PEOPLE OF SOUTH SAN FRANCISCO
You are invited to offer your suggestions. In order that you may know our method of conducting Council
business, we proceed as follows:
The regular meetings of the City Council are held on the second and fourth Wednesday of each month at
7:00 p.m. in the Municipal Services Building, Community Room, 33 Arroyo Drive, South San Francisco,
California.
Public Comment: For those wishing to address the City Council on any Agenda or non-Agendized item,
please complete a Speaker Card located at the entrance to the Council Chamber’s and submit it to the City
Clerk. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public
comment. California law prevents the City Council from taking action on any item not on the Agenda
(except in emergency circumstances). Your question or problem may be referred to staff for investigation
and/or action where appropriate or the matter may be placed on a future Agenda for more comprehensive
action or a report. When your name is called, please come to the podium, state your name and address
(optional) for the Minutes. COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER.

The City Clerk will read successively the items of business appearing on the Agenda. As she completes
reading an item, it will be ready for Council action.

1. Motion to approve the Minutes of meetings of June 6, 2012 and June 13, 2012.
2. Motion to approve expense claims of June 27, 2012.
3. Motion to submit a grant application for the Highway Safety Improvement Program
(HSIP) Cycle 5.
4. Resolution awarding a Construction Contract to Midstate Barrier, Inc., of Stockton, CA
for the Sister Cities Guardrail Project (Project No. ST1103), Federal Project No. HSIP-
5177(024), in an amount not to exceed $151, 790.
5. Resolution authorizing the City Manager to execute an Exclusive Authorization and
Right to Lease Agreement between SRS Real Estate Partners and the City of South San
Francisco for the retail space at 636 El Camino Real.

6. Resolution establishing the Sewer Service Rates effective for the Fiscal Year of 2012-
2013 and adopting a Report of the Annual Sewer Rentals or Charges for Fiscal Year
2012-2013.
7. Resolution approving Stormwater Management Service charges for Fiscal Year 2012-
2013; and a Resolution adopting a Report of Stormwater Management Service Fees for
Fiscal Year 2012-2013.
8. Resolution approving the Capital Improvement Program (CIP) for Fiscal Year 2012-
2013, and authorizing staff to prepare plans and specifications for construction bids for
construction advertising of projects under this program.

9. Resolution approving the City’s Investment Policy for 2012-13.
10. 2012-13 Budget Items:
a. Resolution adopting the 2012-13 Operating Budget.
b. Resolution approving changes to the 2012-13 Master Fee Schedule for fees for

11. Resolution Providing Interim Spending Authority for the first 60 days of the 2012-13
Fiscal Year.
