CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE REASSIGNMENT
OF A POLICE SERGEANT TO THE DEA TASK FORCE
AND ADDITION OF ONE VEHICLE TO THE POLICE
DEPARTMENT FLEET; AND AMENDING THE POLICE
DEPARTMENT’S FISCAL YEAR 2013-14 OPERATING
BUDGET
WHEREAS, the City of South San Francisco (“City”) staff recommends that the City
Council adopt a resolution authorizing the reassignment of a Police Sergeant to the Drug
Enforcement Administration (“DEA”) Task Force; and
WHEREAS, City staff also recommends the City Council authorize the Police
Department to purchase a police vehicle for the Police Sergeant’s use with the Task Force; and
WHEREAS, the 2013-2014 Fiscal Year Operating Budget will be amended to include the
Police Sergeant reassignment, travel, and supply and equipment costs, and vehicle purchase; and
WHEREAS, there is sufficient funding in the Police Department’s Asset Seizure Fund to
cover these expenditures.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby approves the reassignment of a Police Sergeant to the DEA
Task Force and the addition of one police vehicle to the Police Department’s fleet.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to appropriate $51,000 from Asset Seizure Funds for the
following expenditures to support the DEA Task Force program participation:
$40,000 is allocated to the Equipment Replacement Fund budget to purchase a vehicle for
the DEA Task Force assigned Police Sergeant; and
$10,000 is allocated for vests and other required equipment related to the DEA
Task Force program; and
$1,000 is allocated for miscellaneous travel expenses related to the DEA Task Force
program.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
hereby authorizes the City Manager to execute any required documents consistent with the intent of
this resolution, subject to approval by the City Attorney.

SALARY SCHEDULE FOR THE AFSCME BARGAINING UNIT
RECOMMENDATION
It is recommended that the City Council adopt a resolution amending the 2013-14 fiscal
year budget adding the position of Supervising Library Specialist and revising the salary
schedule for the AFSCME bargaining unit.
BACKGROUND/DISCUSSION
Over the past several years, the Library Department has worked towards a realignment of the
department to enable us to provide the best service to the community in an efficient manner. As
part of this realignment, our staffing structure has been streamlined by adjusting our Library
Program Manager team from 7 to 4 positions through the combining of divisions as Library
Program Managers retired. With the salary savings realized through this process, we have
strengthened front line staffing to enable us to provide increased services to address important
and emergent needs of the public.
After reviewing employee classifications to match service delivery in an environment which has
dramatically changed in recent years, we recommend replacement of two Library Assistant II
positions with two Supervising Library Specialists. These positions will provide more efficient
oversight of specific sections of the Library. The Supervising Library Specialist positions will be
filled by an internal promotional recruitment.
The Council passed Ordinance #1447-2011 in July 2011 providing that the City Manager has the
authority to create and delete classifications within the city’s employment classification system.
In July 2013 the City Manager authorized creation of a new position, Supervising Library
Specialist in the AFSCME bargaining unit.
Pursuant to Municipal Code 3.04.020, Council must approve any revisions to the city's
compensation plan. As part of the 2013-14 adopted budget, Council approved increasing the
funding of two Library Assistant II positions to the Librarian I salary scale. The department
recommends filling these positions as Supervising Library Specialists, with the same salary range
as the Librarian I position.

Council must now approve the salary range for the Supervising Library Specialist and this
resolution would accomplish that. Staff has determined a competitive salary to be:

Funding for these positions is included in the 2013-2014 fiscal year budget.
CONCLUSION
By approving a resolution revising the 2013-14 fiscal year budget and the AFSCME unit salary
range for the position of Supervising Library Specialist, the positions can be filled.

