business, we proceed as follows:
The regular meetings of the City Council are held on the second and fourth Wednesday of each month at
7:00 p.m. in the Municipal Services Building, Community Room, 33 Arroyo Drive, South San Francisco,
California.
Public Comment:For those wishing to address the City Council on any Agenda or non-Agendized item,
please complete a Speaker Card located at the entrance to the Council Chamber’s and submit it to the City
Clerk. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public
comment. California law prevents the City Council from taking action on any item noton the Agenda
(except in emergency circumstances). Your question or problem may be referred to staff for investigation
and/or action where appropriate or the matter may be placed on a future Agenda for more comprehensive
action or a report. When your name is called, please come to the podium, state your name and address
(optional) for the Minutes. COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER.

CONSENT CALENDAR
1.Motion to approve the minutes of June 9,2010.
2.Motion to approve expense claims of June 23, 2010.
3.Waive reading and adopt an ordinance updating Chapter 6.48 of the South San Francisco
Municipal Code, related to Special Event Permits.
4.Resolution supporting submission of a grant application for the Safe Routes to School
Program.
5.Resolution adopting findings that the provision of loans for the development of a mixed-
used affordable housing development at 636 El Camino Real will be of benefit to the El
Camino Corridor Redevelopment Project Area.
6.Resolution awarding Consulting Services Agreement to Noll & Tam Architects and
Planners for design services of the Fire Station 63 Upgrade project in an amount not to
exceed $168, 557.

Design Review, Affordable Housing Agreement and Negative Declaration to construct a
mixed-use (commercial/residential) development including approximately 5,000 square
feet of retail space on the ground floor and 109 residential units, surface and below grade
parking on a 2 acre site located at 636 El Camino Real in the El Camino Real Mixed Use
(ECRMX) Zone District in accordance with SSFMCChapters 20.25, 20.82, 20.84, 20.85
& 20.125.
Resolutions (1) making findings and adopting the Initial Study and Negative Declaration
and (2) making findings and approving Design Review and an Affordable Housing
Agreement for the Mid Peninsula Housing Coalitions’ project at 636 El Camino Real.
8.Resolution Recommending that the San Mateo County Flood Control District impose
basic and additional charges for funding the expanded scope of work for the 2010-2011
Countywide National Pollution Discharge Elimination System (NPDES) General
Program.
9.Resolutions (1) approving Stormwater Management service charges for the fiscal year
2010-2011; and (2) adopting a report of Stormwater Management Service Fees for fiscal
year 2010-2011.
10.Resolution establishing increased sewer service rates effective Fiscal Year 2010-11,
amending the master fee schedule to include the rates, and adopting the Report of Annual
SewerRentals or Chargesfor FY 2010-2011.
ADMINISTRATIVE BUSINESS
11.Fiscal Year 2010/2011 Budget: a) Resolution approving the Conference Center Fiscal
Year 2010-2011 Budget and b) Resolution approving interim funding for Fiscal Year
2010-2011 for the South San Francisco Conference Center.
12.Resolution for the Certification of the City’s Investment Policy for Fiscal Year
2010/2011.
13.Fiscal Year 2010/2011 Budget: a) Resolution approving the 2010/2011 Operating Budget
for the City of South San Franciscoand appropriating the corresponding funds;b)
Resolution providing the Interim Spending Authority for the first 60daysof the 2010-
2011 fiscal year; c) Resolution adopting revisions to the Master Fee Schedule for 2010-
11 fees for services.

ARESOLUTION ADOPTING FINDINGS THAT THE PROVISION OF LOANS
FOR THE DEVELOPMENT OF A MIXED-USE AFFORDABLE HOUSING
DEVELOPMENT AT 636 EL CAMINO REAL WILL BE OF BENEFIT TO THE
EL CAMINO CORRIDOR REDEVELOPMENT PROJECT AREA
WHEREAS, theRedevelopment Agency of the City of South San Francisco
Agency
(“”) is a redevelopment agency existing pursuant to the Community
Redevelopment Law, California Health and Safety Code Section 33000, et seq. (the
CRL
“”), and pursuant to the authority granted thereunder, has the responsibility to carry
Redevelopment Plan
out the Redevelopment Plan (the “”) for the El Camino Corridor
Project Area
Redevelopment Project Area (the “”);
WHEREAS,theAgency seeks development of certain real property located in the
City of South San Francisco adjacent to the Project Area at 636El Camino Realand
Property
knownas San Mateo County Assessor’s Parcel No. 014-160-040(the “”);
WHEREAS,MP South City,L.P., a California limited partnership and MP South
Developers
City II, L.P., a California limited partnership (collectively, the “”) propose to
develop a mixed-use residential developmenton the Propertythat will be available at
Project
affordable rentsto low-,verylow-, and moderate-income households (the “”);
WHEREAS, the Project will be of benefit to the Project Area because it will be
in close proximity to the Project Area and will increase the supply of housing that is
affordable to low-and moderate-income residents of the Project Area and the City;
WHEREAS, the proposed Agency financing for the Project includes loans in the
aggregate principal amount of Nine Million, Five Hundred and Nine Thousand Dollars
Loans
($9,509,000)(the “”) to be funded from the Agency’s Low and Moderate-Income
Housing Set-Aside Fund;and
WHEREAS, the terms and conditions for the proposed Loans are more
particularly described in Loan Term Sheets, copies of which have been provided to the
City Council;

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
South San Francisco that it herebyfinds that the development of the Property in
accordance with the OPAand the provision of the Loansfor the Project will facilitate the
development of housing for low, verylow-and moderate-income householdsand will be
of benefit to the Project Area.
