Francisco Baltadano, Mission Espiritu Santo Mayor Gonzalez announced that the meeting will be adjourned in memory of E1 Camino High School Senior Marla Miranda and South San Francisco resident, Jane Galeno. PRESENTATIONS IPAC, the new online library catalog - Librarians Kyle Broenkow and Claudia Killian provided a preview of the new website and demonstrated its new searching options. · Proclamation - National Library Week, April 6-12, 2003 - Mayor Gonzalez read and presented the proclamation to Library Board President Betty Battaglia. Caltrain CTX Bridge Construction Update - Joe Siino, Construction Manager provided an overview of the current work and status of the project to be completed by November 30, 2003. Emergency Preparedness - Fire Department Battalion Chief David Quasney provided a general overview of the basic preparedness steps in the event of a disaster. He stated that the information will be available on the City website. Oyster Point Flyover and Hook Ramp Update - Public Works Director John Gibbs gave a comprehensive review of the project and that it is scheduled for completion in the Summer, 2004. AGENDA REVIEW No changes. PUBLIC COMMENTS Messrs. Steve Simondi and Ashley Gray, history teachers from E1 Camino High School and South San Francisco High School, thanked Council for its participation in this year's Youth Government Day and presented each Councilmember with a token of appreciation. U. S. Marine Captain Ted Wong presented Mayor Gonzalez and Councilmembers with a letter of appreciation and a certificate of commendation from the U. S. Marine Corps for declaring South San Francisco a Yellow Ribbon City on March 26, 2003. Mr. Steve Savage, 308 Linden Avenue, South San Francisco Teachers Association, announced a rally will be held on the steps of City Hall, Thursday, April 10, 2003, to bring awareness of AB264, Surplus School Property, and to ask for the community's support. (Flyer distributed to Council.) ITEMS FROM COUNCIL · Community Forum · Subcommittee Reports Councilman Green reported attending the League of California Cities' Safety Committee meeting in Sacramento, the SFO/Community Roundtable, Police retirement brunch, and a Kaiser subcommittee (Green/Fernekes) meeting. He announced that Kaiser is sponsoring the "Neighbors in Health" program, on Saturday, June 14, for children 18 and under who are uninsured or underinsured. He also attended the Youth Art Show, Pee Wee League's Cooperstown fundraiser, the Arbor Day Celebration, the annual employee recognition luncheon, and announced that Battalion Chief Phil White was recognized as employee of the year. Mayor Pro Tem Matsumoto added to Councilman Green's report that Ana Linder, Literacy Program Manager, was also recognized as employee of the year. Mayor Pro Tem Matsumoto announced that on Monday, April 22 there will be a mercury thermometer exchange at the Municipal Services Building, and Bike to Work Day will be May 15, 2003. She asked that she be provided with a copy of the recent law enforcement survey for a comparison with the Community Outreach survey. She asked for a brief update on the Transaction Based Reimbursement bill and Director Sommer reported that the Governor's proposal is now being reviewed by the Assembly committee. Mayor Pro Tem Matsumoto asked that a letter be available for Library patrons to forward to their local legislative representatives urging a vote against the proposal. Councilman Garbarino reported attending Skyline College President's breakfast and fundraiser, the Police officers' retirement brunch, the annual employee recognition luncheon, and the City's Youth Art Show. He also reported participating in a police ride-along, the City's annual senior health fair, the Pee Wee League's Cooperstown fundraiser, a tour of the Oyster Point Marina, and the annual Arbor Day ceremony at Westborough Park. REGULAR CITY COUNCIL MEETING APRIL 9, 2003 MINUTES PAGE 2 Councilman Femekes reported attending the Kaiser subcommittee (Green/Femekes) meeting to discuss issues of mutual concern, the Conference Center Authority Commission meeting, E1 Charro's anniversary celebration dinner, and other events previously reported by Council. He reported that the City received honors as Tree City, USA, for the seventeenth year in a row. Councilman Femekes displayed an informational pamphlet produced by ABAG on preventing sewer back-ups, and reviewed a recent article in the San Mateo County Times on a local restaurant, Villa del Sol. Mayor Gonzalez read the "Neighbors in Health" flyer in Spanish, stated that he had attended many of the events previously mentioned, and reported attending the Water Transit Authority meeting. He requested, with the permission of Council, that ribbons be distributed at City Hall (City Clerk's Office) for families of servicemen serving in Iraq. Council concurred. He cautioned citizens of South San Francisco against crimes of persuasion and to call the police if approached by someone acting suspiciously. He also announced a vanpool incentive program being initiated by RIDES. CONSENT CALENDAR Motion to approve the minutes of March 12 and 26 regular meetings and March 19, 26 and 27 special meetings 2. Motion to confirm expense claims of April 9, 2003 in the amount of $2,717,984.59 Resolution No. 26-2003, supporting members of the United States Armed Forces and declaring South San Francisco a Yellow Ribbon City Resolution No. 27-2003, authorizing an agreement extension