Supervising Library Specialist
Class Description
Definition
Under general supervision, performs a wide variety of paraprofessional and technical work
involved in patron, technical and computer services; trains, coordinates, schedules and
supervises clerical and paraprofessional staff and volunteers performing a wide variety of
activities associated with technical, circulation and patron services; prepares standard and
specialized reports using the library’s patron, collection and circulation databases; provides
specialized reference and programming services; and performs related duties as assigned.
Distinguishing Characteristics
This is an advanced journey-level classification in the Library Assistant series and is
distinguished from the Library Assistant I and II by the level of responsibility assumed and the
complexity of duties assigned. Employees perform the most difficult and responsible duties
assigned to positions in the Library Assistant class, including responsibility for a functional
service area. Employees assume increased responsibility in preparing standard and specialized
reports from the library’s patron, collection and circulation databases, and increased
responsibility in planning, organizing and coordinating library circulation and technical services
or providing specialized reference and programming services.
Typical and Important Duties
1. Organizes, coordinates, and directs an assigned function or program in the library such as
Acquisitions, Circulation, Automated or Branch services.
2. Provides technical assistance to library programs by preparing and assisting with
interpretation of routine and specialized reports from the library circulation, patron and
collection database; troubleshoots reports for accuracy; works with PLAN (Peninsula Library
Automated Network) as needed.
3. Assigns, supervises, and evaluates the work of subordinate staff and volunteers.
4. Provides full range of “circulation” services; trains staff on public service desk functions and
operations; performs routine and complex work in directing circulation services activities;
supervises and coordinates the “floor-level” tasks to insure library materials are checked in
and re-shelved in a timely fashion and in the correct order; coordinates shifting of collections
for accessibility and display as needed.
5. Answers reference questions and assists patrons in use of library materials and equipment;
trains staff and patrons on library resources and equipment.
6. Assists in developing and streamlining local policies and procedures; provides input on a
system-wide level; handles complex and sensitive problems involving circulation procedures
and patrons.

7. Responds to and resolves patron inquiries and complaints about library policies, equipment,
collections and patron circulation records.
8. Prepares, maintains, updates, submits, and records using standard word processing and
spreadsheet or database software, including library acquisitions, library inventory, and
collection documentation.
9. Assists with the selection, ordering and cataloging of library materials; as well as the
weeding of and withdrawal of library materials.
10. Provides assistance and builds, classifies/tags, maintains, and promotes print and digital
collections in specialized areas of the library collection.
11. May have operating responsibilities over branch and outreach activities on a daily basis, as
well as, in the absence of senior personnel.
12. Operates library computer and technology-related equipment, systems and software; may
have oversight responsibility.
13. Works with staff in providing for and maintaining safe, secure, accessible facilities.
14. Proactively develops reasonable and viable solutions to problems that arise, as well as,
actively work with the library team to research and introduce potential improvements, creates
efficiencies, and provides improved community experience.
15. Plans, coordinates and implements library services and programs, both in the library and at
local events/meetings.
16. Represents library at city and library system meetings
17. Maintains excellent customer services with patrons.
18. Performs related duties as assigned
Job-related Qualifications
Knowledge of:
• Library principles, practices and procedures including privacy, confidentiality, and
intellectual freedom in a library context.
• Methods and sources used in library work in technical services, collection development and
maintenance, reference and readers advisory, and outreach activities.
• Library automation, computer software and equipment, e-readers, and mobile devices.
• General principles and practices of supervision and training.
• May require program specific knowledge such as archival, children’s services, or world
language knowledge.
• Principles and procedures of record keeping.
Ability to:
• Effectively oversee an assigned function or program on an ongoing basis or in the absence of
senior staff.
• Work independently and also as part of a group, team, or committee.
• Use the library circulation, collection and patron database to create and retrieve common and
complex reports.
• Train patrons and staff members on use of the library collection, systems, and equipment.

• Work in a safe manner, following all library and city safety practices and procedures.
• Troubleshoot equipment and software malfunctions in order to give clear information to city
and library technical staff.

Experience and Training
Any combination of experience and training that would provide the required knowledge, skills,
and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities
would be:
Experience: Three years of library experience comparable to that of a Library Assistant II in the
City of South San Francisco, including one year providing technology and functional supervision
over assigned personnel.
Training: An associate’s degree from an accredited college with major coursework in library
science. Library experience may be substituted for required education on a year-for-year basis.
Licenses and Certificates
All licenses and certificates must be maintained as a condition of employment.
• Possession of, or ability to obtain, a valid, appropriate California driver’s license and a
satisfactory driving record.
Special Requirements
Essential duties require the following physical skills and work environment:
Physical Skills: Requires manual dexterity, clear speech, and visual and hearing acuity. Ability
to use standard office equipment, including a computer; sit, stand, walk, kneel, crouch, stoop,

angry and hostile persons.
Ability to: Must be able to transport oneself to different work site and meeting locations;
maintain a safe driving record; maintain a neat and clean appearance; work irregular hours,

