms. Joan Coleman, 402 Northwood Drive Mr. Ken Hancock, 33 Arroyo Drive Captain Theodore Wong, 105 Skyline Drive, Daly City, Marines 23rd Regiment, San Bruno Mr. Raul Gomez, 151 Ralston Street, San Francisco Mr. Frank Deering, Past Commander, Veteran of Foreign Wars Post 4103 Ms. Angela Olcese, 3135 Goodwin Avenue, Redwood City Mr. Louis Calabro, San Bruno, president of the European-American Issues Forum, stated his group is concerned with the civil rights of European-American people and presented Mayor Gonzalez with a certificate of appreciation. Mr. Rick Gomez, 208 Armour Avenue, president of the Old Town Homeowners and Renters Association, announced that the Caesar Chavez Day celebration will be held Friday, March 28, at Morales Hall. Council discussed agendizing the Yellow Ribbon City resolution for the next regular meeting and Council concurred to schedule an emergency meeting on Thursday, March 27 at 9:45 a.m. in the City Hall conference room. ITEMS FROM COUNCIL · Community Forum · Subcommittee Reports REGULAR CITY COUNCIL MEETING MARCH 26, 2003 MINUTES PAGE 2 IY? Councilman Green reviewed the activities he attended during the past two weeks, including a training session given by the SFO Aircraft Nose Abatement Program, Youth Government Day, Pee Wee League's grand opening day, the Police Association's Widow and Orphans fundraiser dinner. Mayor Pro Tern Matsumoto recognized Police Sergeant Mike Brosnan for receiving the Lion's Area Award for Service with PAL. She reported on Council's recent study session on the Child Care Facility Fee Implementation Plan that will be moving forward, and Greek Independence Day celebration. She stated that the Community Development Block Grant program subcommittee (Matsumoto/Garbarino) met with staff to discuss FY 2003-04 allocations. Councilman Garbarino reported attending the League of Women Voters' Decision Makers Dinner on Emergency Preparedness, the Greek Independence Day celebration, the Library's create your own bookmark and envelope program, and the SFO noise workshop. He reported that a book has been written by Jackie Kious on the history of the South San Francisco Fire Department and that a presentation was made to Council on the City's new website. He recognized Finance Director Steele for receiving a Certificate of Recognition from the California Society of Municipal Finance Officers. Councilman Femekes reported attending the Library's bookmark workshop, and the Historical Society's quarterly meeting with entertainment provided by the San Mateo Golden Chordsmen. He recognized Sergeant Mike Brosnan for receiving the Peninsula Council of Lions Area Award of Service for the work he has done with PAL. Councilman Femekes reviewed other activities he attended including the 3rd Annual Pee Wee League grand opening, attended former Cultural Arts commissioner Ron Burgess's art show in San Mateo, the facilities naming subcommittee (Fernekes/Matsumoto) met to discuss the request to name a ball park at Alta Loma Park after former mayor Gus Nicolopulos and that the request has been forwarded to the Parks & Recreation Commission for a recommendation. He stated that he co-chaired the Police AssociatiOns' Widows and Orphans fundraiser which raised over $5000. Mayor Gonzalez reported attending the 19th Annual Women's Hall of Fame, a meeting of the Commission on the Status of Women, the Colma Creek Flood Committee meeting, a workshop at the Community Learning Center with Hispanic community organizations, and a Positive Attendance Campaign meeting. Youth Government Day students were excused from the meeting. CONSENT CALENDAR 1. Motion to approve the minutes of the March 12, 2003 special meeting 2. Motion to confirm expense claims of March 26, 2003 in the amount of $1,513,970.69 Motion to adopt an Ordinance No. 1321-2003, amending SSFMC Chapter 4.04, Purchasing System Resolution No. 22-2003, awarding contract to American Asphalt R&R Inc. for the 2002- 03 Street Slurry Seal Project in the amount of $94,133.21 REGULAR CITY COUNCIL MEETING MARCH 26, 2003 MINUTES PAGE 3 Resolution No. 23-2003, authorizing the execution of Joint Powers Agreement continuing the City's participation in the City/County Association of Governments (C/CAG) Motion-Garbarino/Second-Femekes: To approve the Consent Calendar as submitted. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS (Recess: '8:54 p.m. - 9:03 p.m.) 8. Resolution supporting AB264 allowing school districts to use a portion of special reserve funds for operational expenses Staff report presented by Assistant City Manager Nagel. Dr. George Kozitza, 398 B Street, speaking in favor of the item, provided information on the school programs being reduced or eliminated. He stated that this is a one-time action to get through the 2003-04 fiscal year. Mr. Steve Savage, 308 Linden Avenue, president of the South San Francisco Classroom Teachers Association, speaking in favor of the item, urged Council to support AB264. He stated a rally in support of public education is proposed for April 10, on the front steps of City Hall, 5:30 p.m. Mr. Phil Weise, 222 Brentwood Drive, School District Trustee, speaking in favor of the item, addressed potential programs that may be eliminated to meet a $2.5-$3 million budget cut. He stated that AB264 will allow the school district to use its reserves without penalties. He urged the community to write to Assemblyman Mullin to state their support for AB264. Councilmembers stated their support for AB264. Mayor Pro Tem Matsumoto asked for verification that AB264 is the correct bill number, and Dr. Kozitza confirmed that it is. Mayor Gonzalez asked if the teachers who received pink slips will be re-hired. School Board Trustee Weiss explained that the school district is required by the Education Code to send out notices in March for the next school year and hopefully the pink slips will be rescinded. Motion-Fernekes/Second-Green: To approve Resolution No. 24-2003, supporting AB264, a bill allowing the use of a portion of special reserve funds for operational expenses for the South San Francisco Unified School District. Unanimously approved by voice vote. Report fi.om Community Outreach Director Heather Quinn on Quality of Life in South San Francisco Report presented by Director Quinn, Jennifer Chancay and Scott Nabity. REGULAR CITY COUNCIL MEETING MINUTES MARCH 26, 2003 PAGE 4 Mayor Pro Tem Matsumoto requested statistics on education levels, number of interviews conducted in Spanish-only or English-only, a breakdown on ethnicity with the numbers of years living in South San Francisco. Mr. Nabity stated that information can be produced. In response to Councilman Femekes, Director Quinn reviewed the Community Collaborative's next steps to initiate health insurance outreach and job connection programs. Mayor Gonzalez discussed with Director Quinn the need for adult health insurance and that more health programs are available for children than adults. In response to the report's survey that there is a lack of trust for local government in the Old Town area, Mayor Gonzalez commented that it may be caused by a combination of a language barrier, misunderstanding, and not being involved in the community. (Recess: 10:07 p.m. - 11:19 p.m.) 7. Resolution approving amendment to employment agreement with City Manager Staff report presented by City Attomey Mattas. He stated that the agreement before the Council for consideration would amend the City Manager's contract by extending it through January 22, 2005, thereby making it a new two-year contract, effective January 23, 2003. The City Council subcommittee has recommended that the Council increase the compensation level to the 75th percentile that will result in a $547 per month salary increase. There are no other changes proposed to the City Manager's contract. Motion-Femekes/Second-Matsumoto: To approve Resolution No. 25-2003, approving Amendment No. 9 to the employment agreement between the City of South San Francisco and Michael A. Wilson. Approved by the following voice vote: Ayes: Councilmembers Femekes, Garbarino and Green, and Mayor Pro Tem Matsumoto. Noes: Mayor Gonzalez.