with the Mid-Management Unit o Resolution No. 28-2003, authorizing an agreement extension with Teamster Local 856, Confidential Unit o Resolution No. 29-2003, amending Sewer Fund budget for the emergency sewer line repairs at Orange Memorial Park in the amount of $8,900 Resolution No. 30-2003, accepting funds from the San Mateo County HOME Investment Partnership Program for the CDBG FY 2003-04 operating budget in the amount of $22,500 Resolution No. 31-2003, awarding a contract to O'Grady Paving, Inc., in the amount of $593,704.10 for the 2002-2003 RABA Streets Resurfacing Project Resolution No. 32-2003, approving an amendment to the 2002-03 Capital Improvement Program budget for construction of the Orange Avenue intersection improvements in the amount of $150,000 REGULAR CITY COUNCIL MEETING APRIL 9, 2003 MINUTES PAGE 3 10. Resolution awarding construction contract to G. Bartolotto & Company in the amount of $88,888.88 for the installation of new asphalt pathway for pedestrians along San Bruno Creek Item pulled from the Consent Calendar. 11. Resolution No. 33-2003, approving personnel changes, including classification descriptions, unit designation and salary ranges 12. Acknowledgement of proclamations issued: Ana Linder and Phil White, Employees of the Year, March 28,2003; Max Fonda, Rick Amador, and Russ Moss, retirees, March 29, 2003; Sue Perotti and Ashley Gray, Youth in Government Day program, April 2, 2003; Arbor Day, April 5, 2003 Councilman Fernekes requested Item No. 10 be pulled from the Consent Calendar. Mayor Pro Tern Matsumoto asked that a copy of the bid proposal for Item No. 10 be included in her Friday Council packet. Motion-Femekes/Second-Green: To approve the Consent Calendar with the exception of Item No. 10. Unanimously approved by voice vote. Item No. 10: Councilman Fernekes questioned the cost disparity between the bids. Public Works Director Gibbs responded that staff is comfortable with the bid proposal, the quality of the application has been reviewed and change orders are not anticipated. Mayor Pro Tern Matsumoto requested site maps be included with the staff report. Motion-Femekes/Second-Garbarino: To approve Resolution No. 34-2003, awarding the construction contract to G. Bartolotto & Company in the amount of $88,888.88 for the installation of a new asphalt pathway for pedestrians along San Bruno Creek. Unanimously approved by voice vote. Consideration of Five Year Consolidated Plan for Housing, Economic and Community Development, submittal of the City's One Year Action Plan for Housing and Community Development to the Department of Housing and Urban Development and authorizing the execution of all documents necessary to secure and award CDBG funds for the City; approve resolution Staff report presented by Housing and Redevelopment Manager Fragoso. Public hearing opened. The following non-profit agency representatives spoke regarding the proposed CDBG funding, reiterating their agency's accomplishments during the past year and the services provided to residents of South San Francisco: REGULAR CITY COUNCIL MEETING APRIL 9, 2003 MINUTES PAGE 4 · Ms. Sue Digre, PARCA Family Support Services. · Mr. Paul Cohn, La Raza Centro Legal · Ms. Geetha Thaker, Safe Harbor Shelter · Ms. Laura Fanucchi, HIP Housing- Council questioned the impact of the proposed decreased allocation, and Ms. Fanucchi responded that services, such as hours at the Senior Center, outreach efforts and home visits will be reduced. · Ms. Julene Hunter Johnson, Families on Track · Mr. Steve Eckert, North Peninsula Family Alternatives · Mr. Byron Swerdfeger, ELLIPSE · Ms. Rosa Guerra, Shelter Network Public hearing closed. Council subcommittee members (Matsumoto/Garbarino) suggested that important information and statistics be provided to Council at the first public hearing, which is before the Council subcommittee makes its recommendation. Mayor Pro Tem Matsumoto recommended that HIP's allocation be increased by $2500 and Shelter Network/Crossroads be decreased by $2500. Council concurred. Motion-Garbarino/Second-Green: To approve Resolution No. 35-2003, authorizing submittal of the City's Five Year Consolidated Plan and One Year Action Plan to the Department of Housing and Urban Development, including the modification to increase Human Investment Project's (HIP) allocation by $2500 and decreasing Shelter Networks/Crossroads allocation by $2500. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS 14. Recommendation to consider a request from C/CAG to support Assembly Bill 1546 and Assembly Constitutional Amendment 10 Staff report presented by Assistant City Manager Nagel. Mr. Richard Napier, C/CAG Executive Director, provided detailed information and explained the intent of the two bills. He responded to questions regarding the impact on the taxpayers, how funding will be administered and the types of programs the funding will support. Councilmembers stated concern for both bills, the imposing taxes, and rationalized that ACA 10 was reasonable as it provided the taxpayers with the opportunity to vote on a tax increase. Motion to draft letter of support for Assembly Constitutional Amendment (ACA) 10 for the Mayor's signature. Unanimously approved by voice vote. No motion was made for AB 1546. Motion to waive reading and introduce an ordinance amending Chapter 3.12 to implement Council-approved position title additions Staff report presented by Human Resources Director Bower.