SECURITY UPGRADE PROJECT; APPROPRIATING A PROJECT
BUDGET OF $176,000, AND AUTHORIZING STAFF TO PREPARE
PLANS AND SPECIFICATIONS AND ADVERTISE CONSTRUCTION OF
THE PROJECT
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution to complete a Police
Department building security upgrade project to be paid with funding of $176,000 from the
Narcotics Seizure account and amending the Capital Improvement budget for fiscal year
2013/2014.
BACKGROUND/DISCUSSION
The Police Department Main Station (“Police Department”) has been in its current location at 33
Arroyo Drive for over 30 years. In that time, there have not been any substantial upgrades to
building security. Several of the security and design measures currently in place have become
outdated, ineffective, or are in need of replacement or upgrades. This project will address those
deficiencies with upgrades to the building and security features. The areas to be addressed with this
project are:
1. Police Department Main Station Lobby – Front Counter Area
The current Police Department lobby front counter area is protected with bullet-
resistant glass (on the top) and a ¼” metal plate (on the bottom). Both of these are
currently unable to defend against or resist high-power rifles or assault weapon
firearms. The upgrade will consist of installing new polycarbonate glass (on top) and
bullet-resistant paneling (on the bottom) that are rated to withstand rifle and assault
weapons firearms. The project will include slots and venting that will not impact staff
ability to converse with the public and exchange documents and small packages.
Additionally, the project will include the installation of a new Americans with
Disabilities Act (ADA) - compliant (lowered) countertop.

2. Hardening of Police Department Entrance Doors
Currently, the Police Department has several glass doors (leading from public areas
into non-public secure areas of the building) that are incapable of withstanding
someone shattering them to forcibly gain entry. Additionally, several other wooden
doors are equipped with outdated hardware (door knobs, hinges, and locking plates)
that are incapable of withstanding attempts to force them open with pry bars and
similar tools. The upgrade will consist of removing the glass doors and replacing them
with new metal doors. Many other existing doors will have upgraded hardware
installed upon them to make them resistant to forcible entry. It should be noted that
this will not include the external doors from Arroyo Drive leading into the Main
Station lobby; these will remain “as-is” to present an open environment for the public
to be welcomed into the lobby.
3. Surveillance Camera System
Currently, several entrance doors and several other critical areas within the Police
Department building are not equipped/monitored with surveillance cameras.
Additionally, many of the existing surveillance cameras are outdated and/or of poor
video quality that render them ineffective. The upgrade will consist of installing
approximately 13 new surveillance cameras and replacing approximately 15 existing
(old) surveillance cameras with new ones. The upgrades will include an upgraded
digital video recording system that maintains the videos for approximately one year’s
time. The upgrade will also be compliant with the City’s Information Technology
(I.T.) Division’s recent upgrades to the “Milestone” system for surveillance cameras in
other City-owned buildings.
4. Emergency Alarm System in Jail Area
Currently, the prisoner processing and holding cells (jail) area in the Police
Department is not equipped with any emergency alarm system. The upgrade will
consist of the installation of emergency alarm buttons situated at various areas
throughout the jail. These can be utilized by Police Officers to send an immediate
notification to Communications dispatchers that emergency assistance is needed (such
as when a prisoner assaults an officer or becomes combative).
The upgrades will be completed in compliance with existing City purchasing requirements for
equipment and capital improvement projects. To track expenditures, the Finance Department will
establish a specific account to track overtime and equipment costs.
FUNDING
Funding for the Police Department building security upgrade project will come from the Police
Department’s narcotics seizure account (#280-27411). All of these projects are approved
expenditures per State and Federal guidelines for narcotics seizure accounts.

WHEREAS, City staff recommends completing the following Police Department
building security upgrades: 1) improvements to the Police Lobby – Main Counter area; 2)
hardening department entrance doors; 3) installing new surveillance cameras; and 4)
equip jail area with emergency alarm area (“Project”); and
WHEREAS, there is sufficient funding for the Project in the Police Department’s
narcotics seizure account (#280-27411); and
WHEREAS, all of the Project components are approved expenditures pursuant to
the State and Federal guidelines for narcotics seizure accounts; and
WHEREAS, staff recommends establishing a project budget in the amount of
$176,000 for this Project and authorize staff to prepare plans and specifications and
advertise for construction of the Project; and
WHEREAS, the 2013-2014 Capital Improvement Program (“CIP”) will be
amended to include the Project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
South San Francisco that the City Council hereby amends the City of South San
Francisco’s 2013-2014 Capital Improvement Program to include the Police Department
Building Security Project (“Project”).
BE IT FURTHER RESOLVED that the City Council of the City of South San
Francisco authorizes the Finance Department to establish the Police Department Building
Security Project Budget (“Project Budget”) consistent with the information contained in
the staff report, with funding appropriated from:
Narcotics Seizure Account $176,000

BE IT FURTHER RESOLVED that the City Council of the City of South San
Francisco authorizes staff to prepare plans and specifications and advertise for
construction of the Project.
