PLEDGE OF ALLEGIANCE Led by City Manager Futrell. AGENDA REVIEW No Changes. PRESENTATIONS • Presentation of Fire Prevention Month Poster Contest Winners —Fire Marshal Luis Da Silva or designee. Fire Marshall Da Silva and staff gave Fire Safety presentations to local schools and requested artwork submissions that reflected the Fire Prevention Month theme "Hear the Beep Where You Sleep — Every Bedroom Needs a Working Smoke Alarm." Committee Chair Benavides announced the following award winners: Multi-Unit Dwelling Award Category 216 San Felipe Avenue, Richard Busalacchi Residential Award Category 334 Alta Loma Drive, Donna Taylor 669 Spruce Avenue, Marilyn Rossovich 421 Beech Avenue, Robert Charlene Rouspil 131 Valleyview Way, Maria Delamerced Commercial Award Category Brothers Furniture, 1103 El Camino Real • El Nino Update. Public Works Director McMinn detailed various City Departments' roles in preparation for the upcoming El Nino storm season. He highlighted using social media accounts for up-to-date alerts and safety tips, teaming up with the County for support, managing distress calls and communications, as well as setting up shelter and equipping maintenance trucks. McMinn added Parks Maintenance staff will be providing sandbags for residents, checking storm drains, culverts, pump stations and catch basins, in addition to prioritizing tree trimming requests, and inspecting City facilities. Councilwoman Matsumoto inquired about alerts getting to residents without access to electronic notifications. McMinn assured they would track historically at-risk areas for flooding and make physical notices as well as performing preventative maintenance and doing wellness checks. Disaster Preparedness Manager Ken Anderson said they are in touch with residents at facilities who may need assistance, encouraged residents to call 9-1-1 if needed, and added they would check in on landlines and by going door to door. Vice Mayor Gupta expressed confidence in the City's preparatory efforts. Mayor Addiego encouraged residents to contact public works with relevant concerns. • Proclamations honoring the City's retiring Assistant City Manager, Jim Steele and Chief Innovation Officer, Doug Hollis respectively presented by Councilman Garbarino. Mayor Addiego and Vice Mayor Gupta presented the Proclamations. Both Mr. Steele and Mr. Hollis expressed great pride in the time spent working for the City, excitement for the future, and showed appreciation for the staff they had worked with over the years. REGULAR CITY COUNCIL MEETING DECEMBER 9,2015 MINUTES PAGE 3 • Presentation to Mr. and Mrs. Zemke and Mr. and Mrs. Casagrande by Councilman Garbarino. Councilman Garbarino presented a Certificate of Recognition acknowledging the time and volunteerism the Zemke and Casagrande families had dedicated to the Historical Society and City events. PUBLIC COMMENTS Resident Bill Demeter addressed Council to speak about ineffective LED lighting used in street lamps. He complained about visibility and safety issues, particularly with the recent rise in burglaries and crime. Mayor Addiego noted many residents have raised similar concerns and asked staff to set up a future opportunity to discuss street lights. Councilman Garbarino mentioned performing an aerial survey. COUNCIL COMMENTS/REQUESTS Councilwoman Matsumoto reported promising ridership for the ferry and asked the City Attorney to revisit the temporary sign ordinance. She also requested that the meeting be adjourned in honor of Floria Martinucci Vice Mayor Gupta thanked residents for attending the Reorganization Meeting and requested that staff revisit the Local Attractions page on the City Website. Mayor Addiego showed appreciation for the Zemkes' and Casagrandes' local efforts. He requested that the meeting be adjourned in honor of Blanche Gemignani. CONSENT CALENDAR 1. Motion approving the Minutes of meetings of October 7, 2015, October 28, 2015,November 4, 2015 and November 16, 2015. 2. Motion confirming payment registers for December 9, 2015. 3. Motion to cancel the regular City Council meeting of December 23, 2015. 4. Resolution No. 142-2015 approving the purchase of an Advanced Life Support Ambulance in the amount of $330,537; and authorizing the City Manager to enter into a Purchase Agreement with Emergency Vehicle Group, Inc. for the purchase and construction of an Advanced Life Support Ambulance; and approve the purchase of equipment related to this apparatus not to exceed a combined total of$360,000.00. (Fire Chief Kohlmann). 5. Resolution No. 143-2015 authorizing the Purchase of 110 Police Portable Radios in the amount not to exceed $92,901.42. (Jeff Azzopardi, Police Chief). Resolution No. 144-2015 amending the Salary Schedule, effective December 9, 2015, by assigning a salary schedule for the Information Technology Manager job classification in the Mid-Management Bargaining Unit. (LaTanya Bellow, Human Resources Manager). 