Subject:
The City of South San Francisco (City) is releasing a Draft Initial Study and Mitigated
Negative Declaration (IS/MND) for the Drive-Through Facilities Zoning Ordinance Text
Amendments (Project) for review and comment to all agencies, organizations and interested
persons. Reviewers should focus on the content and accuracy of the Draft IS/MND in
discussing potential impacts upon the environment. This Notice of Intent to Adopt a Draft
Mitigated Negative Declaration for this project is in compliance with the California Environmental
Quality Act (CEQA).
The Draft IS/MND is being circulated for a 30-day review period. Persons responding are urged
to submit their comments in writing. Written comments should be delivered to the City
no later than 4:30 p.m. on April 20, 2016

Project Location: The project site is the City of South San Francisco, including 9.6 square
miles and two unincorporated islands (project area), and is located in Northern San Mateo
County, on the San Francisco Peninsula.
Project Description:
The proposed project includes revisions to Title 20 ZONING (Zoning
Ordinance) to allow for the permitting of Drive-Through Facilities for
non-limited service restaurant uses in the Freew
proposed project would not alter existing regulations regarding Drive-Through Facilities for
limited service restaurants. No physical changes or alterations to any particular property are
proposed-Through Facilities,
however, the title of Section 20.350.017 of the Zoning Ordinance is proposed to change and
new development standards have been added.
Project and CEQA Public Hearing Date: A public hearing date for the City Planning
Commission to review the project has been scheduled for April 21, 2016.
CEQA Project Status:
A Draft Initial Study and Mitigated Negative Declaration have been
prepared for this project pursuant to the provisions of CEQA. The Draft Initial Study prepared
for this project demonstrates that the proposed project will not have any significant or
unmitigatable effects on the environment. As a result of the adoption of this document and the
implementation of the proposed mitigation measures, the proposed project will not have any
significant or unmitigatable effects on the environment.

the General Public at the South San Francisco Planning Department, 315 Maple Ave., South
San Francisco, CA 94080 and on the website at http://www.ssf.net.
