1. Call to Order. TIME: 6:48 P.M.

ABSENT: None.
Mayor Garbarino requested that the meeting be adjourned in honor of Ronald Sciandri, Sr., former
Assistant Fire Chief in the City of South San Francisco.
3. Public Comments.
None.
4. Agenda Review.
No Changes.
CONSENT
5. Resolution No. 136-2015 awarding the construction contract to Alex Kushner
General Contractor of San Francisco, California, for the Permit Center Upgrade
Project in an amount not to exceed $174,000.00 and rejecting all bid protests.
(Patrick Caylao, Associate Engineer).
Councilman Gupta mentioned the Planning Department Conference Room and recommended staff
address ventilation issues and increase the size of the space. Council discussed potential adjustments

to reconfigure the area if needed, the renovation schedule, and the bid protests.
6. Resolution No. 137-2015 amending the Salary Schedule, effective November 18,
2015, by assigning a salary range for the Child Care Assistant Supervisor job
classification in the Mid-Management Bargaining Unit and City Clerk Records
Technician job classification in the confidential bargaining unit. (Mich Mercado,
Human Resources Manager).
In response to a question from Council, Human Resources Director LaTanya Bellow confirmed these
were newly created positions.
7. Resolution No. 138-2015 approving a first amendment to the Affordable Housing
Agreement with City Ventures for the Project at 1256 Mission Road. (Armando
Sanchez, Housing Consultant):
Motion—Councilman Gupta/Second—Vice Mayor Addiego: to approve Consent Items No. 5, 6 and
7. Unanimously approved by roll call vote.
ADMINISTRATIVE BUSINESS
8. Presentation of 2014-15 Year End Financial Results and Resolution No. 139-2015
authorizing budget closing. (Richard Lee, Finance Director).
Finance Director Lee provided an overview of South San Francisco's financial condition detailing
revenue sources and expenditures, and highlighting General Fund Revenues at year-end compared to
the final amended budget. Director Lee proceeded with staff recommendations, including transferring
$6.1 million dollars from General Fund Reserves to the Infi-astructure Reserves since the existing
balance will only address a fraction of the City's infrastructure needs.
Council asked a series of clarifying questions and emphasized the need for targeted growth, staff
retention rates, and anticipated funds from Measure W. No further direction was given.
Motion—Vice Mayor Addiego/Second—Councilwoman Normandy: to approve Resolution No. 139-
2015 authorizing budget closing. Unanimously approved by roll call vote.
9, Resolution No. 140-2015 approving a Cooperative Agreement with the Peninsula
Corridor Joint Powers Board for the South San Francisco Caltrain Station
Improvement project and amending the 2015-2016 Capital Improvement Program
Budget. (Brian McMinn, Director of Public Works).
Director of Public Works McMinn explained the draft Cooperative Agreement includes amendments
to allow previously approved fund transfers to take place, in addition to allowing plan changes for
boarding height scenarios, electrification, and accessibility adjustments. Council asked clarifying
questions and discussed design specifications.
Motion—Councilwoman Matsumoto/Second—Councilman Gupta: to approve Resolution No. 140-
2015. Unanimously approved by roll call vote.

PUBLIC HEARING
10. Introduction of an Ordinance establishing an Underground Utility District along
Spruce Avenue from Railroad Avenue to Park Way, and directing staff to develop
a list of future underground utility districts (CIP Project ST1204). (Sam Bautista,
Principal Engineer and Kathleen Phalen, Swinerton Management).
Public Hearing opened: 8:22 P.M.
Principal Engineer Sam Bautista provided a boundary map for the proposed underground utility
district, and introduced Kathleen Phalen of Swinerton Management. Phalen discussed anticipated
costs and negotiations, compiling a list of future undergrounding projects, and mentioned
requirements for property owners, within the district including the need for property access, potential
utility conversion, and digging trenches. Bautista presented a slide show of future projects.
Resident Frank Vicira addressed Council expressing concern over impacts to his property, which is a
historical home within the proposed district. He also noted that a number of fellow neighbors wanted
to attend this meeting but were discouraged by the change in location.
Council and Staff expressed concern over the low turn:-out for this public hearing and agreed to
continue the item at the January 27, 2016 meeting.

Being no further business Mayor Garbanno adjourned the meeting at 8:49 P.M. in memory of Ronald
Sciandri, Sr.