7. Resolution No. 145-2015 authorizing the filing of a grant application for Community Development Block Grant (CDBG) funds allocated through the City of Daly City to support Project Read and authorizing the Finance Director to adjust the 2016-2017 revenue budget upon receipt of a grant award. (Valerie Sommer, Library Director). 8. Resolution No. 146-2015 authorizing the acceptance of$3,500 in grant funding from Pacific Gas and Electric Company to install a shade structure at Centennial Way Dog Park and amending the Parks and Recreation Department 2015-16 Operating Budget. (Sharon Ranals, Director of Parks and Recreation). 9. Resolution No. 147-2015 authorizing the acceptance of$9,000 in grant funding from United Way of the Bay Area to support the Volunteer Income Tax Assistance (VITA) Program at Project Read and the Community Learning Center, and amending the Library Department's 2015-2016 Operating Budget. (Valerie Sommer, Library Director). Item No. 4 — Fire Chief Kohlmann answered clarifying questions about the life span of emergency vehicles. Item No. 7 — Councilwoman Matsumoto requested inclusion of grant amounts for transparency purposes, adding the grant at issue was valued at $20,000. Council spoke highly of Project Read efforts. Item No. 8 — Parks and Recreation Director Sharon Ranals explained the shade structure would be made of a durable fabric that could be replaced. Motion — Councilman Garbarino/Second — Vice Mayor Gupta: to approve the Consent Calendar. Unanimously approved by roll call vote. ADMINISTRATIVE BUSINESS & PUBLIC HEARING 10. Actions related to proposed Brookwood Equities, LLC Development at 201-219 Grand Avenue and 418 Linden Avenue. a. ADMINISTRATIVE BUSINESS: Resolution No. 148-2015 approving a Disposition and Development Agreement between the City of South San Francisco, the Successor Agency to the Redevelopment Agency of the City of South San Francisco, and Brookwood Equities, LLC for 418 Linden Avenue. (Alex Greenwood, Economic& Community Development Director). b. PUBLIC HEARINGS: (i) 255 Cypress Avenue Mixed-Use Development - Use Permit, Design Review, Parking Reduction and Affordable Housing Agreement to construct a new 5-story mixed-use building with approximately 6,000 square feet of commercial space and 46 residential units with REGULAR CITY COUNCIL MEETING DECEMBER 9,2015 MINUTES PAGE 5 mechanical parking stackers at 255 Cypress Avenue in the Grand Avenue Core (GAC) Zoning District in accordance with Chapters 20.280, 20.300, 20.330, 20.380, 20.480 and 20.490. (Ron Gerber, ECD Housing Manager). (ii) 488 Linden Avenue Multi-Family Residential Development - Use Permit, Design Review, Parking Reduction and Affordable Housing Agreement to construct a new 5-story residential development consisting of 38 apartments with mechanical parking stackers at 488 Linden Avenue in the Downtown Transit Core (DTC) Zoning District in accordance with Chapters 20.280, 20.300, 20.330, 20.380, 20.480 and 20.490. (Ron Gerber, ECD Housing Manager). Public Hearing Opened: 8:38 P.M. ECD Director Greenwood presented the staff report and stated that he was looking forward to seeing these downtown development project plans come to fruition and thanked Council and staff for their assistance in the process. Director Greenwood provided a project overview, discussed community benefits and detailed financial information. A representative from Brookwood Equities came forward to thank City Council and staff for all of their assistance. He expressed confidence in this public-private partnership and was anticipating moving forward with the process. Council made comments and asked clarifying questions about the financing plan, aesthetics, collaboration efforts, sidewalk widths, graffiti, parking, and default provisions. Public Hearing Closed: 9:34 P.M. Motion—Councilman Garbarino/Second—Vice Mayor Gupta: to adopt Resolution No. 148-2015. Unanimously approved by roll call vote. Motion — Councilwoman Matsumoto/Second — Councilwoman Normandy: to adopt Resolution No. 149-2015. Unanimously approved by roll call vote. Motion — Councilman Garbarino/Second — Councilwoman Matsumoto: to adopt Resolution No. 150-2015. Unanimously approved by roll call vote. ITEMS FROM COUNCIL—COMMITTEE REPORTS AND ANNOUNCEMENTS Councilwoman Normandy provided updates from the Housing Endowment and Regional Trust Board Meeting she attended. Councilman Garbarino discussed the Grand Boulevard Initiative Meeting he attended and highlighted the need for affordable housing. Vice Mayor Gupta brought up the Metropolitan Transportation Commission and Association of Bay Area Governments merger.
